PRESENTATION United Way Monterey County Received report from Katy Castagna, President and CEO for United Way Monterey County highlighting United Way services and initiatives. Impact Monterey County,a program of United Way focuses on asset building, housing and early care and education. 211 Monterey County is a service throughout the country and in California, it is organized by individual counties connecting residents to resources via telephone. Push text notifications was added to expand services and connect residents via text and online. There has been a significant surge in the 211 call volume related to vaccination registration and access to appointment scheduling and the Emergency Rental Assistance Program. United Way reported 32,700 calls Count-wide of which 14,400 were from Salinas, accessed in Spanish, and primarily from the 93905, 93906 and 93901 zip codes. PUBLIC HEARINGS ID#22-280 Substantial Amendments to United States Department of Housing and Urban Development Fiscal Year 2020-2021 Annual Action Plan and Fiscal Year 2021-2022 Annual Action Plan for the Hebbron Family Center CDBG Project Received report from Planning Manager Rod Powell regarding the City’s State grant award of $8.1 for the reconstruction of the Hebbron Family Center. To initiate the process, Library and Community Services and Public Works Departments identified a consultant to assist with construction and program management in an amount of $1.3 million. The departments requested CDBG funding from the Community Development Department (CDD) to offset pre-development costs. Staff has reviewed the request in consultation with HUD and deemed the project as an eligible activity to receive CDBG funds as it is located within the City’s Alisal Neighborhood Revitalization Strategy benefiting a Low Mod Area where 51% of the residents fall within the low and moderate-income categories. The emergence of a new, priority project for CDBG, the Hebbron Family Center, requires the execution of a second amendment to the FY 2020-2021 AAP and a first amendment to FY 2021-2022 AAP. In accordance with the City’s Citizen Participation Plan, a formal Substantial Amendment process is required as the City is proposing to de-obligate and reallocate more than 25% of its CDBG funds from the Sherwood Recreation Center Phase IV (FY 2020-2021) and Chinatown Improvements (FY 2021-2022) projects towards the new Hebbron Family Center project. Funds for Sherwood and Chinatown are proposed to be restored in the FY 2022-2023 Annual Action Plan. Upon motion by Councilmember Cromeenes, seconded by Councilmember McShane, Resolution authorizing the submission of a Second Substantial Amendment to the United States Department of Housing and Urban Development (HUD) Fiscal Year (FY) 2020-2021 Annual Action Plan (AAP) and a First Substantial Amendment to the United States Department of Housing and Urban Development Fiscal Year 2021-2022 Annual Action Plan; and authorize the allocation of $798,633 in FY 2020-2021 Community Development Block Grant (CDBG) funds and $607,980 in FY 2021-2022 CDBG funds to the Hebbron Family Center project was approved. He reported that he participated in the City’s Urban Forest meeting. Additionally, he requested the City consider an increase in the contract with the City’s state and federal lobbyist in order to leverage funding. Councilmember McShane requested adjourning the meeting in memory of Juan Martinez. Councilmember Rocha requested a report to Council regarding the inclusionary housing ordinance to include a rental registry ordinance. He specifically requested the ordinance address affordable housing issues in the community. Request was second by Councilmembers Gonzalez and Osornio. Councilmember Rocha requested the meeting adjourn in memory of the victims Robb Elementary School shooting in Uvalde, Texas. Councilmember Cromeens requested the staff continue to move forward with the Future Growth Area Projects in progress. Councilmember Gonzalez stated she met with the Salinas Union High School District’s Diversity and Inclusion Coordinator and looks forward continue collaboration with the school district. She commented that the City’s summer programs are free of cost or on a sliding scale and encouraged the residents to participate. She reported that the Health and Safety Days in the area of Las Casitas, Constitution Blvd., Laurel Heights and Creekbridge are ongoing, and the city is making progress in keeping areas clean. She reminded the community that the city is approaching the Health and Safety Days in a more structured and humane way, while working in collaboration with residents and the City of Salinas Page 7 City Council Meeting Minutes - Unofficial May 24, 2022 unhoused population. Councilmember Osornio stated he will be hosting a meeting on June 16 at the Sherwood Hall 940 N. Main Street to discuss housing. He reported that the Amor Salinas Summer Camp is scheduled for June 20- 24. He reported that he attended numerous events in over the weekend, including the 5 de Mayo Soccer Tournament at the Salinas Soccer Complex with representatives from the Mexican Consulate and County Board of Supervisors. Mayor Craig appointed Christie Cromeeenes as the alternate to the Salinas Police Activities League. She reported that the Salinas Valley Solid Waste Authority, cities and Count yof Monterey continue to work on the relocation of the Sun Street Center Transfer Station to Madison Lane. She reported that the Salinas Soccer Complex Authority had its quarterly meeting and is doing everything it can to complete the project. Mayor Craig also reported that she participated in the Tri-County workforce development forum on behalf of the city. In closing, Mayor Craig adjourned the meeting in memory of Juan Martinez.
