Call to Order
Chair Miranda called the meeting to order.
Approval of October 27, 2025 Building and Grounds Subcommittee Minutes
Member Hoffman made the motion to approve the October 27, 2025 Building and Grounds
Subcommittee meeting minutes. Chair Miranda seconded. A roll call vote was taken.

FY27 Capital Expense Request
Assistant Superintendent Pauley said that the capital expense request will be brought to the
School Committee at the end of January 2026 for approval.
Facilities Director, Zissis Alepakis presented the slides for the FY27 Capital Priorities.
In response to a question, Mr. Alepakis said that the last facilities assessment at Bentley was
done in 2018. Assistant Superintendent Pauley mentioned that the more immediate needs are
included in the capital expense request. Mr. Alepakis noted that another feasibility study would
provide information on what is needed at the Bentley building and this in turn could be used to
request the Massachusetts School Building Authority (MSBA) for funds to work on the heating
and cooling at the building.
Chair Miranda requested that the needs for Bentley be put in writing in order to let everyone
know about the plan. Mr. Alepakis suggested that the $98,000 which was left over from the
painting at the Horace Mann Laboratory School (HMLS) and Saltonstall can be used to paint
Bentley as it has not been painted in awhile. Superintendent Zrike said additional work at
Saltonstall would be needed and that the intercom at Bentley also needs to be updated. The
next school in line for an update to the playground is HMLS.
Mr. Alepakis said that he can provide a breakdown of the work at each school. Assistant
Superintendent Pauley suggested that input from the playground committee as well as the
PTOs from Carlton, Saltonstall and Bentley be sought.
Chair Miranda requested for a summary of the work orders that have been submitted through
Operations Hero. In response to a query, Mr. Alepakis said that it might be good to have a 3rd
party perform a facilities assessment at Bentley. Assistant Superintendent Pauley inquired about
the timeline for this work. Mr. Alepakis said that if the funds are available by January 2027, the
work can begin in the summer. Chair Miranda suggested another meeting in January 2026 to
discuss more about this matter.
Facility Request Terms and Conditions Form
Members discussed the wording on the form to inform renters about the use of the Salem Public
Schools building name and logo on their promotional materials.
Member Hoffman made the motion to adjourn at 5:43 pm. Chair Miranda seconded. A roll call
vote was taken.

Angela's Daycare License
Assistant Superintendent Pauley said that Angela’s Daycare license is expiring at the end of
November 2025 and that it can be renewed for 1 or 2 years. Angela’s Daycare which is a for
profit organization does not pay any rent but they provide subsidized childcare for students and
Staff. They also have students from the CTE program earn their credits with them.
In response to questions about whether the Career Technical Education (CTE) program,
Superintendent Zrike said that the high school would like the childcare program to continue and
that the new high school building has two classroom spaces for the program. High school

students in the program do not get paid as they earn high school credits during the day.
The merits of extending the contract from November 2025 to the end of June 2026 was
discussed. This would enable the district to go out to bid in the spring and also allow Angela’s
Daycare enough time to look for another location if necessary.
Superintendent Zrike mentioned that all partners who use the school building spaces need to
fairly compensate the district and be transparent with no side deals. A question was also raised
whether custodial services can be included in the Request for Proposal.
Chair Miranda suggested that the Salem Chief Procurement Officer, Anthony Delaney could be
invited to a future meeting to respond to questions and provide guidance.
In response to a question, Assistant Superintendent Pauley said that the Pathways, LEAP for
Education and Angela’s Daycare do not pay any rental fees.
Member Hoffman made the motion to recommend to the School Committee to renew the
contract for Angela’s Daycare from December 1, 2025 to June 30, 2026. Chair Miranda
seconded. A roll call vote was taken.

Review of Short Term Rental Terms
Assistant Superintendent Pauley provided a brief update about the terms and mentioned that
the attorney would need to review it. Comments were made that some language about
preventing discrimination as well as the guidelines for signage should be incorporated as well.

Buildings & Grounds Efforts and Operations Hero Update
The Operations Hero app would be made available to all the three high schools on November 4.
Subcommittee members were invited to visit the schools to see all the work that was done
through the summer.

Assistant Superintendent Pauley mentioned that the Bates fire pump will be replaced and that
the fire pump at Collins fire pump replacement will be included in the capital request. Chair
Miranda requested the recommendations provided by the Fire Department for the past three

Years. Chair Miranda also suggested that the Playground Committee could be invited to provide
an update at a future meeting.

Facility Request Terms and Conditions
● All applications for the use of school facilities must be filed (10) days prior to the
event on https://salempublicschools.rentmycampus.com/
● Adhere the times you are registered to be there; you will have access to the building
30 minutes before your event begins, and up to one hour after the event concludes.
● The Senior Custodian will greet you at the front door of the school (unless otherwise
arranged during the pre-walkthrough)
● A pre walkthrough has been conducted to confirm any special requests for set up
● A post walkthrough will be conducted on the day of the event to confirm that nothing
is damaged
● The number of custodians required at each event shall be determined by the Director
of Buildings and Grounds or his/her designee.
● An invoice will be sent within 48 business hours; the invoice will be due to be paid
within 10 business days following receipt of the invoice.
● All invoices will be sent out through Operations Hero. Please send payment check
made payable to: “Salem School Department Facility Rental” Building Services
Department, 77 Willson Street, Salem, MA 01970
● Once the rental agreement has been agreed to by the Salem Public Schools and the
visiting organization/entity, the space is reserved. On rare occasions, if a school
activity needs the space, every effort will be made by the Buildings and Grounds
department to provide a comparable space. Visitors may opt out of the agreement
without penalty if the original space cannot be available.
● Use only the space that has been reserved (and confirmed during the pre-
walkthrough).
● If there is a problem during the event, contact the Senior Custodian.
● In the event of a building related emergency, call the Senior Custodian. If one of your
guests experiences a medical emergency, call 911 immediately.
● Any equipment that is needed for the event should be listed in the event registration
form.
● Bathrooms will be stocked and trash barrels will be available for each event. All
cleaning will be done by Buildings & Grounds staff
● Nothing is to be stored or left on site for more than 24 hours (unless otherwise agreed
upon with the Director of Buildings & Grounds).
● The Director of Buildings and Grounds will work with the vendor to approve
wayfinding signage for the event. Vendors who are hosting the same event on more
than one occasion will need initial approval only.
● Questions on the day of the event should be directed to the designated custodian for
the event. Questions before or after the event to the Custodial Maintenance
Foreperson.
● The visiting organization/entity agrees to adhere to the Salem Public Schools’ non-
discrimination policy (1101.1) and our Community Use of School Facilities Policies
(1200-1204) when using our facilities.
● The visiting organization/entity shall be prohibited from using the name, trademark,
trade name, logo, or likeness of the Salem Public Schools or employees in any
publicity or promotion without the prior express written permission of the Salem
Public Schools.
● Salem Public Schools is not responsible for any personal belongings left or stored at
any site.
● We ask that you treat our space with respect, and hope you enjoy your experience at
the Salem Public Schools. Please contact the Custodial Maintenance Foreperson with
any questions, feedback, or suggestions for how we can improve your experience.
