CITY OF CHAMPIONS The City Council commended Jesus Ruvalcaba, owner of Paper Tacos, LLC. Paper Tacos GENERAL PUBLIC COMMENTS Received public comment from members of the public in attendance and on Zoom. CALIFORNIA GOVERNMENT CODE §84308 - LEVINE ACT No disclosures reported. ADMINISTRATIVE REPORTS ID#25-154 Street Sweeping Route Revisions and Initial Signage Program Update Received report from NPDES Program Manager Heidi Niggemeyer highlighting the City's City of Salinas Page 1 City Council Meeting Minutes - Unofficial June 3, 2025 implementation of the street sweeping program via parking restrictions in compliance with its National Pollutant Discharge Elimination System (NPDES) stormwater permit issued in 2019. The City’s street sweeping routes were introduced in 2012, sweeping both sides of the street on the same day; street sweeping routes were revised to sweep opposite curb sides on different days and including parking restrictions on high and medium priority streets to ensure the sweeper has full curb access to remove debris. Comprehensive road condition and curb access data was collected across the City to identify key considerations for additional route revisions and designating areas for initial No Parking signage. New street sweeping routes were designed and tested by City maintenance staff, and certain routes were selected for parking restrictions based on data collected to date. Report file with the City Clerk as the official record. CONSENT AGENDA ID#25-068 Fiscal Year 2025-26 Assessment and Maintenance District Levies Transmittal to the Monterey County Tax Collector Upon motion by Councilmember D'Arrigo, seconded by Councilmember Barrera, Resolution authorizing staff to transmit to the Tax Collector's office of the County of Monterey the annual levies for assessment and maintenance district fees and charges and agreeing to indemnify and defend Monterey County with respect to challenges to the levy on the City's behalf was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barajas, Councilmember Barrera, Councilmember D'Arrigo, Councilmember De La Rosa, Councilmember Salazar, Councilmember Sandoval and Mayor Donohue Enactment No: RES 23262 ID#25-151 SB 1 Road Repair and Accountability Act - FY 2025/26 Projects Upon motion by Councilmember D'Arrigo, seconded by Councilmember Barrera, Resolution adopting a list of projects for Fiscal Year 2025-26 funded by SB 1: The Road Repair and Accountability Act of 2017 was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barajas, Councilmember Barrera, Councilmember D'Arrigo, Councilmember De La Rosa, Councilmember Salazar, Councilmember Sandoval and Mayor Donohue Enactment No: RES 23263 ID#25-185 Salinas City Center Improvement Association 2024 Annual Report Upon motion by Councilmember Barrera, seconded by Councilmember Barajas, Resolution accepting and approving the Salinas City Center Improvement Association (SCCIA) 2024 Annual Report was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barajas, Councilmember Barrera, Councilmember D'Arrigo, Councilmember De La Rosa, Councilmember Salazar, Councilmember Sandoval and Mayor Donohue Enactment No: RES 23265 ID#25-197 Establish Disadvantaged Business Enterprise (DBE) Program and DBE Goal of 6.7% for Federal Fiscal Years 2025-2027 Upon motion by Councilmember D'Arrigo, seconded by Councilmember Barrera, Resolution establishing the Disadvantaged Business Enterprise (DBE) Program and three-year DBE participation goal of 6.7% for Federal Fiscal Years 2025-2027 was approved.
