Upon motion by Committee Member Ortega, second by Committee Member
Cervantes. The minutes of July 29, 2020 were approved. The motion carried by

ADMINISTRATIVE REPORTS
ID#20-357 Chief’s Report
Chief Adele Fresé gave an opening welcome and presented on “Looking Glass Self/What
do others say about Salinas?”
Commander John Murray spoke about the departments name change to Police Service
of Salinas and why. This is a universal representation of everyone and what we do. This
change received national attention.
Assistant Chief Roberto Filice gave a presentation on drones and its many uses, such as
rescue, pursuits, tactical operations, security and safety.
Sergeant Chris Lane presented on Internal Affairs, its purpose, function, complaint
procedures and outcomes.
Sergeant Gerry Magana and Officer David Pritt discussed what the Violence Suppression
Task Force team consists of and who they collaborate with.
Detective Derek Gibson presented on the Auto Theft Task Force and who the team
consists of. He also gave stolen vehicle statistics.
Officer Gabriel Carvey presented on the Homeless Outreach Team and the collaborative
efforts in providing resources to the homeless. Also talked about the Family
Reunification Program.

This meeting is being conducted utilizing teleconferencing and electronic means
consistent with State of California Executive Order N-29-20 dated March 17, 2020,
regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the
public may only view the meeting on television and/or online and not in the Council
Chamber.
PUBLIC COMMENT SUBMISSION PROCEDURES
Based on guidance from the California Department of Public Health and the California
Governor’s Office, in order to minimize the spread of the COVID-19 virus, City meetings
may be observed live at https://salinas.legistar.com/Calendar.aspx, on The Salinas
Channel on YouTube at https://www.youtube.com/user/thesalinaschannel or on Comcast
Channel 25.
If you wish to make a comment on a specific agenda item, please submit your comment
via email by 2:00 P.M. on August 26, 2020 to the Recording Secretary at
chiefofpolice@ci.salinas.ca.us
If you are watching the live stream and wish to make either a general public comment or
to comment on a specific agenda item as it is being heard please submit your comment,
limited to 250 words or less, to the Recording Secretary at
chiefofpolice@ci.salinas.ca.us Every effort will be made to read your comment into the
record, but some comments may not be read due to time limitations.
Reading of Public Comments: The City Clerk shall read all email comments, provided
that the reading shall not exceed two (2) minutes. The email comments submitted shall
become part of the record.

Public comments generally are limited to two minutes per speaker; the Chair may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent or
Consideration items should be held until the items are reached. The public may request
that the committee consider adding an item for consideration on a future agenda. The
public may comment on scheduled agenda items as they are considered. In order to be
respectful of all speakers’ views and to avoid disruption of the meeting, the audience
shall refrain from applauding or jeering speakers who have been recognized by the Chair.
