CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior Advisory Board to order at 9:01 a.m. Board Members Present: Chair Bunny Epperson, Vice Chair Priscilla Martinez, Carolyn Chin, Barbara Cox, Liz Hom, and Joyce Satow. Excused Absences: Linda Boscono. Staff Present: Rosin and Smith. 2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance. 3. APPROVAL OF THE AGENDA: The Board accepted the agenda. 4. APPROVAL OF MINUTES: The Board accepted the minutes of the January 21, 2025 meeting. 5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA: John Barrelier spoke about his concerns with the Senior Center’s Code of Conduct. Vice Mayor Marty Medina welcomed the new board members. He spoke about the community breakfast at the American Legion on Saturday, February 22nd. Also, he spoke about the grocery distribution at Belle Air Elementary School on Wednesday. He suggested contacting the city attorney with legal matters. 6. NEW BUSINESS: a. Welcome new and returning board members – Senior Services Manager Rosin welcomed re-elected members, Linda Boscono and Joyce Satow, and new members, Carolyn Chin and Liz Hom. b. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center Historical Front Desk Sign-In Data from January 2025 – Board Member Cox stated that there was still an issue with the billiards people signing in. Senior Services Manager Rosin explained that staff would be collecting sign in sheets daily for more accurate numbers. She stated that bocce numbers were increasing. Senior Services Manager Rosin stated there were no changes to the monthly contributions. c. Hear and Appoint Ad-Hoc Subcommittee on Senior Membership Theme Selection for 2026 – Senior Services Manager Rosin presented the staff report. MSC Cox/Hom to form an ad-hoc committee. Unanimous. Board Members Boscono and Satow volunteered. d. Receive and Approve of Garden Area Update – Senior Services Manager Rosin presented the staff report. Chair Epperson asked who would be responsible for maintaining the area. Senior Services Manager Rosin stated the City would maintain it, but if there was a group interested in doing the gardening, they could take parts of it over. Board Member Cox asked who would decide where the planter boxes would be placed. Senior Services Manager Rosin stated that she was open to input and could reach out to Master Gardeners. 7. UNFINISHED BUSINESS: a. Update on Improvements and Bathrooms – Senior Services Manager Rosin presented the staff report. Board Member Cox asked about the color of the fireplace wall. Senior Services Manager Rosin stated that she would check with the Facilities Manager. Discussion about when the last renovation happened and how long this renovation would last. Senior Services Manager Rosin answered questions. Renderings, funding, and bidding process were discussed. Acting Director Smith stated that she would check into Measure K Funding. 8. ITEMS FROM STAFF: a. Feedback on SAB Election – Senior Services Manager Rosin stated 55 people participated. Chair Epperson asked if the election for chair would take place at the next meeting. Senior Services Manager Rosin answered yes. b. Update on Nutrition Program donations c. Update on Staffing -– Senior Services Manager Rosin stated Mayra Gonzalez was hired as the provisional Accounting and Customer Service Representative. Senior Services Manager Rosin and Acting Director Smith announced that Travis Karlen would be returning on Monday as the Community Services Director. They stated that they were working on bringing in new part-time staff and volunteers. d. City staff are always available to discuss matters of concern with the public around Senior Services and the San Bruno Senior Center, from informal quick chats to scheduled meetings – the door is always open. 9. ITEMS FROM BOARD MEMBERS This is a report out from board members. No discussion will occur on items reported out by board members unless they are specifically listed for discussion. Board Member Chin asked about purchasing six mahjong tables with rims. She spoke about how they had a table set up for teaching new players. Board Member Cox stated that Freddie’s Café was having volunteer issues. There would be some days that the café would not be open due to staffing issues. Chair Epperson asked if volunteers could help decorate for parties like they did in the past. Board Member Cox stated that previously volunteers would sometimes set up the night prior. Chair Epperson stated that she didn’t receive the email with party dates. Board Member Satow spoke about a patron’s concerns about a laundry basket in the ravine, a loose toilet seat in the men’s lavatory, and cars speeding through the parking lot. Chair Epperson spoke about the problem of people parking in the red zone. Senior Services Manager Rosin and Acting Director Smith stated that they would check on visual signage. Board Member Satow asked about the status of the cookbook. Senior Services Manager Rosin stated that staff was working on the final draft. 10. ADJOURNMENT: Meeting was adjourned at 10:15 a.m.

CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior Advisory Board to order at 9:10 a.m. Board Members Present: Chair Bunny Epperson, Vice Chair Priscilla Martinez, Linda Boscono, Barbara Cox, and Ralph Olcese. APPROVAL OF THE AGENDA: The Board accepted the agenda with updated November and December 2024 Monthly Class Attendance. 4. APPROVAL OF MINUTES: The Board accepted the minutes of the November 19, 2024 meeting. 5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA: John Barrelier read a letter about the Senior Center’s Code of Conduct and his behavior from Community Services Director Travis Karlen. Vice Mayor Marty Medina spoke about grocery distribution at Belle Air School on January 22nd. 6. NEW BUSINESS: a. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center Historical Front Desk Sign In Data from November and December 2024 – Senior Services Manager Rosin stated that December had lower numbers around the holidays due to the Senior Center having limited hours. She stated that class sign-up sheets were actively in the rooms for better tracking. Language would be changed for book club from cancelled to rescheduled. b. Hear and Receive floor nominations for 2025 Senior Advisory Board Elections – Senior Services Manager Rosin stated that, as of last Friday, five applications had been submitted. There would be a candidate forum on February 3rd and an election on February 5th. c. Hear and Appoint Ad-Hoc Subcommittee on Senior Membership Theme Selection for 2026 – Chair Epperson asked to table this until next meeting. MSC Cox/Martinez. 5-0. 7. UNFINISHED BUSINESS: a. Receive and File revised Monthly Class Attendance from September and October 2024 – Senior Services Manager Rosin stated bingo numbers were confirmed in September and October. Hiking numbers were updated for October. b. Receive and File revised Nutrition Site Report for September 2024 – Senior Services Manager Rosin stated meals were updated for the 4th and the 5th. c. Receive and Accept Volunteer Appreciation Event Update – Senior Services Manager Rosin presented the staff report. Board Members discussed and decided on a new date of March 22, 2025. d. Restrooms and Facility Updates – Senior Services Manager Rosin stated that the schematic changes of the bathroom were accepted. The final layout was being worked on. Samples of flooring and tiles would be brought to the next meeting. The refresh of the rest of the Senior Center would be scheduled at the same time. e. Update on Senior Center Memberships – Senior Services Manager Rosin stated the membership program had rolled out. She stated that she had received good feedback on the commemorative items. 8. ITEMS FROM STAFF: a. Update on Nutrition Program donations – Senior Services Manager Rosin stated that there was not a big dip in total numbers since changing to just the black box for donations. She stated that she would receive December’s numbers from the Finance Department by next meeting. She would continue to work on educating patrons about the location and anonymity. Discussion about access to the box for change and not accepting bills over $20. b. Update on Pastry Table new procedures – Senior Services Manager Rosin stated the new procedures that started on January 1st were going well. Donations had remained the same. Chair Epperson stated that more volunteers were needed for the program. Discussion about pastry and bread pickups. Board Member Cox stated that some people were taking items from the pastry table and then bringing the items back later. c. Highlight of 2025 Party Schedule – Senior Services Manager Rosin reviewed the parties. She stated she would email board members the dates. d. Update on Staffing – Senior Services Manager Rosin stated Director Travis Karlen had left the City to take a job in Southern California so Assistant City Manager Darcy Smith would be stepping in as the Interim Community Services Director. Interim Director Smith spoke about her experience. She thanked the board members for their volunteerism. Senior Services Manager Rosin stated that the food coordinator position was in the process of being transitioned into a split where catering would take care of the food and planning, and an accounting and customer service rep (ACSR) position would take care of administrative duties and the County Grant. In the meantime, a temporary ACSR would be brought on to help for six months. An RFP would be going out for long term catering. e. City staff are always available to discuss matters of concern with the public around Senior Services and the San Bruno Senior Center, from informal quick chats to scheduled meetings – the door is always open. – Chair Epperson stated that this was true. 9. Board Member Olcese stated the bocce ball court still needed lines, the garden needed to be torn out, and the flag needed to be replaced. Vice Mayor Marty Medina stated the flag could be given to the Boy Scouts so they could dispose of it properly. Board Member Boscono asked for Board Member Satow about the order people were allowed to come up and get seconds for the lunch program. Senior Services Manager Rosin stated that staff were working on monitoring and a fairer way. Board Member Boscono stated Freddie’s Café was doing very well and people liked the different options. She stated she would not be at next month’s meeting. 