GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent or
Consideration items should be held until the items are reached. The public may request
that the committee consider adding an item for consideration on a future agenda. The
public may comment on scheduled agenda items as they are considered. In order to be
respectful of all speakers’ views and to avoid disruption of the meeting, the audience
shall refrain from applauding or jeering speakers who have been recognized by the Chair.

Recommendation: Approve minutes of July 17, 2019 meeting.
CONSIDERATIONS
ID#19-536 Annual Election of Planning Commission Chairperson and Vice-Chairperson
Recommendation: Receive nominations for Commission Chairperson and Vice-Chairperson; elect
Chairperson and Vice-Chairperson to serve one year terms.
PUBLIC HEARINGS
Variance 2019-001; A request to vary fence height from the maximum three feet to eight feet in
the front yard and construct an eight-foot-high fence at a setback of five feet four inches from the
property line at 1072 Industrial Street in the Industrial-General-Airport Overlay (IG-AR) Zoning
District
This item has been continued to the October 16, 2019 Planning Commission meeting.
ID#19-516 Miscellaneous 2019-012 - Adopt a Resolution supporting acquisition of a
0.8-acre site located at 1081 Buckhorn Drive for a public school use
Recommendation: Staff recommends that the Planning Commission adopt a Resolution indicating support
for the acquisition of a 0.8-acre site located at 1081 Buckhorn Drive for the construction
and operation of a site for a public school (Early Childhood Development Center Project).

ID#19-528 Conditional Use Permit 2018-005 - Adopt a Resolution adopting a Mitigated
Negative Declaration and Mitigation Monitoring and Reporting Program
authorizing demolition and reconstruction of an existing convenience store
with gas pumps with a nonconforming alcohol related use (off-sale Type 20
license) located at 1764 North Main Street
Recommendation: Staff recommends that the Planning Commission affirm the findings and adopt the
attached Resolution adopting a Mitigated Negative Declaration and Mitigation Monitoring
and Reporting Program and approving Conditional Use Permit 2018-005 authorizing
demolition and reconstruction of an existing convenience store with gas pumps with a
nonconforming alcohol related use (off-sale Type 20 license).
ID#19-529 Zoning Code Amendments 2019-002, 2019-003, 2019-004, 2019-005, and
2019-006 - Adopt Resolutions recommending City Council consider a Class 5
Categorical Exemption from the California Environmental Quality Act
(CEQA) and approve Zoning Code Amendments for Employee Housing,
Housing in PS Districts, Parcel Maps in the Future Growth Area, ADU
Replacement Parking in the Front Yard Setback, and Modification of
Driveway Width
Recommendation: Staff recommends that the Planning Commission find Zoning Code Amendments
2019-002, 2019-003, 2019-004, 2019-005, and 2019-006 exempt from the California
Environmental Quality Act (CEQA) pursuant to a Class 5 Categorical Exemption and
affirm the findings and adopt the attached Resolutions recommending that the City
Council introduce and then adopt the ordinances.
