City Council Meeting August 26, 2025 Responses to City Council Agenda Questions 7:00pm Regular Meeting • Item 7a. Council Salaries. Are there rules regarding when a salary increase can be implemented, for example only at the beginning of new terms, election years, etc.? In tonight’s action are we also being asked WHEN the salary increase would take effect as was done in the 2001 ordinance? o RESPONSE: The new salary can take effect only when at least one member of Council commences a new term. So, if the Council moves forward with this change, the earliest that the increase can be effective is December 2026, when the Mayor and Council Members for Districts 1 and 4 begin new terms. • Item 7b. Tanforan DA Guiding Principles. Regarding potentially establishing a community facilities district to cover public safety costs, typically does the property owner pay the lump CFD tax each year and then add a surcharge to cover it as part of rents charged to commercial and residential tenants? Are there examples of such districts established for other large developments in our region to cover public safety or other costs? o RESPONSE: The CFD tax will appear on the property tax bill for the property owner once that parcel has new development that requires more public safety demand than existing conditions. At that point, the property owner will pay the full tax each year. The owner may pass that cost on to tenants through their rental rates or a separate surcharge category. Currently, staff do not have specific examples on-hand but can share examples through the Council Digest.
