GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent or
Consideration items should be held until the items are reached. The public may request
that the committee consider adding an item for consideration on a future agenda. The
public may comment on scheduled agenda items as they are considered. In order to be
respectful of all speakers’ views and to avoid disruption of the meeting, the audience
shall refrain from applauding or jeering speakers who have been recognized by the Chair.

ID#18-285 Salinas Travel Center Environmental Impact Report ER 2017-004, including
statement of overriding considerations, and Mitigation and Reporting Program
(MMRP); General Plan Amendment (GPA 2016-002); Specific Plan (SPEC 2016-001);
Prezone (RZ 2016-001); and Annexation (A 2016-001).
Recommendation: Affirm the findings and approve the attached Resolutions recommending that the City
Council:
1) Certify the City's Salinas Travel Center Final Environmental Impact Report (Final EIR)
(ER 2017-004), adopt a Statement of Overriding Considerations, and adopt the Mitigation
Monitoring and Reporting Program (MMRP);
2) Approve the Salinas Travel Center General Plan Amendment (GPA 2016-002);
3) Approve the Salinas Travel Center Specific Plan (SPEC 2016-001) subject fo Planning
Commission confirmation that the proposed highway signs are appropriate;
4) Approve the Salinas Travel Center Prezoning (RZ 2016-001; and
5) Approve the Salinas Travel Center Annexation (A 2016-001).

ID#18-322 Zoning Code Amendment 2018-002; An ordinance to establish an Adaptive Reuse
Ordinance that would allow for the change of use of underutilized buildings into
housing
Recommendation: Affirm the findings and adopt the attached Resolution recommending tha the City Council
introduce and then adopt the accompanying ordinance amending Sections 37-40.320(b)
and 37-10.250 and adding Section 37-50.015 of Chapter 37 of the Salinas Municipal Code
(Zoning Code) to establish an adaptive reuse ordinance.
