OCTOBER 5- 11 OVERRIDE OF AIRPORT LAND USE COMMISSION DETERMINATION OF INCONSISTENCY FOR TANFORAN SEPTEMBER 23, 2025 CITY COUNCIL MEETING OBJECTIVE Declare an Intent to Propose Overriding the San Mateo City/County Association of Governments (C/CAG) Airport Land Use Commission’s (ALUC) Determination of Inconsistency with respect to the Proposed Tanforan Planned Development of 1122, 1150, 1178 and 1188 El Camino Real and 1292 Huntington Avenue. 2 BACKGROUND & PURPOSE Tanforan Redevelopment (Project) • 44-acre transit-oriented, mixed-use development including housing, retail, life-science laboratory and office uses • Area subject to Comprehensive Airport Land Use Compatibility Plan for the Environs of San Francisco International Airport (SFO ALUCP) • ALUC reviewed the project for compatibility with the SFO ALUCP 3 BACKGROUND & PURPOSE • Area previously rezoned for up to 1,014 housing units as part of Housing Element • Rezoning included override of ALUC finding of inconsistency • Current proposal would allow up to 500 additional housing units 4 ALUC DETERMINATION: AIRSPACE ALUCP controls for allowed building heights Consistent with required height restrictions Attachment 2: Exhibit F 5 ALUC DETERMINATION: SAFETY Within safety compatibility zone 4 Consistent with safety zone Additional requirements for building exits Finding required that there is no feasible alternative to allowing biosafety level 2 uses Attachment 2: Exhibit D 6 ALUC DETERMINATION: NOISE Within 70 dB noise contour for SFO ALUCP deems residential uses incompatible within this noise level Override Required. Mitigation included to control for interior sound levels Attachment 2: Exhibit E 7 OVERRIDE PROCESS 1. City Council adopts intent to override (two thirds vote required). 2. Notification sent to ALUC and Caltrans Aeronautics Division. Agencies have 30 days to provide a response. 3. City Council adopts override (two thirds vote required). Must make findings related to public health, safety and welfare in areas surrounding airport. 8 RECOMMENDATION 1. Adopt a Resolution Making Draft Findings and Declaring an Intent to Propose Overriding the San Mateo City / County Association of Governments (C/CAG) Airport Land Use Commission’s (ALUC) Determination of Inconsistency pursuant to Public Utilities Code Section 21676 with respect to the Proposed Tanforan Planned Development of 1122, 1150, 1178 and 1188 El Camino Real and 1292 Huntington Avenue and Provide Notice Pursuant to the State Public Utilities Code to the Airport Land Use Commission and the State of California Department of Transportation’s Division of Aeronautics Regarding such Findings and Intent to Propose an Override. 2. Authorize the City Manager to Submit the Resolution to the Airport Land Use Commission and the State of California Department of Transportation’s Division of Aeronautics and Schedule a Public Hearing to Consider Adoption Pursuant to Public Utilities Code Section 21676. 9
