The City Council proclaimed the week of May 15 – 21, 2016 as National Prevention Week,
National Emergency Medical Services Week, National Public Works Week, and the week of May
6 – 12, 2016 as National Nurses Week.
PRESENTATION
Angel Gonzalez, Executive Director provided his presentation highlighting the Salinas Police
Activities League.

Received communication from the public.
ADDENDUM
Councilmember Castaneda made a motion to amend the agenda to consider the following
items at this meeting: selection process for hiring of a new Chief of Police, a
presentation from the Chief of Police regarding homicides, and support of
Assemblymember Luis Alejo’s requests to the State of California requesting additional
resources to combat crime. Motion failed for lack of second.

ID#15-598 2016 Special Assessment for Collection of Unpaid Charges from Property
Owners
Revenue Technician Teresa Kistler provided her report which is on file in the City Clerk’s
Office as the official record.
No comments received from the public. A letter protesting the assessment was received
by the City Clerk's Office on May 16, 2016 from property owner of APN: 261-552-038-000.
Upon motion by Councilmember Lutes, second by Councilmember Craig,
Resolution 20952 confirming charges from calendar years 2014-2015, of unpaid
nuisance abatement charge, administrative penalty, administrative cost, or other
debt on properties within the City of Salinas, and directing the Finance Director
to collect the unpaid charges from the property owners in the same manner as
ordinary municipal taxes was approved. The motion carried by the following
vote:

Councilmember McShane, Councilmember Craig and Mayor Gunter

Resolution 20953 adopting a Mitigated Negative Declaration; Resolution 20954
approving General Plan Amendment 2015-001 to change the General Plan
designation for a proposed approximate 7,270 square-foot lot (.1669) located at
210 Salinas Street; inroduced Ordinance 2572 to change the Zoning Designation
for the same aforementioned property; and Resolution 20955 approving
Resubdivision 2015-002 to approve a Parcel Map to create the aforementioned
property was approved. The motion carried by the following vote:

amendment requesting the City Manager set up meeting with the SVSWA to look at
feasibility of direct haul to Monterey Regional Waste Management District and relocating

Upon motion by Councilmember Lutes, second by Councilmember De La Rosa,
RESOLUTION 20956 approving the proposed annual adjustments to Republic
Services of Salinas' (Republic Services) Schedule of Service Fees and Schedule
of Rates for Residential and Commercial Customers with amendments was
approved. The motion carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Lutes reported she attended the Communities for Sustainable Monterey
Bay meeting. She reported that the Subcommittee on Commissions/Boards/Committees
met and will be bringing a report back to Council for consideration in the future.
Councilmember Lutes requested staff consider the funding request submitted by the
First Mayor’s House when preparing the FY 2016-17 Operating budget. She additionally
requested the lights surrounding Everett Alvarez High School be assessed.
Councilmember Castaneda requested an update on his appointments to the Police
Community Advisory Committee. He additionally requested a report or plan of action to
increase prevention activities via the Police Activities League, and a meeting in the Alisal
regarding public safety and youth.
Councilmember McShane announced an upcoming community meetings taking place on
June 15, 2016 in the Rotunda with Salinas Neighbors United focusing on arts and culture.
He announced the various events he attended in the Downtown area. He reported he
attended an event in the Silicon Valley surrounding agtech. Councilmember McShane
requested a memo from the City Attorney regarding an Arts Policy and added that he is
currently working on the future agenda item policy as well. He reported that the
Association of Monterey Bay Area Government discussed the new State Drivers Pilot
Program being presented to drivers of energy efficient and hybrid vehicles.
Councilmember McShane reported that he attended the Subcommittee on
Commissions/Boards/Committees and if anyone is interested in adding a new
commission or board, that requests needs to be submitted as soon as possible.
Councilmember De La Rosa announced she is hosting a community meeting in District 4

on May 24 at Saint George Episcopal Church at 6 p.m. She requested support of the
youth in the community with prevention programs.
Councilmember Barrera announced Monterey Salinas Transit will be hosting ribbon
cutting on West Alisal for the two new ADA compliant bus shelters on May 20, 2016 at
10 a.m. He announced he will be hosting a community meeting on June 2 at 6 p.m. at
Jesse G. Sanchez Elementary School. Councilmember Barrera expressed concerns
regarding loud music complaints that are not being addressed by the City.
Councilmember Craig announced that on May 25 the Transportation Agency for Monterey
County (TAMC) will be considering regional development impact fees and the proposed
ordinance for the TAMC Tax that will also be presented to the County Board of
Supervisors. She announced that the MCCVB is still accepting application.
Mayor Gunter announced the Fire Department Academy Graduation is taking place on
May 19 at 4 p.m. and the Measure G Oversight Committee will also be taking place on
May 19 at 4 p.m. in the Rotunda. He announced other meetings and events taking place
throughout the community including Relay for Life.
CLOSED SESSION
The City Council recessed to closed session at 7:41 p.m.
