CONSIDERATION
ID#19-607 Community Facilities District No. 2016-1 (Monte Bella) 2019 Special Tax
Bonds (Improvement Area No. 2)
Received report from Finance Director Matt Pressey regarding the approval of a resolution
authorizing the issuance and sale of the Bonds in an aggregate principal amount not to
exceed $2,750,000 to finance the public infrastructure associated with Improvement Area
No. 2 of the Monte Bella development.
Upon motion by Councilmember McShane, second by Councilmember Barrera,
Resolution of the City Council of the City of Salinas, acting as the legislative body
of the District, authorizing the issuance of the Bonds in a principal amount not to
exceed $2,750,000 and approving certain documents and taking certain other
actions in connection with the Bonds was approved. The motion carried by the
following vote:
Ayes: 4- Councilmember Barrera, Councilmember Davis, Councilmember McShane and
Mayor Gunter

ADMINISTRATIVE REPORT
ID#19-605 Salinas Plan Quarterly Update
Received report from Economic Development Director Andrew Myrick regarding
significant action which have occurred since the previous update in August 2019
specifically the adjustment of compensation and benefit levels for the Salinas Police
Officer’s Association (SPOA) and the Police Manager’s Association (PMA). The above
actions include employee concessions estimated at $100,100 for SPOA employees, and
approximately $168,400 for PMA employees during the remainder of FY 2019/2020.
Councilmember Villegas joined the meeting at 5:49 p.m.

Received report from Community Development Director Megan Hunter regarding the 2019
Annual Review on the implementation of the Memorandum of Understanding between the
City and the County of Monterey regarding mutual planning and implementation of
government services and facilities in downtown Salinas. In addition to the regular
meetings, staff have had more focused meetings with a focus on sustainable downtown
parking, downtown vibrancy plan, streetscape improvements, Lincoln Avenue corridor,
housing projects, and private sector investment.

9071 in the amount of $380,381 was approved. The motion carried by the
following vote:

Upon motion by Councilmember McShane, second by Councilmember Davis,
Resolution to accept the grant and ratify the agreement between the Monterey
Bay Unified Air Pollution Control District and the City, and authorize the direct
purchase of three Phoenix Motors electrical vehicles and three Level III chargers
at a total cost of $34,210 from Capitol Improvement Project No. 9525 Fleet
Replacement and $50,000 from Capitol Improvement Project No. 9654 totaling
$84,210 was approved. The motion carried by the following vote:

Airport Capital Improvement Plan to the Federal Aviation Administration was
approved. The motion carried by the following vote:

Upon motion by Councilmember Davis, second by Councilmember McShane,
Resolution accepting the proposal from Harris & Associates and approve
Amendment No. 2 for the On-Call Consultant Master Service Agreement between
City of Salinas and Harris & Associates adding EcoSystems West Consulting
Group, Albion Environmental, Inc., and Weber Hayes & Associates, Inc. as their
subconsultants was approved. The motion carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Barrera reported he attended the Salinas Police Department oath of
office for new recruits and promotional ceremony. He requested the City Council consider
an emergency ordinance related AB1482 - Tenant Protection Act of 2019, No-Fault
Eviction. Councilmember Barrera announced that he will not be in attendance at the
December 3, 2019 City Council meeting due to planned family travel.
Councilmember Davis reported that he attended the 4th Quarter Awards Banquet at Alisal
High School and recognized students for their academic success. Councilmember Davis
requested the City Attorney draft a "no fault" eviction emergency ordinance for Council
consideration at its December 3 meeting. Request was second by Councilmember
Barrera. Additionally, he requested the the City move forward with the rental registry
ordinance in efforts to address blighted rental properties. Request was second by
Councilmember Barrera.
Mayor Gunter reported he attended the Active Shooter Training hosted by the City, an
Opportunity Zones training with Economic Development Director Andrew Myrick and Fort
Ord Reuse Authority, and a meeting with the Airport Land Use Commission. He

announced that the City in collaboration with California Water Service Company they
distributed turkey vouchers for families in need during the holiday season. Mayor Gunter
announced upcoming events which included the Thanksgiving Dinner at the Breadbox,
Korean-American Grocers Association Scholarship program, the Holiday Parade of Lights
and the Tree for Peace lighting ceremony.
Councilmember Villegas announced that the Salinas Valley Solid Waste Authority
meeting is taking place on November 21 and are requesting a letter from the City
extending its intent to withdraw from the Authority effective December 31, 2019.
Councilmember McShane announced upcoming events which include the Tree for Peace
lighting ceremony and the Holiday Homelighting Competition. He reported that he met
with Jill Allen to discuss homelessness and shelter for women, challenges with
coordination between the City and County, and medical support. He announced a District
3 Community Meeting taking place on December 16.
