Pressey, CPA, Finance Director City Clerk’s Office: (831) 758-7381 Thursday, January 28, 2016 3:00 PM Salinas Rotunda ROLL CALL Present 7- Maureen Wruck Al Espindola Cesar Lara Brigid McGrath Massie Sergio Sanchez Daniel Ortega Juan Uranga GENERAL PUBLIC COMMENTS CONSENT ID#15-402 Minutes Upon motion by Committee member Espindola an second by Committee member Sanchez, the minutes of June 8, 2015 were approved unanimously Ayes: 7- Wruck, Espindola, Lara, McGrath Massie, Sanchez, Ortega and Uranga CONSIDERATIONS ID#15-401 Mid-Year Status of FY 2015-16 Operating and Capital Improvements Budgets Matt Presey, Finance Director, provided an overview Mid-Year Budge for 2015/16. Measure G represents ($7,137,600) 4% of the Budget for FY 2015/16. During the second quarter (April 1 – June 30, 2015) $5,391,697 was received from the Major Industry Groups. Committee member Uranga requested Community Policing be made a priority and asked that any surplus funds be allocated to the community policing model. Committee member Lara expressed concern over the vacant positions that are yet to be filled and asked if those positions would be filled by the end of the fiscal year. Mr. City of Salinas Page 1 Measure G Oversight Committee Meeting Minutes - Final January 28, 2016 Pressey stated that the Chief McMillin explained that the Police department hired nineteen positions but lost nineteen positions due to retirements, resignations or terminations. Committee member Lara asked for clarification regarding the low percentage of funds spent per department. Gary Petersen, Public Works Director, stated that at the end of the fiscal year the public works department would have expended all funds in the public works department for street and sidewalk repair. Committee member Sanchez requested for a more detail agenda in order to better understand the process and what is expected of the committee. Chair Wruck appointed the following committee members to the Measure G Subcommittee that would prepare a report that would be presented to the City Council: Committee member Espindola Committee member McGrath Massie Committee Chair Wruck Committee member McGrath Massie requested reports be available seven to ten days in advance in order to allow ample time to review the information. Upon motion by Committee member McGrath Massie an second by Committee member Lara, the committee recommended the City Council adopt the Measure G FY 2015/16 Operating and Capital Improvement Budget as presented. Ayes: 7- Wruck, Espindola, Lara, McGrath Massie, Sanchez, Ortega and Uranga ID#15-535 FY 2015/2016 Mid-Year Budget Adjustments Matt Pressey, Fiannce Director outilined the FY 2015/2016 Mid-Year Busget Adjustments. Upon motion by Committee member McGrath Massie an second by Committee member Ortega, the committee recommended the City Council adopt the Measure G FY 2015/16 Mid-Year Budget Adjustments as presented.
