This report presents information to the City Council regarding the Innovation Team’s activities. PUBLIC HEARINGS ID#21-560 2nd Reading - General Plan Amendment 2021-002 and Rezone 2021-002; Request to Amend the General Plan to change the General Plan Designation of six (6) sites to Mixed Use and Rezone the same six (6) sites from Public/Semipublic (PS) or Commercial Retail (CR) to Mixed Use (MX) and expand the Downtown Core Area (DC) Overlay District to include the Intermodal Transportation Center (ITC) Upon motion by Councilmember McShane, seconded by Councilmember Rocha, Resolution affirming the findings, adopting the proposed Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program, and approving a General Plan Amendment (GPA 2021-02) changing the General Plan Land Use designations of six (6) sites to Mixed Use; and introduced an Ordinance to rezone the same six (6) sites to Mixed Use (MX) and expand the Downtown Core Area (DC) Overlay to include the Intermodal Transportation Center (ITC) site (RZ 2021-002) was approved. (Precision) for a total compensation amount not to exceed $139,313.35 to prepare general plan and zoning amendments and associated environmental documents for selected opportunity sites was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Cromeenes, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig Absent: 1- Councilmember Gonzalez Enactment No: RES 22249 ID#21-565 Appropriation of American Rescue Plan Act (ARPA) Funds Upon motion by Councilmember McShane, seconded by Councilmember Cromeenes, Resolution authorizing 1) establishment of a fund named "American Rescue Plan Act (ARPA) Fund;" 2) transfer of $25,783,656.50 from the Special Construction Assistance - Federal and State Fund to the American Rescue Plan Act (ARPA) Fund; 3) establishment of appropriations totaling $51,567,313 in accordance with the Salinas Recovery Plan under the American Rescue Plan Act (ARPA) of 2021 previously approved by City Council; and 4) an American Rescue Plan Act (ARPA) Fund revenue budget of $25,783,656.50 was approved. Approve a Resolution authorizing payment of $455,000 for the Annual Subscription Services for ShotSpotter Gunfire Location, Alert and Analysis Service to cover the period December 14, 2021 through December 13, 2022. This item was continued to December 7, 2021. Approve a Resolution authorizing the execution of a 24-month Services Agreement for the lease of twenty (20) Automated License Plate Reader (ALPR) Cameras from Flock Group, Inc. with a Year 1 cost of $57,500 and a Year 2 cost of $52,500. Enactment No: RES 22255 ID#21-575 California Department of Housing and Community Development (HCD) Homekey Program Round 2 for Permanent Supportive Housing Upon motion by Councilmember Rocha, seconded by Councilmember McShane, Resolution authorizing certain action related to the submittal of joint applications to the California Department of Housing and Community Development ("HCD") for Homekey Round 2 for the conversion of two motels (The Sanborn Inn and The Salinas Inn) to permanent supportive housingwas approved. Upon motion by Councilmember Osornio, seconded by Councilmember McShane, Resolution approving an agreement between the City of Salinas and Smith & Enright Landscape Services, Inc. for services related to the removal of unlawful encampments, bulky items, and personal property, associated with the City Cleanup Program Project, CIP 9068 was approved.
