GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent or
Consideration items should be held until the items are reached. The public may request
that the committee consider adding an item for consideration on a future agenda. The
public may comment on scheduled agenda items as they are considered. In order to be
respectful of all speakers’ views and to avoid disruption of the meeting, the audience
shall refrain from applauding or jeering speakers who have been recognized by the Chair.

Recommendation: Approve minutes of October 16, 2019.
CONSIDERATIONS
PUBLIC HEARINGS
ID#19-515 Variance 2019-001; a request to vary fence height from the maximum three
feet to eight feet in the front yard and construct an eight-foot-high fence at a
setback of five feet four inches from the property line at 1072 Industrial
Street in the Industrial - General - Airport Overlay (IG-AR) Zoning District
Recommendation: Staff recommends that the Planning Commission reject the protest, affirm the findings
and approve the attached Resolution finding the Variance exempt from the California
Environmental Quality Act (CEQA) and approving Variance 2019-001 to vary fence height
from the maximum three feet to eight feet in the front yard of 1072 Industrial Street,
located in the IG-AR (Industrial-General - Airport Overlay) Zoning District.

ID#19-563 General Plan Amendment 2017-001; a request to change a 7.67-acre site
from Park to General Commercial/Light Industrial and Rezone 2017-002; a
request to change a 7.67-acre site from Parks to Industrial - General
Commercial located at 295 Sun Way
Recommendation: Approve the Resolution recommending that the City Council adopt the proposed
Mitigated Negative Declaration, approve General Plan Amendment 2017-001, and
introduce and then adopt Rezone 2017-002.
ID#19-574 General Plan Amendment 2017-002; a request to change the General Plan
designation of 94,235 square feet of a 401,197 lot from General
Commercial/Light Industrial to Arterial Frontage, Rezone 2017-001; a
request to change the Zoning designation of 94,235 square feet of a 401,197
lot from Industrial-General Commercial to Mixed Arterial Frontage, and
Conditional Use Permit 2017-019; a request to establish and operate a
religious assembly use in an existing 18,150 square foot building located at 10
Simas Street
Recommendation: Approve a Resolution recommending that the City Council adopt the proposed Mitigated
Negative Declaration, approve General Plan Amendment 2017-002, introduce and then
adopt Rezone 2017-001, and approve Conditional Use Permit 2017-019.
