Garbage & Recycling Rates FY 2024-25 and Performance Review Update. Report filed

Councilmember Sandoval moved to approve the proposed annual adjustments to
Republic Services of Salinas' Schedule of Service Fees and Schedule of Rates effective
January 1, 2025 and a separate vote on the proposal for resolution of performance
issues. Motion failed due to lack of second.
Upon motion by Councilmember Barrera, seconded by Councilmember Osornio,
Resolution finding the proposed annual adjustments to Republic Services of
Salinas' (Republic Services) Schedule of Service Fees and Schedule of Rates for
Residential and Commercial Customers effective January 1, 2025, to be within
the terms of the Collection Services Agreement; and authorizing the City
Manager to accept Republic's proposal for resolution of performance issues was
approved. The motion carried by the following vote:

Back-Up Generator at City Facilities
Received report from Finance Director Selina Andrews regarding installation and
maintenance of solar photovoltaic (“PV”) systems at the El Gabilan Library and the
Police Department, as well as a backup generator to support City Hall. The cost of the
solar PV systems and backup generator is $4,774,025, and the City plans to finance
these improvements with a tax-exempt equipment lease. The City requested interest rate
from banks for a 20-year tax-exempt equipment lease (“2024 Lease), and the proposal
from Banc of America Public Capital Corp (“BAPCC”) was the most advantageous to the
City. City staff proposes to enter into an Equipment Lease/Purchase Agreement with
BAPCC and an Escrow and Account Control Agreement with Wilmington Trust
(collectively, the “Financing Agreements”). City Council approval of the resolution and the
Financing Agreements authorizes City staff to sign the documents and take other
necessary actions. Report filed with the City Clerk as the official record.

SW-27-006; and awarding a contract to McGuire and Hester for the Closter Park
Revitalization, Project No. 9350, in an amount not to exceed $6,915,983 and
authorizing the Mayor to execute the contract on behalf of the City; and
authorizing the Public Works Director or his designee to approve contract change
orders up to an additional 6% of the contract amount, $415,000, for construction
contingencies; and approving the reallocation of $280,000 from CIP 9048 and
$20,000 from CIP 9022 to CIP 9350 was approved. The motion carried by the

Recommendation: Approve a Resolution authorizing the City Manager to reappropriate any unencumbered

appropriate general funds to unencumbered ARPA projects in an amount not to exceed
the previously approved project amount.
ID#24-691 Modification to Classification - Salary Schedule; Workforce Allocation
Adjustment
Recommendation: Approve a Resolution modifying the Classification - Salary Schedule to include the new
classification of Accountant Auditor and approve a workforce allocation adjustment that
includes one Accountant Auditor in the Finance Department, one and one-half Senior
Planners for the Community Development Department, and one Park Maintenance
Worker over hire in the Library and Community Services, Parks Division.
