Pursuant to California Government Code section 54957.1, there was no reportable actions on closed session matters. Item d. Public Employee Performance Evaluation, Interim City Manager, was canceled. GENERAL PUBLIC COMMENTS Received public comment from members of the public in attendance and on Zoom. PUBLIC HEARINGS ID#24-109 General Plan Amendment (GPA 2023-001), Rezone (RZ 2023-001), Conditional Use Permit (CUP 2022-059), Resubdivision (RS 2022-006), and Minor Modification to Conditional Use Permit 1977-031 (MM 2022-019); to construct a 36-unit 100% affordable senior housing project located at 98 Kip Drive Received report from Senior Planner Thomas Wiles regarding an application from CHISPA, Incorporated to construct a100% affordable senior housing Project at 98 Kip Drive (St. Georges Senior Apartments; Project). The Project consists of a three-story, 36-unit, multifamily residential building. All units, including one (1) manager unit, are one (1) bedroom. A General Plan Amendment, Rezone, Conditional Use Permit, Resubdivision, and a Minor Modification to Conditional Use Permit 1977-031 are required for Project entitlement. CUP 2022-059 includes concession and waiver requests for usable open space, density, and off-street parking and alternative means of compliance for landscaping along the east property line. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember McShane, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig Absent: 1- Councilmember Gonzalez Enactment No: RES 22915 STUDY SESSION City of Salinas Page 2 City Council Meeting Minutes - Unofficial March 12, 2024 ID#24-095 General Plan Update/Visión Salinas 2040 Land Use and Circulation Study Session Received report from Senior Planner Jonathan Moore regarding a study session to discuss and seek Council guidance on Land Use and Circulation Elements, emerging topics of conversation, and identified challenges. Land use and circulation are two interrelated topics in the General Plan that the City must consider and include new Place Type land use designations emphasizing flexible placemaking instead of singular uses. The City plan for circulation in the City is constantly changing due to continued growth, new state laws around environmental traffic impacts affect the measurement and balance of transportation systems. The Draft Circulation Element policies seek to create a balanced, safe transportation network that contribute to community health and sustainability. Received report from staff. CONSENT AGENDA ID#24-143 Minutes Upon motion by Councilmember Osornio, seconded by Councilmember Sandoval, the minutes of February 17, 2024, February 20, 2024, and February 27, 2024 were approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember McShane, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig Absent: 1- Councilmember Gonzalez ID#24-082 Natividad Creek Park Restroom Rehabilitation Project (CIP 9346) Contract Change Orders Upon motion by Councilmember Barrera, seconded by Councilmember McShane, Resolution approving Contract Change Orders 3, 4, 5, 6, 7, and 8 to the HA Construction contract for the Natividad Creek Park Restroom Rehabilitation Project (CIP 9346) in the amount $39,465.19; increase in the Project's contingency of $44,070.81; and authorize the Interim City Manager or designee to execute any necessary revisions, amendments and/or change orders applicable to the Natividad Creek Park Restroom Rehabilitation Project was approved. Upon motion by Councilmember Osornio, seconded by Councilmember Sandoval, Resolution authorizing the approval of Amendment No. 2 to the Master Service Agreement for Professional Services between the City of Salinas and CSG Consultants, Inc. to provide design, inspection, project management, construction management, labor compliance and environmental services in a not-to-exceed amount of $1,054,420 and authorize the Interim City Manager or designee to execute any modifications or amendments was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember McShane, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig Absent: 1- Councilmember Gonzalez Enactment No: RES 22917 ID#24-128 Annual Public Art Plan Fiscal Year 2025 Upon motion by Councilmember McShane, seconded by Councilmember Osornio, Resolution accepting and approving the Fiscal Year 2025 Public Art Plan including the appropriation of $15,000 from the Municipal Art Fund and authorizing the Library and Community Services Director or designee to design and administer the Public Art cultural event grant opportunity; and further directed the Interim City Manager to secure and allocate $200,000 to the FY 2025 Municipal Art Fund was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember McShane, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig Absent: 1- Councilmember Gonzalez Enactment No: RES 22918 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Rocha commented that it is important to be honest with each other, respectful and accountable, to own up to comments that adversely affect the community or other members of the public as it perpetuates racism in the community. He requested a public apology from Councilmember McShane for his recent public comments. He reported that he will be meeting with the federal lobbyist in Washington, DC and further recommended a more robust and thorough process to develop a core strategy that the City Council can support to work collaboratively with its federal partners to capitalize on funding opportunities. Councilmember Rocha stated that he had an opportunity to meet with the state and federal lobbyist and expressed interest in funding needs for the second phase of the Boronda Road project, affordable housing, funding for the new fire station. Councilmember McShane reported that he will be participating in the Unity Race on Saturday, March 16, 2024 with the Salinas Police Department to commemorate fallen officers. In response to community concerns, he stated that he met with the La Escuelita City of Salinas Page 4 City Council Meeting Minutes - Unofficial March 12, 2024 and it was clear that the general consensus was that his comments were not racially motivated and provided a sincere apology to all that were offended as it was not his intention. Councilmember Sandoval stated that he drafted a letter to AT&T stating his position as the representative for District 6 regarding their request to get relief of their "carrier of last to resort" to the state of California as it would affect seniors and low income families. He added that AT&T intends to remove all land line services and added that he would like to send a letter stating his position. Barrera reported that he attended a Monterey-Salinas Transit meeting and noted the ridership for MST in one year is 2.3 million passage with the most utilized line in the Alisal Area. He stated that MST buses also serve as a safety shelter for anyone needing assistance. MST continues to collaborate with the Alliance on Aging, and provides services for youth, seniors, veterans and the various school district. Osornio commented that he attend the All-Stars Soccer game where there where hundreds in attendance. Additionally, he commended Alisal High School for hosting an International Women's Day event, the local car show for their community events and invited the community to attend the Gil Basketball Academy fundraising events. Councilmember Osornio requested staff revisit the public art and mural ordinance to allow for a more streamlined process for placement of art in public buildings. request was second by Councilmember Barrera. Mayor Craig acknowledge the CASP awards presented to Rancho Cielo, Salinas Police Department, Adriana Vasquez Campa of Sun Street Centers, and Sean Tucker. Mayor Craig reported that LAFCO approved their Ag Mitigation Plan at its last meeting which included several request for the City of Salinas. She reported that she attended the Monterey County Mayors Association meeting where they received a report from the City of Monterey regarding the defense community impacts. She reported that Sand City is currently working on a housing project estimated to yield 300+ housing units that will increase their population in the years to come. Mayor Craig noted that as Councilmember Rocha mentioned, the City was able to secure $900,000 for the industrial wastewater treatment plant through collaboration with state and federal lobbyist .
