PUBLIC HEARINGS ID#24-245 United States Department of Housing and Urban Development FY 2024-2025 Annual Action Plan Received report from Acting Planning Manager Francisco Brambila regarding the City of Salinas federal HUD entitlement programs which include Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), and Emergency Solutions Grants (ESG), which have assisted and improved numerous low and moderate-income households and neighborhoods throughout the jurisdiction. To remain eligible for annual allocations of its entitlement funds, the City must prepare and submit City of Salinas Page 1 City Council Meeting Minutes - Unofficial May 14, 2024 a FY 2024-2025 Annual Action Plan in support of its five-year Program Years (PY) 2020-2024 Consolidated Plan (Con Plan). Council approval of the FY 2024-2025 AAP would make the City eligible to receive $3,070,093 in HUD FY 2024-2025 CDBG, HOME, and ESG entitlement funding. The HUD submission deadline for the City’s FY 2024-2025 AAP is August 16, 2024. The following members of the public commented on the report: Eloise Shim Upon motion by Councilmember Rocha, seconded by Councilmember Sandoval, Resolution approving the City of Salinas' United States Department of Housing and Urban Development (HUD) Fiscal Year (FY) 2024-2025 Annual Action Plan (AAP) and its submittal to HUD; and authorizing the City Manager to incorporate any necessary modifications based upon community feedback and final HUD allocation prior to submissions to HUD; and authorizing the Mayor, or designee, for and on behalf of the City, to execute any related agreements, contracts, certifications, or amendments related to the funding allocations set forth in the FY 2024-2025 AAP was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig Enactment No: RES 22973 ID#24-246 Submission of 2023 Permanent Local Housing Allocation Program Application and 5-Year Plan Amendment to California Department of Housing and Community Development Received report from Acting Planning Manager Francisco Brambila regarding the California Department of Housing and Community Development (HCD) release of the 2023 Permanent Local Housing Allocation Program (PLHA) Program Local Government Formula Component Notice of Funding Availability (NOFA) advising of an intended Salinas allocation of $863,162. In response staff has prepared an application for funds and is proposing an amendment to the City of Salinas (City) PLHA 5-Year Plan to allow for utilization of the funds in alignment with the City Council’s goals and commitments. The following members of the public commented on the report: Karen Cameron Tim Heavin Upon motion by Councilmember Rocha, seconded by Councilmember Gonzalez, Resolution authorizing the submission of the City's annual application for 2023 Permanent Local Housing Allocation funds to the California Department of Housing and Community Development; submission of an amended Permanent Local Housing Allocation 5-Year Plan; appropriation of 2023 PLHA funds to General Ledger account fund SB2 (2951); and authorizing the Interim City Manager or designee to execute all applicable agreements was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig ID#24-259 November 5, 2024 General Municipal Election Upon motion by Councilmember Osornio, seconded by Councilmember Sandoval, Resolution ordering the November 5, 2024 General Municipal Election and ordering a Special Election for Councilmember District 3 for the City of Salinas, requesting consolidation with the November 5, 2024 election and requesting the County of Monterey Department of Elections to conduct the election was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig Enactment No: RES 22975 ID#24-264 Acceptance of Sale of Jet West, LLC to Imperial Aviation, LLC dba Gate One Upon motion by Councilmember Barrera, seconded by Councilmember Osornio, Resolution approving and authorizing the stock sale of Jet West, LLC to Imperial Aviation, LLC, dba Gate One and consenting to the assignment of the Lease Agreement and related permits and agreements from Jet West LLC to Imperial Aviation, LLC dba Gate One was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig Enactment No: RES 22976 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Rocha invited the community to attend a ribbon cutting at Steinbeck Park on May 17, 2024. He reported he will be attending the Salinas Valley Solid Waste Authority meeting on Thursday, May 16, 2024 and noted that Councilmember Sandoval will be attending the Community Human Service meeting on his behalf. Councilmember Sandoval reported that he will also be attending the Salinas Valley Solid Waste Authority meeting. He invited residents to attend the District 5 Neighborhood cleanup at the old Sears building taking place on May 18, 2024. Councilmember Gonzalez reported that she attended two meeting with residents at the Paso Grande neighborhood where residents expressed concerns regarding parking. The second meeting was held with residents of Nogal Dr regarding maintenance of Natividad Creek Park. Councilmember Gonzalez invited the public to attend the YOSAL concert and the Alisal Center for Fine Arts event in partnership with the Monterey County Rape Crisis Center. City of Salinas Page 3 City Council Meeting Minutes - Unofficial May 14, 2024 Councilmember Barrera reported that he attended the Monterey Salinas Tranist Board Meeting on May 13, 2024 and stated he will be attending Alisal High School's Top 100 Academic Students Awards ceremony. Councilmember Osornio invited the community to attend the Center for Community Advocacy De Colores Celebration on May 17. He also invited the community to attend the Joe Kapp book release on May 18, 2024 and the Jacobs Heart fundraiser at the Taylor Farms building on May 18. Mayor Craig commended Eagle Scout Raymond Luna for his volunteer efforts to paint fire hydrants throughout the City in collaboration with California Water Service Company. Mayor Craig also commended the Hometown Heroes Celebration for those who have served. ADJOURNMENT Meeting adjourned at 5:03 p.m..
