CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior Advisory Board to order at 9:10 a.m. Board Members Present: Chair Bunny Epperson, Vice Chair Priscilla Martinez, Linda Boscono, Barbara Cox, and Ralph Olcese. Excused Absences: Yasmin Froehling, Joyce Satow. Staff Present: Rosin and Smith. 2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance. 3. APPROVAL OF THE AGENDA: The Board accepted the agenda with updated November and December 2024 Monthly Class Attendance. 4. APPROVAL OF MINUTES: The Board accepted the minutes of the November 19, 2024 meeting. 5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA: John Barrelier read a letter about the Senior Center’s Code of Conduct and his behavior from Community Services Director Travis Karlen. Vice Mayor Marty Medina spoke about grocery distribution at Belle Air School on January 22nd. 6. NEW BUSINESS: a. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center Historical Front Desk Sign In Data from November and December 2024 – Senior Services Manager Rosin stated that December had lower numbers around the holidays due to the Senior Center having limited hours. She stated that class sign-up sheets were actively in the rooms for better tracking. Language would be changed for book club from cancelled to rescheduled. b. Hear and Receive floor nominations for 2025 Senior Advisory Board Elections – Senior Services Manager Rosin stated that, as of last Friday, five applications had been submitted. There would be a candidate forum on February 3rd and an election on February 5th. c. Hear and Appoint Ad-Hoc Subcommittee on Senior Membership Theme Selection for 2026 – Chair Epperson asked to table this until next meeting. MSC Cox/Martinez. 5-0. 7. UNFINISHED BUSINESS: a. Receive and File revised Monthly Class Attendance from September and October 2024 – Senior Services Manager Rosin stated bingo numbers were confirmed in September and October. Hiking numbers were updated for October. b. Receive and File revised Nutrition Site Report for September 2024 – Senior Services Manager Rosin stated meals were updated for the 4th and the 5th. c. Receive and Accept Volunteer Appreciation Event Update – Senior Services Manager Rosin presented the staff report. Board Members discussed and decided on a new date of March 22, 2025. d. Restrooms and Facility Updates – Senior Services Manager Rosin stated that the schematic changes of the bathroom were accepted. The final layout was being worked on. Samples of flooring and tiles would be brought to the next meeting. The refresh of the rest of the Senior Center would be scheduled at the same time. e. Update on Senior Center Memberships – Senior Services Manager Rosin stated the membership program had rolled out. She stated that she had received good feedback on the commemorative items. 8. ITEMS FROM STAFF: a. Update on Nutrition Program donations – Senior Services Manager Rosin stated that there was not a big dip in total numbers since changing to just the black box for donations. She stated that she would receive December’s numbers from the Finance Department by next meeting. She would continue to work on educating patrons about the location and anonymity. Discussion about access to the box for change and not accepting bills over $20. b. Update on Pastry Table new procedures – Senior Services Manager Rosin stated the new procedures that started on January 1st were going well. Donations have remained the same. Chair Epperson stated that more volunteers were needed for the program. Discussion about pastry and bread pickups. Board Member Cox stated that some people were taking items from the pastry table and then bringing the items back later. c. Highlight of 2025 Party Schedule – Senior Services Manager Rosin reviewed the parties. She stated she would email board members the dates. d. Update on Staffing – Senior Services Manager Rosin stated Director Travis Karlen had left the City to take a job in Southern California so Assistant City Manager Darcy Smith would be stepping in as the Interim Community Services Director. Interim Director Smith spoke about her experience. She thanked the board members for their volunteerism. Senior Services Manager Rosin stated that the food coordinator position was in the process of being transitioned into a split where catering would take care of the food and planning, and an accounting and customer service rep (ACSR) position would take care of administrative duties and the County Grant. In the meantime, a temporary ACSR would be brought on to help for six months. An RFP would be going out for long term catering. e. City staff are always available to discuss matters of concern with the public around Senior Services and the San Bruno Senior Center, from informal quick chats to scheduled meetings – the door is always open. – Chair Epperson stated that this was true. 9. ITEMS FROM BOARD MEMBERS This is a report out from board members. No discussion will occur on items reported out by board members unless they are specifically listed for discussion. Board Member Olcese stated the bocce ball court still needed lines, the garden needed to be torn out, and the flag needed to be replaced. Vice Mayor Marty Medina stated the flag could be given to the Boy Scouts so they could dispose of it properly. Board Member Boscono asked for Board Member Satow about the order people were allowed to come up and get seconds for the lunch program. Senior Services Manager Rosin stated that staff was working on monitoring and a fairer way. Board Member Boscono stated Freddie’s Café was doing very well and people liked the different options. She stated she would not be at next month’s meeting. 10. ADJOURNMENT: Meeting was adjourned at 10:20 a.m.

CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior Advisory Board to order at 9:01 a.m. Board Members Present: Chair Bunny Epperson, Vice Chair Priscilla Martinez, Linda Boscono, Barbara Cox, Yasmin Froehling, Ralph Olcese, and Joyce Satow. Staff Present: Karlen, Rosin. 2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance. 3. APPROVAL OF THE AGENDA: The Board accepted the agenda. 4. APPROVAL OF MINUTES: The Board accepted the minutes of the October 15, 2024 meeting. 5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA: Councilmember Marty Medina spoke about the upcoming grocery distribution at Belle Air Elementary School on Wednesday, November 27th. 6. NEW BUSINESS: a. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center Historical Front Desk Sign In Data from October 2024 – Board Member Cox asked about adjusting the number of daily meals ordered. Senior Services Manager Rosin stated that it was being monitored closely. Board Member Satow asked about meals on October 31st. Board Member Cox expected higher numbers for historical sign in data on October 31st. Senior Services Manager Rosin stated she would work with staff on getting a consistent system in place. b. Accept date and time of Volunteer Appreciation Event - Senior Services Manager Rosin presented the staff report. Board Members discussed and decided on Saturday, January 25th in the mid-afternoon for three hours at the Senior Center. c. Accept Staff Recommendation to Cancel December 17, 2024, Senior Advisory Board Meeting - Senior Services Manager Rosin presented the staff report. MSC Cox/Satow. Unanimous. d. Receive information on Senior Advisory Board Elections - Senior Services Manager Rosin presented the staff report. 7. UNFINISHED BUSINESS: a. Receive and File revised Monthly Class Attendance from September 2024 - Senior Services Manager Rosin distributed new report. b. Update on Funding request information gathering - Senior Services Manager Rosin stated the information was still being gathered. Director Karlen stated things could come forward as a mid-year adjustment request to the City Council or they could come during the budget cycle for the next fiscal year. c. Restrooms and Facility Updates - Senior Services Manager Rosin stated the plans were with the City’s Planning Department and updated schematics from the architects should be received in the next couple of weeks. Director Karlen stated that formalized plans could be shared with the board members if they were received. d. Update on Senior Center Memberships 8. ITEMS FROM STAFF: a. Update on Nutrition Program donations - Senior Services Manager Rosin stated that donations had been consistent. Staff would be supporting the lunch desk volunteers starting December 1st to help with any confusion about exceptions and educating people about the location of the donation box. b. City staff are always available to discuss matters of concern with the public around Senior Services and the San Bruno Senior Center, from informal quick chats to scheduled meetings – the door is always open. Senior Services Manager Rosin stated she and staff were always willing to find time to talk. c. Access programs at the RAC – Director Karlen stated a $2.25 million grant was secured for startup operations at the RAC. Funding was to be used for programs that helped with access to the RAC for all populations. He reviewed some programs and accessibility ideas. He asked for ideas to be put into the suggestion box. 9. Board Member Boscono asked about bocce scheduling. Senior Services Manager Rosin stated Recreation Coordinator Tomasello would be the main contact for the program and team signups would begin December 2nd. Board Member Boscono asked about food at the Volunteer Appreciation Event. She stated that in the past it was a sit-down meal. Senior Services Manager Rosin stated recommendations were welcomed. Board Member Cox stated that past meals had been served at City staff or City Council. Board Member Olcese asked about cleaning the garden. Senior Services Manager Rosin stated she would talk to staff to get it cleaned up. Board Member Satow spoke about the great addition of bringing back Freddie’s Café. She read some items from a patron: issue with the length of the traffic signal and food handling protocol reminders. Director Karlen stated staff would pass signal concerns to the traffic engineer. Board Member Cox stated she had received many complaints about the dirty lunchroom floor, the inconsistency of table placement, the flashing/lining on some of the tables continuing to fall or pull away, and cobwebs in the lobby. She thanked staff for deep cleaning the tile again and asked about having this done on a regular