MEETING MINUTES
Senior Advisory Board
October 15, 2024
1. CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior
Advisory Board to order at 9:01 a.m. Board Members Present: Chair Bunny Epperson, Vice
Chair Priscilla Martinez, Linda Boscono, Barbara Cox, Yasmin Froehling, Ralph Olcese, and
Joyce Satow. Staff Present: Rosin, Sandholm.
2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance.
3. APPROVAL OF THE AGENDA: The Board accepted the agenda.
4. APPROVAL OF MINUTES: The Board accepted the minutes of the September 17, 2024
meeting.
5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA:
John Barrelier spoke about the lack of freedom of speech at the Senior Center and
requested a corrected code of conduct.
6. NEW BUSINESS:
a. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center
Historical Front Desk Sign In Data from September 2024 – Board Member Cox asked
about bingo numbers. Chair Epperson asked about billiard numbers. Questions about
the number of meals for September 4th and September 5th. Board Member Cox asked
for the agenda packet to be printed correctly. Senior Services Manager Rosin stated
she would bring back numbers at next meeting and would research number of meals.
She stated that staff would work on getting billiard players to sign in.
b. Volunteer Appreciation Event – Deputy Director Sandholm presented the staff report.
Board Members stated that they would like the event at the Senior Center, volunteers
only with no plus one, three-hour event on a Saturday, and other entertainment.
c. Recommendations for Funding Requests – Senior Services Manager Rosin presented
the staff report. Discussion on recommendations.
7. UNFINISHED BUSINESS:
a. Restrooms and Facility Update – Senior Services Manager Rosin stated the architects
were working with the County.
b. Bocce Court Improvement Update – Board Member Olcese recommended meeting
with the contractor to show them the problems. Senior Services Manager Rosin stated
they were contracted to do a deep maintenance. She spoke to the Parks Manager and
asked him to let the contractor know that the court wasn’t level. The contractor would be
coming back to install the bumpers.
c. Senior Center Membership Update – Senior Services Manager Rosin stated the
November newsletter would include all of the information.
8. ITEMS FROM STAFF:
a. Personnel Update – Senior Services Manager Rosin stated recruitment for the
nutrition coordinator position would hopefully open soon. She stated she was working
with HR about having the coordinator position as a full-time administrative position. It
would be a separate position from a chef or catering.
b. Nutrition Program Update – Senior Services Manager Rosin stated December 1st
would be the date when no exceptions to the program would be allowed. She stated that
there was a volunteer meeting set for the end of October. If anyone had questions, they
should speak with her.

Board Member Satow spoke about drivers parking in a diagonal manner and asked for a
reminder in the newsletter about parking between the white lines and suggested having
signs installed. Senior Services Manager Rosin stated that a reminder could be added to
the newsletter and announcements could be made at lunch.
Board Member Boscono asked for the status of her previous request about how much
money was coming in with the different lunch box locations. Senior Services Manager
Rosin stated she would follow up with Director Karlen.
Board Member Boscono asked if a letter could be sent to Trader Joe’s about the
continuation of donations. Board Member Cox stated that staff needed to talk to the Food
Runners because they took the excess.
Board Member Boscono asked about installing a no dumping of personal garbage sign at
the cans. Staff knew of the situation and had spoken to the patron.
Board Member Boscono recommended a recipe exchange and the creation of a recipe
booklet for sale. She also recommended a karaoke night and bringing back the variety
show.
Board Member Cox stated that from the Nutrition Site Council’s standpoint, Freddy’s Café
was a big success.
Board Member Cox stated that there were older pastry program volunteers that would like
to back off their frequency. She suggested that staff may want to start talking with people
about picking up the delivery schedules.
Chair Epperson asked if there was a designated person that worked on available grants.
Senior Services Manager Rosin stated she was the designated person and that she was
currently working on one for 2025. She stated that finding different funding sources was part
of her job. Chair Epperson asked for a report on donations made to the Trust Fund.
Board Member Froehling stated that patrons would like a professional to come and give
covid shots. In the past, there were blood pressure and hearing tests.
Vice Chair Martinez spoke about the people coming in for the pastry tables and about
where people are placing their trays for seconds at lunch. She spoke about someone falling
due to the slick floor. Board Member Cox stated that the tiles were getting dirty again and
asked for a deep steam cleaning which included the area behind Freddy’s Café. Senior
Center Manager Rosin stated she would speak with the Facilities team.
10. ADJOURNMENT: Meeting was adjourned at 10:23 a.m.

