Finance Director Matt Pressey provided an overview of the Financial Report ending March

As of March 31, 2021 the year to date the Measure E revenue for Investment
Earnings/Mic is $ 57,101.93 and the Transaction & Use Tax revenue is $ 10,668,576.75;
which represents 88.69% of the estimated revenue collected through March 31, 2021.
The total Measure E reserves is $ 962,000.00
The on-going Expenditures through March 31, 2021 are:

The year to date one-time expenditures through March 31, 2021 is at $ 146,011.42.
Chair Huerta stated that under Program 9022 Tennis Court Improvements, he
recommends the City provide some type of security, like locks, for the tennis court once
they have been resurfaced.
Committee member Barajas asked if the categories listed under police, were the only
categories that were allowed to be funded by Measure E or if there were other categories
that can be added. In response, Mr. Pressey stated these are the only programs that
historically have been funded, but going forward new programs can be proposed and
added or removed.
Committee member Barnes asked why street maintenance and sidewalks were not listed
as one of the programs under Public Works. Committee member Barnes further added
that when Measure E was proposed to the voters, it was to include street maintenance
and sidewalks. Mr. Pressey stated that we have had Capital Improvement projects where
one-time funding went toward street improvements. No recent funding has been
allocated to street maintenance or sidewalks due to funds being allocated to libraries.
Committee member Barnes asked if staff could provide information regarding the street
maintenance and sidewalks projects completed with Measure E funding and asked the
Measure E Oversight Committee recommend to the City Council add programs for the
funding of "street maintenance" and "sidewalks."
No public comment received.
Receive and provide comments on the March 31, 2021 Measure E Financial
Report (no action required).
CONSIDERATIONS
ID#21-204 Election of Committee Vice Chair
Upon motion by Committee member Barnes, seconded by Committee member
Huerta, Committee member Barajas was appointed as Committee Vice Chair to
serve the remainder of a term vacancy was approved. The motion carried by the
following vote:

Finance Director Matt Pressey; Community Development Director Megan Hunter; Police
Department Management Analyst Tonya Erickson; Fire Chief Michele Vaughn; Public
Works Director David Jacobs; and Library and Community Services Director Kristan
Lundquist provided an overview of the proposed FY 2021-22 Measure E Operating and
Capital Improvement Budgets.
Proposed Measure E Revenue for FY 2021-22 is 14,930,000 is a 31.87% (3,608,000)
increase from FY 2020-21.

Park Maintenance was moved from Public Works to Recreations, which includes 7 staff
out of the Measure E Budget.
Committee member Barnes stated that she would support the FY 2021-22 Budget but
would recommend that funds be reallocated to include more to fire prevention and
streets, repairs and sidewalks.
Committee member Garcia reallocating funds to address the community needs.

Received public comment from the following members of the public:
Airam Coronado requested the city start investing in the Alisal vibrancy plan and Parks,
Recreation, and Libraries Master Plan
Xago Juarez expressed concerned for the closure of the Breadbox Recreation, and would
like to see Measure E funds be redirect back to community, neighborhoods, and
residents.
Alexis Mendez requested funds be strategically reinvested back into the youth and the
community, funding for bike lanes, lighting, crosswalks and maintenance.
Upon motion by Committee member Barnes, seconded by Committee member
Xitlali Garcia, the Measure G Oversight Committee recommends the City Council
approve the FY 2021-22 Proposed Measure E Budget and include comments and
concerns from the committee members and public. The motion carried by the
following vote:
Ayes: 3- Janet Barnes, Daisy Xitlali Garcia and Committee member Mitchell Huerta
Noes: 1- Jose Barajas
Absent: 1- David J. R. Mack
COMMENTS/FUTURE AGENDA ITEMS
Committee member Barajas stated that he voted no on the budget because there has
never been an independent audit done on the Salinas Police Department. He further
added that he does not feel comfortable approving a budget increase for a Police
Department that has never been independently audited.
