Recommendation: No action required. Staff recommends City Council provide further direction to staff on the
FY 2021-22 Capital Improvement Budget.

Recommendation: Approve a Resolution increasing City development impact fees by 2.1% effective July12,
2021.
ID#21-181 FY 2021-22 City-Wide Schedule of Fees and Service Charges
Recommendation: Approve a Resolution to approve adjustments and additions to the City-Wide Schedule of
Fees and Service Charges effective July 12, 2021.
ID#21-160 United States Department of Housing and Urban Development FY 2021-2022
Annual Action Plan
Recommendation: Approve a Resolution approving the United States Department of Housing and Urban
Development (HUD) Fiscal Year 2021-2022 Annual Action Plan and authorize submittal
to HUD.

ID#21-170 Residential Permit Parking Program- Paraiso Court Opt In Request
Recommendation: Approve a Resolution approving the request from residents of Paraiso Court to opt in to
the District 3A Residential Permit Parking Program.
ID#21-173 Mohawk Avenue and Navajo Drive “No Stopping” Red Zone
Recommendation: Approve a Resolution approving the establishment of 15 feet of "No Stopping" red zones
at the intersection of Mohawk Avenue and Navajo Drive to provide sufficient intersection
sight triangles.
ID#21-187 Purchase one 2021 Toyota Sienna XLE
Recommendation: Approve a Resolution authorizing the direct purchase of one 2021 Toyota Sienna from
Salinas Toyota at a total cost of $45,311.95.
ID#21-188 Professional service agreements with Kimley-Horn and Associates, Inc. and
PlaceWorks, Inc. for the General Plan Update and Climate Action Plan
Recommendation: Approve a Resolution authorizing the City Manager to enter into Professional Services
Agreement between the City of Salinas and Kimley-Horn and Associates, Inc. for master
transportation services related to the General Plan Update for an amount not to exceed
$483,920; and approve a Resolution authorizing the City Manager to enter into a
Professional Services Agreement between the City of Salinas and PlaceWorks, Inc. to
prepare a Climate Action Plan and an Environmental Impact Report for the General Plan
Update for an amount not to exceed $992,210.
ID#21-189 Agreement for Purchase and Installation of Workspace Improvements at 65
W. Alisal Street
Recommendation: Approve a Resolution authorizing the City Manager to execute an agreement with PBI in
an amount not to exceed $200,000 for the purchase and installation of counterspace to
provide additional workspace for staff, installation of workstations, and integration of
COVID-19 safety measures for customers and employees.
ID#21-190 Master Agreement with Rincon Consultants, Inc. (Rincon) for General
Planning and Environmental Services
Recommendation: Approve a Resolution authorizing the City Manager to execute a Master Agreement with
Rincon Consultants, Inc. (Rincon) for general planning and environmental services for a
total amount not to exceed $150,000.
ID#21-191 Sun Rose Apartments Home Investment Partnership Loan Documents for a
New Affordable Housing Development Located at 439 Soledad Street

Recommendation: Approve a Resolution authorizing the assignment and amendment of HOME loan
documents for a property located at 439 Soledad Street and the execution of the
Assignment, Assumption and First Modification Agreement of HOME Documents
between the City and Sun Rose Housing, LLC, a California limited liability company; and
approve a Resolution authorizing the assignment and amendment of the Owner
Participation and Grant Agreement (OPA) for a property located at 439 Soledad Street
and the execution of the Assignment, Assumption and First Modification Agreement of
Owner Participation and Grant Agreement between the City and Sun Rose Housing, LLC,
a California limited liability company.
ID#21-193 Salinas City Center Improvement Association 2020 Annual Report
Recommendation: Approve a Resolution accepting the SCCIA 2020 Annual Report (Annual Report).
ID#21-194 Parking District - Maintenance Agreement
Recommendation: Approve a Resolution authorizing a two-year agreement with Smith & Enright
Landscaping, Inc for maintenance of downtown parking district parking facilities in the
amount of $52,200.
ID#21-195 City Sublease at Moongate Plaza
Recommendation: Approve a Resolution entering into a Sublease Agreement with Mid-Peninsula New
Communities Inc. for the use of approximately 996 square feet at Moongate Plaza.
ID#21-197 Annual Public Art Update
Recommendation: Receive and accept the annual public art update.
ID#21-200 Designation of Exempt Surplus Land in Gonzales, California
Recommendation: Approve a Resolution declaring the City-Owned Property known as Assessor's Parcel
Number 223-061-002-000 to be Exempt Surplus Land as defined by the Surplus Lands
Act.
ID#21-202 Agreement for Services with Cooper Controls, Inc.
Recommendation: Approve a Resolution approving an Agreement for Services with Cooper Controls, Inc. in
the amount of $53,165.
