CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior Advisory Board to order at 9:00 a.m. Board Members Present: Chair Bunny Epperson, Vice Chair Priscilla Martinez, Linda Boscono, Barbara Cox, Yasmin Froehling, Ralph Olcese, and Joyce Satow. Staff Present: Karlen and Sandholm. 2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance. 3. APPROVAL OF THE AGENDA: The Board accepted the agenda. 4. APPROVAL OF MINUTES: The Board accepted the minutes of the March 19, 2024 meeting. 5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA: City Council Member Marty Medina greeted the Board. 6. NEW BUSINESS: a. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center Historical Front Desk Sign In Data from March 2024 – Discussion about Line Dance and Social Line Dance numbers. Deputy Director Sandholm stated staff would review and report back next month. b. Senior Center Fees – Master Fee Schedule – Deputy Director Sandholm presented the staff report. Discussion about the range of membership fees. Board Member Cox recommended having a range from $6 to $8 for non-qualifying 59 years old and under senior meals. 7. UNFINISHED BUSINESS: a. Senior Center Improvements Ad-Hoc Committee Update – Director Karlen presented the staff report. Board Member Cox made a motion to accept the color scheme that had been chosen for the three rooms, accept the Aragon Cobre carpet design, have the billiards room scheme 4 with vent pipes scheme 3, and keep the wall the neutral color and the bookcases the accent color in the library. MSC Cox/Satow. Unanimous. b. Senior Center Membership Ad-Hoc Committee Report – Deputy Director Sandholm presented the staff report. Board Member Cox asked about the timeframe for the commemorative items. Deputy Director Sandholm stated the milestone commemorative items were not included and could be discussed. Chair Epperson asked for a motion to accept the membership program. MSC Olcese/Cox. Unanimous. Director Karlen stated this would need to go through Council since there were some associated discounts and staff couldn’t authorize discounts. c. Updated Class Totals for February 2024 – Board Members stated that they looked better. d. Bocce Court Improvements – Deputy Director Sandholm stated staff was working with the Parks team to see what improvements could be done in house as well as having discussions with the contractor. Chair Epperson asked about the status of replacing the chairs. Deputy Director Sandholm stated staff would be moving forward with the purchase. e. Senior Center Donation Table Discussion – Deputy Director Sandholm asked for suggestions and improvements. Board Members stated it was going well. Chair Epperson asked about adding another day. Board Members discussed and decided to add Wednesday to the existing Tuesday and Friday. 8. ITEMS FROM STAFF: a. Hiring Update – Director Karlen thanked the Nutrition Site Council for bridging the financial gap for catering. Another recruitment would occur for the chef position and superintendent position. b. Nutrition Program Update c. RAC Update – Deputy Director Sandholm stated there was a successful power drop from PG&E about a week and a half ago. Soft opening would hopefully occur early summer. d. Senior Center Staffing After RAC Opening – Director Karlen stated a manager/superintendent level, a supervisor level, a food service coordinator level, and part time staff would be at the Senior Center. e. Reduction of meals provided on Thursdays – Deputy Director Sandholm stated there was only one Thursday in the last 8 months that exceeded 100 meals. Discussion and agreement to reduce meals to 100 on Thursdays. Board Members asked staff to speak to the caterer about the variety on the menu. f. Suggestion Box Pilot Program Discussion – Director Karlen stated some suggestions were repetitive and it was turning into a tattle box. He asked if there was a different way to communicate with the Seniors and address their needs other than a suggestion or comment box. Deputy Director Sandholm spoke about changing the process of the suggestion box and directing concerns to staff members. 9. ITEMS FROM BOARD MEMBERS This is a report out from board members. No discussion will occur on items reported out by board members unless they are specifically listed for discussion. a. Freddie’s Café Update – Board Member Cox stated they were trying to get it up and running again and they would start with coffee. She asked about the sink issues. Deputy Director Sandholm stated that he would follow up with staff. She reviewed the questions that needed to be answered. He stated he was working as the liaison between the County Inspectors and the Nutrition Site Council. Board Member Boscono asked about the possibility of staff members having badges with their positions so people knew who they could approach. Board Member Boscono spoke about problems with people signing in. She suggested adding something to the newsletter stating the importance, a larger sign, and announcements during lunch. Board Member Cox stated people were neglecting to include their city. Deputy Director Sandholm stated the signage could be evaluated and better signage could be created. Board Member Cox suggested having staff announce birthdays and expressing their appreciation for attending from the stage. Board Member Martinez suggested a signup birthday list. Deputy Director Sandholm stated staff could look into this. Chair Epperson asked about the fire lane and parking in the red. Director Karlen stated that staff could educate patrons and add more signage. 10. ADJOURNMENT: Meeting was adjourned at 10:00 a.m.

CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior Advisory Board to order at 9:03 a.m. Board Members Present: Chair Bunny Epperson, Vice Chair Priscilla Martinez, Linda Boscono, Barbara Cox, Yasmin Froehling, Ralph Olcese, and Joyce Satow. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA: David Padilla spoke about acknowledging and appreciating the volunteers for their service. Councilmember Marty Medina thanked the volunteers for their work at the Senior Center and spoke about getting more volunteers to help across San Bruno. Board Member Olcese thanked Councilmember Medina for his support. 6. NEW BUSINESS: a. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center Historical Front Desk Sign In Data from February 2024 – Board Member Cox asked for a review of the class attendance numbers. Deputy Director Sandholm stated staff would review and provide an update at the next meeting. b. Senior Center Donation Table Discussion – Deputy Director Sandholm presented the staff report. Staff recommended that the donation table would be available on Fridays from 9:00am – 3:00pm. Any items that remained would be donated. Discussion about doing a survey about days, volunteers managing the table and items received, location of the card table in the main room, limiting donated items to 3 or 4 at a time, removing clothing from acceptable items list, announcing at lunch and in the newsletter, having a memo at the lunch counter, adding Tuesdays. Start date would be next Tuesday. c. Senior Advisory Board Election of Officers – Deputy Director Sandholm presented the staff report. Bunny Epperson was nominated by Board Member Cox for chair. MSC Cox/Froehling. Unanimous. Priscilla Martinez was nominated by Board Member Cox for vice chair. MSC Cox/Epperson. Unanimous. 7. UNFINISHED BUSINESS: a. Senior Center Improvements Ad-Hoc Committee Update – Director Karlen stated that a paint color recommendation would likely be presented at the April meeting. It was recommended to delay the carpet and paint project until after summer, maybe October/November, so senior programming and the lunch program could be accommodated at the new Recreation Center. The bathroom remodel could be completed at the same time if the Capital Improvement Project was approved by City Council. The Senior Center would then only need to be closed one time for 2 – 3 weeks. b. Senior Center Membership Ad-Hoc Committee Report – The Board reviewed committee recommendations. Deputy Director Sandholm stated the next step would be the implementation plan. Director Karlen stated all recommended fees would be brought to City Council next month. c. Clarification Items: o Caregivers Under 60 are Required to Pay for Lunch – Deputy Director Sandholm stated that they are required to pay for lunch as per the County. o Clarification if Non-Resident Volunteers are Allowed to Vote in Senior Advisory Board Appointment Election – Deputy Director Sandholm stated that they are not allowed to vote according to the by-laws. o Clarification on Required Donation Amount to be Recognized on Donation Plaque – Deputy Director Sandholm stated staff was not able to find a written policy on a specific amount. Staff would work on a process and bring back recommendations. Board Member Cox stated the Trust no longer existed so there was nothing to be added to one of the plaques. d. Bocce Court Improvements – Deputy Director Sandholm stated key staff and volunteers would be contacted to find out what the issues were. The company that originally installed the turf would then be contacted for quotes. 8. ITEMS FROM STAFF: a. Hiring Update – Director Karlen stated the recruitment for the superintendent position was unsuccessful. A new recruitment would be starting soon. b. Nutrition Program Update – Director Karlen stated a mid-year budget adjustment was done to secure funding for catering through May 15. A request was submitted to the Nutrition Site Council for additional funding. The Nutrition Site Council requested additional information regarding the budget. Analysis was being done to find the best approach for catering or a chef. He expressed his gratitude to Sherry and all of the volunteers during the kitchen transition. Chair Epperson asked about the steamer. Deputy Director Sandholm stated it was installed correctly and it does work. Staff would work on getting it ready for use and the aggressive sounds. 9. Volunteer Appreciation Event – Discussion about past events which included entertainment, lunch served by staff and personnel, swag bags, games, $5 Starbucks cards, Saturday occurrence, attendance by the mayor and announcement of hours volunteered, rsvp needed, just volunteers, sponsorships. Director Karlen asked if having the event at the new RAC would be nice. Board Members liked this idea. Chair Epperson asked for more information about a newspaper article she read about a potential bond for renovations at the Senior Center. Director Karlen stated this could be brought back at the next meeting. Board Member Boscono asked about the Code of Conduct and spoke about two consistently rude patrons. Director Karlen stated staff would set up a meeting with them. The Code of Conduct had been adopted and would be posted. Discussion about bags being left to hold spots in line. Board Member Satow asked about the relocation of the bulletin/comment board. Director Karlen stated a different place could be looked at. 10. The Center is very well utilized daily for the congregate lunch program, enrichment classes, social programs, educational workshops and seminars, and to give the senior population volunteer opportunities. In addition, the Center is used for official City events, City Council meetings, Senior Advisory Board meetings, Planning Commission meetings, non-profit and