Upon motion by Committee member Sandoval, seconded by Committee member Barrera, Committee member Brigid McGrath-Massie was appointed to serve as Chair for a 1-year term. Upon motion by Committee member Wruck, seconded by Committee Chair McGrath-Massie, Committee member Steve Ish was appointed to serve as Vice-Chair for a 1- year term. Smith Abstain: 1- Steve Ish CONSENT ID#21-419 Minutes Chair McGrath-Massie pointed out that on page 4 of the minutes stated, "Upon motion by Chair McGrath-Massie, second by Committee member Barrera, the Measure G Oversight Committee was not in support of the proposed FY 2021-22 Operating and Capital Improvement Budgets; the Measure G budget should reflect the ballot language; comments on the proposed budget made by the Committee be forwarded to City Council." Chair McGrath-Massie asked if the comments submitted by Committee members were forwarded to the City Council? In response, Assistant City Manager Jim Pia, stated that he would confirm and let the committee know if those were sent to the City Council. Chair McGrath-Massie further a Joint meeting or presentation from the City Council in order to bridge of communication gap between the Committee and the Council. Upon motion by Committee member Sandoval, seconded by Committee member Barrera, the minutes of May14, 2021 were approved. Smith Abstain: 1- Steve Ish ID#21-321 Proposed 2022 Measure G Oversight Committee Meeting Calendar Chair McGrath-Massie asked for clarification on the 4th meeting date, which had been approved by the City Manager, but was left off of the proposed meeting calendar. Committee member Sandoval proposed an amendment to the meeting calendar to include the addition of 3 meetings: March 17, 2022; July 21, 2022; and December 15, 2022. Proposed Meeting calendar for 2022: January 20, 2022 March 17, 2022 City of Salinas Page 2 Measure G Oversight Committee Meeting Minutes - Unofficial October 21, 2021 May 19, 2022 July 21, 2022 October, 20, 2022 December 15, 2022 City Manager Steve Carrigan stated that he agreed to four meetings only. Committee member Wruck stated that she prefers quarterly meetings. Committee member Hernandez stated he would be in favor of meeting quarterly and if we needed a fifth meeting can be added. SUBSTITUTE MOTION: Chair McGrath-Massie motion to approve the meeting calendar as presented by staff with the addition of a fourth meeting. The fourth meeting can be scheduled for August 18, 2022. Committee member Sandoval requested the addition of meetings be presented to the City Council for approval instead of just the Mayor. Upon motion by Committee member Sandoval, seconded by Committee member Barrera, the proposed meeting calendar for 2022 was amended to include a fourth meeting scheduled for August 18, 2022 was approved as amended. Smith ADMINISTRATIVE REPORTS ID#21-518 June 30, 2021 Financial Report Director of Finance Mark Roberts provided an overview of the June 30, 2021 Measure G Financial Report. As of June 30, 2021 the year to date revenue for Measure G is 28,937,922.94. It is above target with 121% of the total budget received through June 30, 2021. No action is required. Presented the June 30, 2021 Financial Report for the Measure G Oversight committee. ID#21-519 September 30, 2021 Financial Report Director of Finance Mark Roberts provided an overview of the September 30, 2021 Measure G Financial Report. As of September 30, 2021 the year to date revenue for Measure G is $ 8,946,049.49. It is above target with 32% of the total budget received through September 30, 2021. FUTURE AGENDA ITEMS Committee member Wruck expressed interest in forming a subcommittee that would meet with City Manager Carrigan and Staff to discuss issues and concerns relating to Measure G. Comittee member Barrera expressed concerned regarding the timing of when comments are being forwarded to the City Council. Chair McGrath-Massie indicated that she would like to schedule a meeting with City Council to discuss the Measure G Oversight Committee. Committee member Sandoval proposed to have a joint meeting with the City Council regarding Measure G funds and concerns. Mr. Sandoval further added that he would like to forward recommendations to City Council that include making changes to the way Measure G Oversight meetings are called and the possibility of adding more meetings to the calendar.
