located in a shopping center at 170 East Laurel Drive in the Mixed Use – Laurel
Drive @ North Main Street Focused Growth Overlay (MX-FG1) Zoning District was
approved. The motion carried by the following vote:

corrections was adopted. The motion carried by the following vote:

Resolution 20943 approving plans and specifications for the El Dorado Park
Bioretention Project, Project No. 9670; and authorizing issuance of invitation to
bid, with bids to be opened on May 17, 2016 was approved. The motion carried
by the following vote:

Resolution 20945 authorizing the City Manager to execute a contract with Pyro
Spectaculars by Souza for a pyrotechnic show on July 4th, 2016, Salinas Sports
Complex/Rodeo Grounds, at a cost not to exceed $50,000 was approved. The
motion carried by the following vote:

Resolution 20946 approving a grant award in the amount of $25,000 between the
City of Salinas and the Tanimura Family Foundation for support of the Homework
Center at Cesar Chavez Library was approved. The motion carried by the
following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Lutes reported that she and the City Manager met with Randal Wilson
from the Strategic Growth Council from Sacramento regarding possible funding
opportunity for the City. She announced there will be a District 6 clean-up on Emerald
Drive and a Community Meeting on April 6. She reported that Salinas Valley Solid Waste
Authority is moving ahead with the relocation of the transfer station and added that the
Authority is considering a merger or JPA with the Peninsula Authority.
Councilmember Castañeda announced there will be a clean-up on April 22 in District 1 at
Natividad Creek Park. He requested a follow-up on the Police Departments policy
regarding firearms and peace officer supplies. Councilmember Castañeda requested a
City Council meeting in District 1 focusing on crime, gang violence, homelessness and
housing. Councilmember Castañeda requested a meeting with the City Manager to
address concerns throughout the City.
Councilmember McShane commended the public, staff and the Council for their
participation in Salinas United city-wide day of service. Councilmember McShane
requested the City Manager consider a proposal regarding future agenda items and
presentation request tracking policy. Request was second by Councilmember
Castañeda. Councilmember McShane requested a establishing city administrative
procedures oversight. Request was second by Councilmember Castañeda.
Mayor Gunter appointed Councilmembers Lutes, McShane and himself to a
Commissions, Boards, Committees, and Council Subcommittee.
CLOSED SESSION
Pursuant to California Governement Code section 54957.1, there were no reportable
actions on the following closed session items.
ID#15-647 Existing Litigation - Cal. Gov’t. Code sec. 54956.9(a), conference with legal
counsel regarding exiting litigation, Christina Schlough v. City of Salinas, Workers’
Compensation Appeals Board No. Unassigned.
ID#15-669 Labor Negotiations - Cal. Gov’t. Code sec 54957.6, with its designated labor
representatives Ray Corpuz, City Manager; Christopher A. Callihan, City Attorney;
Katherine Hogan, Senior Deputy City Attorney; Matt Pressey, Finance Director;