private rentals. All fees for San Bruno program fees are included in the Master Fee Schedule approved by the City Council. The Master Fee Schedule will be included at the San Bruno City Council meeting scheduled for April 23, 2023. The Master Fee Schedule for Fiscal Year 2024/2025 includes updated fees assigned to the San Bruno Senior Center. It is the practice of the City to present the suggested fees to the Senior Advisory Board for their review and input. The input provided by the Advisory Board will be included in the presentation to the City Council as needed. DISCUSSION: The following fees are included in the Fiscal Year 2024/2025 Master Fee Schedule. Karlen, Community Services Director SUBJECT: Senior Center Improvements Ad-Hoc Update and Direction BACKGROUND: The San Bruno Senior Center was originally constructed in 1987. The Center is very well utilized daily for the congregate lunch program, enrichment classes, social programs, educational workshops and seminars, and to give the senior population volunteer opportunities. In addition, the Center is used for official City events, City Council meetings, Senior Advisory Board meetings, Planning Commission meetings, non-profit and private rentals. As with all heavily used buildings, the facility has experienced wear and needs updates. In the Capital Improvement Budget for Fiscal Year 2023/2024, the City Council has allocated $75,000 for improvements at the San Bruno Senior Center. The improvements identified include upgrade flooring, door hardware, and interior paint. At the November 21, 2023 meeting, the board formed an ad-hoc subcommittee comprising of members Linda Boscono and Barbara Cox to work with city staff. On December 19, 2023 the Ad Hoc committee presented options for carpet to the full board for a vote. The Advisory Board voted on Valencia Cobre for the lobby and hallway and Aragon Cobre for the classroom and office spaces. DISCUSSION: The Ad Hoc committee met again with City Staff on March 7, 2024 to discuss paint colors and other elements for the project. It was shared that the City Council is entertaining a potential ballot measure in the fall that could include Senior Center Renovations. Due to this possibility, it was discussed that a hold should be placed on the idea of replacing the lobby and hallway tile. If the board agrees, the board is asked to consider which design below should be used for the carpeted spaces. Valencia Cobre Aragon Cobre Item 7a Page 11 of 24 In addition, the Ad Hoc committee were presented with various color schemes highlighted in Attachment 1 which were put together by a professional colorist. The Ad Hoc committee recommendations are listed below, and renderings can be found in Attachment 2. The ad-hoc will present additional options for consideration at an upcoming meeting. Additionally, all work paired with a bathroom remodel (pending City Council approval) will be scheduled in Fall 2024 to ensure available space for Seniors at the Recreation and Aquatic Center during renovations. The office area (staff area) will be receiving new workspaces, therefore the carpeting and painting of the staff area only will tentatively take place in concert with the delivery of furniture. There will be minimal impact on operations. FISCAL IMPACT: There is no fiscal impact associated with this staff report. RECOMMENDATION: 1. Accept the Ad-Hoc recommendation for the color schemes as stated under discussion. 2. Vote to accept Valencia Cobre or Aragon Cobre as the design pattern for carpet. CITY OF SAN BRUNO COMMUNITY SERVICES DEPARTMENT DATE: April 16, 2024 TO: Senior Advisory Board FROM: Damian Sandholm, Community Services Deputy Director SUBJECT: Senior Center Voluntary Membership Update and Direction BACKGROUND: The San Bruno has offered a voluntary membership for participants at the senior center for many years. This membership has included various perks and discount while visiting the senior center and participation in its programs. Staff was asked to review the current voluntary membership program and present an updated voluntary membership program for the Senior Advisory Board to approve. At the November 21, 2023 meeting, the board formed an ad-hoc subcommittee comprising of members Bunny Eperson, Yasmin Froehling, and Ralph Olcese. On February 20, 2024 the Ad Hoc Committee presented the updated senior center voluntary membership program to the full board for discussion. The Advisory Board provided input on suggested changes for the Ad Hoc Committee to consider. The Ad Hoc Committee revised the voluntary membership program and presented the updated membership program to the full board for review on March 19, 2024. DISCUSSION: The updated senior center voluntary membership program includes the following benefits: Items to be Include in Membership: • Member focused events • Commemorative item o Bigger item the first year of new membership program o Smaller item during renewal • Membership Card • League Fees Waived • Member Rate for Classes o Depending on contract instructor approval The membership period will be one year with expiration occurring on December 31 annually. Current members will renew their next membership at a prorated amount that reflects the appropriate time period to the end of the calendar year. The suggested fee for the Annual Voluntary Membership will be $25 for San Bruno residents and $30 for non-residents. Item 7b Page 22 of 24 FISCAL IMPACT: There is no fiscal impact associated with this staff report. RECOMMENDATION: 1. Vote to accept the items included in the Senior Center Voluntary Membership and the price. ALTERNATIVES: 1. Reject the items included in the senior center voluntary membership and price, and provide direction to the Ad Hoc Membership Committee for additional adjustments.
