ID#18-556 Proposed 2019 Meeting Calendar
Upon motion by Committee member Patel, seconded by Chairperson Lynch, the
Proposed 2019 Meeting calendar was approved. The motion carried by the
following vote:

CHIEF'S REPORT
Chief Fresé, Assistant Chief Martinez, and Assistant Chief Filice provided a report.
Staffing update
- 147 sworn officers out of 153 that were authorized
- 4 officers will be graduating from the academy on February 8, 2019. One lateral will
be sworn.
- 53 civilians, 9.5 of civilian positions are vacant – which include 1 management
analyst, 1 animal control officer with a pending retirement of an animal control supervisor,
3 police services technicians, 1 facility worker, 1 latent fingerprint technician and 2.5
community service officer positions.
- Promotions: Albert Duran and Mike Batchelor were promoted to Sergeants; Matt
Maldonado was promoted to Commander.
- 9/11 Ceremony: Patriots Day inspection.
- Live PD: has been here for one month.
- VIPS Program (Volunteer in Police Service): We have one fully vetted volunteer and
we have reviewed policy for the program. We have a completed handbook.
- Enduro Program: We have purchased and received 4 dirt bikes. We have been
testing the bikes in the downtown area and Chinatown and seem to be received quite well
- With PCAC and Council members inputs regarding pedestrian collisions and
fatalities we are getting red light cameras and are getting additional license plate readers
- Received a letter of intent to retire from Deputy Chief Shaw who has served this
community for 30 years.
- Records management system: Assistant Chief Filice discussed why the Police
Department did not go "live."
- License Plate Readers: Assistant Chief Martinez discussed the four license plate
readers purchased that would be installed on four new patrol vehicles.
- Red Light Cameras: Red light camera going slower than expected. Second vendor
came in and wanted to be part of the process. Looking to starting the program with four
intersections.
- School Resource Officer (SRO): Officer Rich Lopez and Lino Sanchez went before
the City Council to do the presentation. They are doing what we set out to accomplish,
building trust and building relationships with young people.
- On October 29, 2018 at 6:00 pm in the Rotunda, Councilmember Craig will host a
community meeting on how to bring SRO’s to your school district or campus. Chief
Fresé stated that the some of the issues that the Police department faced with the SRO
grant was it was about to expire, concerns the High School District had.

COMMITTEE MEMBER COMMENTS
Committee Member Patel requested that any trustee is welcome to come to Santa Rita
school district to see the impact SRO's are making on the community.
Chairperson Lynch reported that he will be posting on his personal Facebook page, the
School Resource Officer community meeting scheduled for next Monday. Mr. Lynch
congratulated Violent Suppresion Unit (VSU) and the Salinas Police Department for their
involvement in the pink patch project. Mr. Lynch stated that he looks forward to the VIPS
program as he would like to become a volunteer in that program.
