ADMINISTRATIVE REPORTS CONSIDERATIONS PUBLIC HEARINGS ID#23-290 Conditional Use Permit 2022-050; Request to amend Conditional Use Permit 1996-019 to construct a 7,652 square-foot recovery center with a 20-space (39%) Parking Reduction at an existing Residential Service Facility located at 11 Peach Drive in the Residential High Density - Flood Overlay (R-H-2.1-F) Zoning District Recommendation: A motion to approve a Resolution finding the project exempt pursuant to Section 1533 of the CEQA Guidelines, affirming the findings, and approving Conditional Use Permit 2022-050 City of Salinas Page 2 Printed on 4/28/2023 Planning Commission Meeting Agenda - Final May 3, 2023 ID#23-291 General Plan Amendment 2022-003, Rezone 2022-003, and Conditional Use Permit 2022-005, a request to change the General Plan designation of an approximately 8,349 square-foot eastern portion of a 18,880 square-foot lot located at 2110 North Main Street from “Residential Low Density” to “Retail”, rezone the above referenced 8,349 square-foot portion of the project site from “Residential Low Density (R-L-5.5)” to Commercial Retail (CR), and request to establish and operate an Extended Stay Hotel for 22 of 25 on-site rooms. Recommendation: A motion to approve a Resolution recommending that the Planning Commission affirm the findings and recommend that the City Council adopt the proposed Mitigated Negative Declaration, and approve General Plan Amendment 2022-003, Rezone 2022-003, and Conditional Use Permit 2022-005.