10. This membership includes various perks and discounts while visiting the senior center and participation in its programs. In November 2023 the Board formed an Ad Hoc Committee and presented an updated membership format, which was approved at the March 2024 meeting. Staff implemented the new membership structure January 1, 2025 with the theme “Living Life Vibrantly,” utilizing the Ad Hoc Committee’s recommendations and program structure, which includes the expiration of all memberships on December 31 each year. DISCUSSION: To foster more community input and impact, staff want to involve current senior center membership holders in the selection of the 2026 Membership Theme. This way seniors have direct input in what theme best speaks to their own community and be proud to be part of the San Bruno Community Center’s Community of Care that we are fostering, in addition to the other benefits membership provides. Items that will need to be identified: 1. Theme, for example- a. 2025 - Living Life Vibrantly b. Timeless Together c. Joyful Journeys d. Life is a Beautiful Journey 2. Commemorative item a. 2025 – Tote bag 3. Potential logo ideas, for example- a. 2025 - Turtle and stars b. Color (One-color design options are best) 4. Card Design 5. Based on the needs outlined above, City staff is recommending the formation of an ad-hoc subcommittee comprising of no more than three board members to work collaboratively with staff to create and implement a program for current senior membership holders to select the 2026 Senior Center Membership theme. FISCAL IMPACT: No fiscal impact is associated with this report. Since COVID, the garden area has suffered from lack of care and interest from patrons and volunteers, which has led to the area looking unkept, dirty, and in generally poor condition. DISCUSSION: There have been a significant number of requests via suggestion box, informal conversation with city staff, and at previous Senior Advisory Board meetings, asking for the current garden area to become a picnic area where patrons can watch bocce, or a small butterfly/herb garden. Based on these requests, City Staff would like input from the board on recommendations to: 1. Remove the fencing from the area 2. Completely remove all current plants in ground and replace with grass 3. Add 1-3 standing height planter boxes for herbs/seasonal flowers 4. Create a space for people to enjoy lunch outside The goal is to still have a small area that patrons can garden, while also reclaiming the unused and transform into a usable area for all. FISCAL IMPACT: No fiscal impact is associated with this report. RECOMMENDATION: Hold a discussion regarding garden area recommendations and provide feedback to staff. ALTERNATIVES: None. Item 6d Page 12 of 23 CITY OF SAN BRUNO COMMUNITY SERVICES DEPARTMENT DATE: February 18, 2025 TO: Senior Advisory Board FROM: Meghan Rosin, Senior Services Manager SUBJECT: Senior Center Improvements and Bathroom Update BACKGROUND: The San Bruno Senior Center was originally constructed in 1987. The Center is very well utilized daily for the congregate lunch program, enrichment classes, social programs, educational workshops and seminars, and to give the senior population volunteer opportunities. In addition, the center is used for official City events, meetings, and private rentals. As with all heavily used buildings, the facility has experienced wear and needs updates. In the Capital Improvement Budget for Fiscal Year 2023/2024, City Council allocated $75,000 for improvements at the San Bruno Senior Center. In 2024 the improvements began with the Staff Office. The remainder of improvements were paused to allow the needed closure to coincide with the additional improvements scheduled for the bathrooms and reception area. DISCUSSION: City Staff coordinated with Interactive to provide renderings of the lobby and reception area to allow for the choice of accents. Attachment 1 includes the current improvement choices with renderings to assist in decision- making.