schedule. Senior Services Manager Rosin stated she would work with staff. Chair Epperson spoke about people not being considerate of each other at the pastry table and asked if limiting amounts could be discussed. She asked about the status of hiring the Nutrition Services Coordinator and the continuation of catering. Director Karlen stated this would be a conversation during mid-year budget. Board Member Cox asked about the Nutrition Site Council moving into an office. Senior Services Manager Rosin stated the office would be ready by the end of the year. Board Member Froehling and Board Member Satow echoed the same concerns about the pastry table and the free table. Chair Epperson stated the pastry sign schedule needed to be updated. Public Comment: John Barrelier spoke about omissions and errors on the Code of Conduct and lack of free speech at the Senior Center. 10. This membership has included various perks and discounts while visiting the senior center and participation in its programs. In November 2023 the Board formed an Ad Hoc Committee and presented an updated membership format, which was approved at the March 2024 meeting. Staff implemented the new membership structure January 1, 2025 with the theme “Living Life Vibrantly,” utilizing the Ad Hoc Committee’s recommendations and program structure, which includes the expiration of all memberships on December 31 each year. DISCUSSION: To foster more community input and impact, staff would like to involve current senior center membership holders in the selection of the 2026 Membership Theme. In this way seniors have direct input in what theme best speaks to their own community and be proud to be part of the San Bruno Community Center’s Community of Care that we are fostering, in addition to the other benefits membership provides. Items that will need to be identified: • Theme, for example- o Living Life Vibrantly o Timeless Together o Joyful Journeys o Life is a Beautiful Journey • Commemorative item • Potential logo ideas, for example- o The turtle and stars o Color • Card Design • Additional membership theme ideas as needed Item 6c Page 11 of 18 In addition, a timeline will need to be outlined and followed to allow for presentation and finalization of ideas with enough time to order supplies and setup the system for renewals. Based on the needs outline above, City staff is recommending the formation of an ad-hoc subcommittee comprising of no more than three board members to work collaboratively with staff to create and implement a program for current senior membership holders to select the 2026 Senior Center Membership theme. FISCAL IMPACT: No fiscal impact is associated with this report. RECOMMENDATION: Form an ad-hoc subcommittee comprising of no more than three board members to work collaboratively with staff to create and implement a program for current senior membership holders to select the 2026 Senior Center Membership theme. Their hard work encompasses a wide range of activities, from organizing social events and educational programs to providing essential support for patrons. These dedicated individuals contribute countless hours, fostering a warm and inclusive environment that helps seniors engage with one another and feel connected. The COVID-19 pandemic and other challenges have prevented the center from hosting a volunteer appreciation event for the past few years. This absence has made it difficult to recognize and celebrate the invaluable contributions. Acknowledging and celebrating their efforts through a dedicated event shows gratitude, strengthens the sense of community, and encourages volunteerism in the future. DISCUSSION: Historically this event has been held at the Senior Center in the Assembly Room. At the November 19, 2024 meeting it was voted to hold this event on Saturday, January 25, 2025. Based on informal discussion and feedback, plus Staff capacity, postponing the event to a later date allows for more volunteers to attend, and the event to be better staffed. We seek the Senior Advisory Board’s input into which future date works best. We welcome a discussion on dates listed below. A. Date & Time: Saturday, February 22, 2025 Saturday, March 22, 2025 B. Attendance: All Current Senior Center Volunteers C. Catering: Sit down meal D. Entertainment: MC, interactive games, live show E. Other: Other components that the Senior Advisory Board feels would make this event impactful. Item 7c Page 17 of 18 FISCAL IMPACT: No fiscal impact is associated with this report. Staff will actively work towards sponsorship and in- kind support for this event. RECOMMENDATION: Confirm date and time for the volunteer recognition event and provide any further ideas to staff.