Senior Advisory Board
September 17, 2024
1. CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior
Advisory Board to order at 9:00 a.m. Board Members Present: Chair Bunny Epperson, Vice
Chair Priscilla Martinez, Linda Boscono, Barbara Cox, Yasmin Froehling, Ralph Olcese, and
Joyce Satow. Staff Present: Afe-Tuufuli, Karlen, Tomasello.

meeting.

6. NEW BUSINESS:
a. Receive Information on Facility Updates – Director Karlen stated the Facility Manager
was working with a designer for the restrooms and upgrades to the lobby. He shared
some renderings. Discussion about the designs.
b. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center
Historical Front Desk Sign In Data from August 2024
c. Receive and File Annual Financial Report FY2023-24 and FY 2024-25 – Director
Karlen provided a summary of the financials and budgeting. He reviewed the funding
sources. Discussion about revenue and expenditures. Director Karlen and Business
Manager Afe-Tuufuli answered questions. Next month they planned to discuss
recommendations for the Trust Fund money in the second part of the calendar year.
7. UNFINISHED BUSINESS:
a. Nutrition Site Council MOU Update – Director Karlen stated the MOU had been
approved by City Council.
b. Bocce Court Improvement Update – Director Karlen started work would probably start
on Friday.
c. Senior Center Membership Update – Director Karlen stated the tote bags should arrive
next week. Memberships were being taken in.
8. ITEMS FROM STAFF:
a. Personnel Update – Director Karlen introduced Terrie Tomasello, Senior Center
Program Coordinator.
b. Nutrition Program Update – Director Karlen stated the catering program would continue
through the end of this fiscal year. Staff was working with HR on how to redevelop the
nutrition position. Chair Epperson asked about the transition period of the pastry table.
Board Members stated that they have spoken to Senior Services Manager Rosin and
have asked for clear guidelines for a smooth operation.
c. Freddie’s Café Update – Board Member Cox stated that it was open for business.

Board Member Froehling asked about parking in the red zone. Director Karlen stated that
red zone parking was not authorized and staff couldn’t enforce. Fire and police departments
had been alerted so they could routinely drive by. He asked that Senior Services Manager
Rosin be informed of anyone doing this on a regular basis.
Board Member Froehling stated the music was still too loud.
Chair Epperson asked if day trips would return.
Board Member Boscono asked for status of the lunch donations report with the new box
location. Director Karlen stated this information would be brought back at a later meeting,
but donations needed to stay anonymous.
Board Member Satow read some suggestions from patrons: non-skid wax application on
the dining room floors, locations of daily lunch ticket box and the donation box, and the
men’s bathroom plumbing.
Board Member Olcese suggested removing the old fencing by the bocce ball court and
adding a picnic table.

SUBJECT: Volunteer Appreciate Event
BACKGROUND:
Volunteers play a vital role in enhancing programming, community comradery, and making the San Bruno Senior
Center the hub of activity for seniors. Their hand work encompasses a wide range of activities, from organizing
social events and educational programs to providing essential support for patrons. These dedicated individuals
contribute countless hours, fostering a warm and inclusive environment that helps seniors engage with one
another and feel connected.
The COVID-19 pandemic and other challenges have prevented the center from hosting a volunteer appreciation
event for the past few years. This absence has made it difficult to recognize and celebrate the invaluable
contributions. Acknowledging and celebrating their efforts through a dedicated event shows gratitude,
strengthens the sense of community, and encourages volunteerism in the future.
DISCUSSION:
Historically this event has been held at the Senior Center in the Assembly Room. While the event fits well at the
Senior Center and is an option, the Recreation and Aquatic Center is also an option.
The Recreation and Aquatic Center (RAC), which opened in August, offers an elevated space that aligns with
our goal to provide a memorable and enjoyable experience for our volunteers. The facility would enhance the
environment for the recognition event.
Hosting this event toward the end of January will allow us to get past the hustle and bustle of the Holidays. Staff
seeks the Senior Advisory Board’s feedback regarding a day and time for this event and other components.
Staff is recommending a sit-down meal, or buffet meal option with non-alcoholic beverages for the event rather
than appetizers. We seek the Senior Advisory Board’s input into what volunteers may appreciate.
We welcome a discussion on details listed below.
A. Date & Time: January ____or ____, 2025 for approximately 2 hours
B. Attendance: All Current Senior Center Volunteers (option plus 1?)
C. Catering: Catered meal or “light appetizers”
D. Entertainment: DJ to cover a large variety of music suitable for dancing, eating, and announcements.
E. Other: Other components that the Senior Advisory Board feels would make this event impactful.

