PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may
further limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.

Recommendation: Approve financial claims report.
ID#15-038 License Agreement with the County of Monterey for Juror Parking
Recommendation: Adopt a RESOLUTION authorizing the City Manager to execute a license agreement
with Monterey County to provide juror parking at the Salinas Train Station Parking Lot
(20-26 Station Place and 12 West Market Street).
ID#15-039 Amtrak Lease Agreement (Salinas Train Depot at 11 Station Place)
Recommendation: Adopt a RESOLUTION authorizing the Mayor to execute a ten-year Lease with National
Railroad Passenger Corporation (aka Amtrak) at 11 Station Place (the Salinas Train
Depot at the Intermodal Transportation Center).
ID#15-040 Salinas Municipal Airport Aircraft Storage Hangar Fees
Recommendation: Adopt a RESOLUTION approving a revised schedule of fees that increases aircraft
storage hangar fees at the Salinas Municipal Airport by 2.4%.
ID#15-043 Housing Element Annual Progress Report 2014
Recommendation: Adopt a RESOLUTION approving the Housing Element Annual Progress Report for
2014 and authorizing the Director of Community and Economic Development or
designee to submit the report to the California Department of Housing and Community
Development and the Governor's Office of Planning and Research.
ID#15-047 Sanborn Road/US HWY 101/Elvee Drive Improvement Project, CIP 9117
Recommendation: Adopt a RESOLUTION approving plans and specifications for the Sanborn Road/US
HWY 101/Elvee Drive Improvement Project, CIP 9117; authorize issuance of invitation
to public bid, with bids to be opened on April 28, 2015; approve the appropriation of
$1.7 Million of Trade Corridor Improvement Funds allocated by the California
Transportation Commission (CTC) on January 22, 2015; and authorize the Public
Works Director, in consultation with the City Attorney, to sign an agreement between
the City of Salinas and PG&E to temporarily relocate high voltage electrical overhead
wires for an approximate amount of $488,000.

Recommendation: Adopt a RESOLUTION approving award of contract to Anderson Pacific Engineering
Construction Inc., for the East Alisal Street and Skyway Boulevard Roundabout; City
Project No. 9655 in the amount of $1,388,914 (base bid).

Recommendation: Adopt a RESOLUTION delegating authority to the City Attorney regarding claims for
damages filed against the City.
ID#15-055 Purchase and Sale of 210 Salinas Street (Old Firehouse Building)
Recommendation: Adopt a RESOLUTION authorizing the sale of the building located at 210 Salinas Street
(Old Firehouse Building) to Taylor Fresh Foods, Inc.

Island Modifications Project No. 9048/9337
Recommendation: Adopt a RESOLUTION accepting the East Market Street ADA Ramp Project and North
Davis Road Median Island Modifications for maintenance and responsibility.
ID#15-064 Monterey Regional Water Pollution Control Agency Cost Sharing
Agreement
Recommendation: Adopt a RESOLUTION approving the sharing of costs for the design and construction
of one portion of the produce wash water diversion system in an amount not to exceed
$1,100,000.
ID#15-069 Modification to the Classification/Salary Schedule
Recommendation: Adopt a RESOLUTION restoring the Police Services Manager Classification from
inactive to active status and approve a reclassification of the position to Police Services
Administrator.
ID#15-074 911 Dispatch Services Agreement
Recommendation: Authorize the City Manager to send the proposed "Notice of Intent to Withdraw from the
Agreement for 911 Communications Dispatch Services" noticing the City of Salinas's
intent to withdraw from the current 911 Dispatch Services Agreement.
CONSIDERATION
ID#15-034 Draft Salinas Downtown Vibrancy Plan: A Strategic Document
Recommendation: Adopt a RESOLUTION accepting the Draft Salinas Downtown Vibrancy Plan as a
strategic document and authorizing the City Manager to enter into professional services
agreements for analysis to advance the Plan towards implementation.
ADMINISTRATIVE REPORT
ID#15-042 Marina-Salinas Multi-Modal Corridor
Recommendation: Receive update from the Transportation Agency for Monterey County on concept plan
and provide comments.
