Adoption of Ordinance No. MC – 1664 Specific Plan Amendment 23-01 and dissolution of Development Agreement 08-02 pg. 432 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, 1) Adopt Ordinance No. MC – 1664 approving Specific Plan Amendment 23-01 amending the development standards and guidelines of the original development plan and reducing the number of proposed single-family residential lots from 980 to 327 within the University Hills Specific Plan (APNs: 0265-041-12, 0265- 051-12 and -13; 0265-061-16; 0265-011-06,-07, and -08; 0265-051-09; and 0265- 021-13) (Attachment 1) and 2) dissolving Development Agreement No. 08-02 (Attachment 1). Adoption of Ordinance No. MC-1667 - Annexation No. 53 to Community Facilities District 2019-1 (Maintenance Services) - EV Realty (Ward 3) Recommendation: pg. 830 It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Ordinance No. MC-1667 amending Ordinance No. MC-1522 and levying special taxes to be collected during Fiscal Year 2026-2027 to pay the annual costs of the maintenance and servicing of lighting, streets, drainage and a reserve fund for capital replacement, and administrative expenses with respect to City of San Bernardino Community Facilities District No. 2019-1 (Maintenance Services). 9. Inland Valley Development Agency (IVDA) – License Agreement for Airport Gateway Monument at 3rd Street and Palm Avenue (Ward 3) pg. 840 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2026-127 to approve the following: 1. The License Agreement with the Inland Valley Development Agency (IVDA), granting a revocable license and right of entry over City-owned property located at the southwest corner of 3rd Street and Palm Avenue, San Bernardino, California, for a term of 25 years, expiring 2051, with an option to extend for up to 20 years, for the purpose of constructing, installing, operating, and maintaining an airport gateway monument and related improvements. 2. Authorize the City Manager to execute the License Agreement or any other documents to effectuate the License Agreement. 10. Approve Amendment No. 1 to the Professional Services Agreement with IGM Technology Corporation for the Gravity Budget Software Services; and Extending the Term through January 14, 2030, with a Not To Exceed Amount of $467,071 (All Wards) pg. 867 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Approve Amendment No. 1 to the Professional Services Agreement with IGM Technology Corporation to renew and extend the contract term for the Gravity Budget Software Services through January 14, 2030; and 2. Authorize the City Manager, or designee, to execute Amendment No. 1; and 3. Authorize the Finance Director of Finance & Management Services to establish a purchase order for the total Not-to-Exceed contract amount of $467,071 over the five-year term. Pre-Approval of Mayor and City Council Travel for FY 2026/27 (All Wards) Recommendation: pg. 899 It is recommended that the Mayor and City Council of the City of San Bernardino, California, pre-approve travel for elected officials for FY 2026/27 as outlined. Individual travel shall remain subject to available appropriations and compliance with the City’s Travel Authority and Expense Policy. 12. Joint Resolution Updating Authorized Representatives for Existing City and Successor Agency Banking, Investment, Operating, and Debt-Trustee Accounts (All Wards) pg. 924 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, and the Mayor and City Council of the City of San Bernardino, California acting in its capacity as the legislative body of the City and separately as the governing board of the Successor Agency to the former Redevelopment Agency of the City of San Bernardino, adopt Joint Resolution No. 2026-128 to: 1. Confirm the existing financial institutions and account programs, and the legal entity and limited purpose applicable to each, as set forth in Exhibit A to the Resolution; 2. Designate the officials named in the Resolution as authorized representatives for the specific banking, investment, operating, debt-trustee, and Successor Agency functions stated in the Resolution; 3. Direct the Director of Finance and Management Services to complete institution -required documentation and remove former authorized representatives from the affected accounts; and 4. Supersede prior resolutions and signatory designations for the accounts addressed by the Resolution only to the extent inconsistent with the authorized- representative designations approved by the Resolution. This action does not authorize a new depository, a new financial account, a change to the City’s adopted Investment Policy, or a modification of any applicable bond document, trust agreement, Recognized Obligation Payment Schedule, account- specific control, or internal approval requirement. 13. Amendment to Professional Services Agreement with Alliant Insurance Services, Inc. pg. 934 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, Authorize the City Manager or designee to execute the First Amendment to the Professional Services Agreement with Alliant Insurance Services, Inc., increasing the not-to-exceed amount from $150,000 to $780,606.02. Mayor and City Council of the City of San Bernardino Page 7 14. Health Benefits Plan Year 2027 (All Wards) pg. 963 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, approve the City's health benefit plans for plan year 2027 and authorize the City Manager to execute any agreements necessary to effectuate the medical, dental, vision, life, short and long-term disability, and other ancillary and voluntary plans that the City offers as part of its benefits package to employees. 15. Resolution Appointing an Interim Director of Community Development & Housing (U) and Approving Employment Agreement pg. 999 Recommendation: It is recommended that the Mayor and City Council of San Bernardino, California, adopt Resolution No. 2026-129: 1. Appointing Mary Lanier as Director of Community Development & Housing (U) on an interim basis effective August 6, 2026; and 2. Approving the Employment Agreement. 16. Notice of Intent to Apply for the U.S. Department of Justice Fiscal Year 2026 Model Cities Initiative Grant (All Wards) pg. 1012 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt the attached Resolution No. 2026-130: 1. Acknowledging the submission of an application for the U.S. Department of Justice Fiscal Year 2026 Model Cities Initiative Grant; and 2. Authorizing the City Manager or their designee to conduct all negotiations, signings, submittals, and execution of documents necessary to apply for said grant. 17. Approve Addendum No. 4 with Rick Engineering Company in the amount of $92,300 for the Navigation Center Project, funded from the previously approved Project construction contingency, increasing the Task Order amount from $350,000 to $442,300 (Ward 1). pg. 1040 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Approve Addendum No. 4 with Rick Engineering Company for engineering design services in the amount of $92,300, increasing the Task Order authorization from $350,000 to $442,300. Funding will be provided from the previously approved Navigation Center construction general fund loan allocation and does not increase the overall project budget; and 2. Authorize the City Manager or designee to execute all documents with Rick Engineering Company Mayor and City Council of the City of San Bernardino Page 8 DISCUSSION 18. Homeless Strategic Action Plan 2026-2030 – Implementation Framework (All Wards) pg. 1072 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California receive and file the Homeless Solutions Action Plan, and provide direction to staff regarding implementation priorities, resource allocation, and partnership development for Fiscal Year 2026-2030. 19. Policy Options for Shelter Operations, Local Prioritization Requirements Recommendation: pg. 1135 It is recommended that the Mayor and City Council of the City of San Bernardino, California receive and file the report; discuss policy options; and provide direction to staff regarding the preferred policy framework.