FISCAL IMPACT:
No fiscal impact is associated with this report, however a mid-year funding request will be presented to the City
Council for their consideration. Additionally, staff will actively work towards sponsorship and in-kind support for
this event.
RECOMMENDATION:
Hold a discussion regarding the volunteer recognition event and provide feedback to staff.

SUBJECT: Recommendations for Funding Requests
BACKGROUND:
A shift in staffing at the end of FY 2023/24 and early FY 2024/25 has provided the department an opportunity to
review financials, and based on available grants and funding sources there are new opportunities to enhance
programming, services, and staffing, through new funding requests.
DISCUSSION:
Last month Director Karlen gave a presentation that included information about the Trust Fund, which may be
used for programs and equipment at the Senior Center. The current balance of the fund is $228,064.
The Community Services Department has also received grant funding from the San Bruno Community
Foundation (SBCF) to help ramp up Recreation and Aquatic Center (RAC) programming and promote
accessibility for all ages and abilities.
Based on informal conversations with residents and senior center users, staff have developed recommendations
for utilization of the RAC Grant and Trust Fund.
San Bruno Community Foundation Grant: This is a three-year tiered grant geared toward program
development and promoting accessibility to programs and services at the RAC. Senior Center Staff are working
collaboratively with Recreation Staff to create new and affordable opportunities for seniors at the RAC.
Some programs that staff are currently being explored include:
1. Inclement/Extreme weather walking program
a. In times of weather that would otherwise preclude the current Senior Hiking Program that meets
Mon/Wed/Fri at 8:00am from being able to walk in City Park, a program is being developed for a
low or no cost option to allow patrons to utilize the indoor walking track at the RAC.
2. Fitness Classes
a. Staff are seeking fitness instructor(s) who have a background that includes working with seniors.
Discounted classes, including water aerobics, low impact, stretching, and introductions to fitness
equipment are being explored.
3. Alternate Transportation Options
a. There is an opportunity to improve transportation between the Senior Center and the RAC. Staff
are exploring options for shuttle services between the Senior Center and the RAC.

Staff are open to a discussion regarding ideas the Senior Advisory Board has to increase access to the RAC
and the programming that occurs at the facility. This is not an effort to move programming from the Senior Center.
This effort is meant to give options to the senior aged population of San Bruno to participate in programming at
the RAC for an affordable rate.
Senior Trust Fund: The Senior Trust Fund was created 35 years ago when the Senior Center opened and is
funded by donations. Historically, various programs and equipment have been funded through this fund.
Based on informal conversations and facility information, staff have developed the recommendations listed
below. Staff are seeking the SAB’s input regarding the following recommendations:
1. Volunteer Appreciation Event
Staff will be actively seeking sponsorships and in-kind support for this event. Currently, there is no
ear-marked funding for this program. Staff are seeking feedback on the feasibility of utilizing a portion
of the Trust Fund to support a volunteer recognition event.
2. Laptops
Staff is recommending the purchase of 3 laptops that seniors may check-out for use. The versatility
of a laptop vs. a desktop will allow access for those who otherwise don’t have technology at home,
and help to keep the Conference Room (Library) a more versatile space while also meeting the needs
of our seniors.
3. Community Garden
The current condition of the Community Garden post-COVID-19 is deficient and does not offer a
welcoming place for gardening. Prior to COVID-19, the Senior Center had a healthy and thriving
gardening club. Staff are recommending to explore the feasibility of revitalizing the space, including but
not limited to:
a. Fencing: the current fencing around the garden is older, bent, and starting to lilt to one side.
b. Planter Beds: adding raised planter beds to make gardening more accessible for anyone who
can’t easily kneel and stand.
c. Watering system: include a watering system in the raised beds to help keep plants healthy.
4. Outdoor Site Furnishings
Currently the outdoor deck contains two tables that are starting to show wear and tear. Staff are
recommending updating various site furnishings. Staff are seeking suggestions from the SAB about what
the needs are.
5. Programs
The Trust Fund may also be used to start new programming at a subsidized rate for seniors. Staff are
seeking input from the SAB about using funding from this account for the start-up of new programs.
6. Other
Staff are open to additional recommendations from the SAB.
FISCAL IMPACT:
No fiscal impact is associated with this report, however future reports may have funding requests to be submitted
to the City Council for consideration.
RECOMMENDATION:
Receive feedback.
