MEETING MINUTES
Senior Advisory Board
March 18, 2025
1. CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior
Advisory Board to order at 9:03 a.m. Board Members Present: Chair Bunny Epperson, Vice
Chair Priscilla Martinez, Linda Boscono, Carolyn Chin, Barbara Cox, Liz Hom, and Joyce
Satow. Staff Present: Karlen and Rosin (late).
2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance.
3. APPROVAL OF THE AGENDA: The Board accepted the agenda.
4. APPROVAL OF MINUTES: The Board accepted the minutes of the February 18, 2025
meeting with a correction that it was Board Member Satow who asked about the status of
the cookbook.
5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA:
Vice Mayor Marty Medina announced that Second Harvest would have their grocery
distribution next week on Wednesday, the pancake breakfast at the American Legion would
be this upcoming Saturday, and City Council would be meeting tonight.
Ralph Olcese spoke about the bocce ball court fencing and the hope to get it cleaned up
soon. He asked how many times someone could come and use foul language before they
were asked to leave. Community Services Director Karlen stated he and Senior Services
Manager Rosin would follow up with him.
6. NEW BUSINESS:
a. Election of Chair/Vice Chair – Vice Chair Martinez nominated Bunny Epperson for
chair. Board Member Cox nominated Priscilla Martinez for vice chair. MSC Cox/Hom.
Unanimous.
b. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center
Historical Front Desk Sign-In Data from February 2025 – Board Member Cox stated
that more valid numbers were being received for billiards due to the new procedure.
Chair Epperson asked if Zumba Gold numbers were correct. Community Services
Director Karlen stated staff would check. Senior Services Manager Rosin stated that
billiards numbers were still a little underreported due to the new procedure starting after
the last board meeting.
7. UNFINISHED BUSINESS:
a. Update on Improvements and Bathrooms – Community Services Director Karlen
stated he spoke with Facilities Manager Ross Shkuratov. They were in the final designs
for the restroom areas. Once completed, designs would be brought back to the Advisory
Board with how everything would go. Community Services Director Karlen spoke
about the RFP process and about staff formulating a plan on how to offer services with
the least interruptions possible. Chair Epperson asked what Assistant City Manager
Smith found out about Measure K funding. Community Services Director Karlen
stated he would touch base with her.
b. Update from Ad-Hoc Subcommittee on 2026 Senior Membership Theme Selection –
Community Services Director Karlen stated staff would work with the ad-hoc
committee about setting up a meeting. Board Member Hom volunteered to join the ad-
hoc committee.
c. Update on Garden Project – Community Services Director Karlen stated it was on the
list to do. He stated that this project would be elevated.
d. Update on Parking Lot Signage – Community Services Director Karlen stated that
there wasn’t an update yet, but staff would email the board members with the status.
Senior Services Manager Rosin stated that she was waiting to hear back.
e. Update on Mahjong Tables – Community Services Director Karlen stated that there
wasn’t an update yet. He stated that staff would work directly with the mahjong players
and the tables would be paid from the City’s operation budget. Senior Services
Manager Rosin stated that the tables would cost approximately $80 - $90 each.
8. ITEMS FROM STAFF:
a. City staff are always available to discuss matters of concern with the public around
Senior Services and the San Bruno Senior Center, from informal quick chats to
scheduled meetings – the door is always open.
Community Services Director Karlen spoke about the assessment project of the park
system. Initial findings would be presented at next Tuesday’s City Council meeting.
Community Services Director Karlen mentioned that there was now a water aerobics
class being offered at the RAC (Recreation and Aquatic Center) and most participants were
senior age. Staff was working toward a process to bring in Silver Sneakers.
Senior Services Manager Rosin stated that the thermostat in the billiards room was fixed.

unless they are specifically listed for discussion.
Board Member Cox stated that next month’s meeting would be her last and Pam Madden
would be replacing her.
Board Member Satow spoke about the loose wall mounted paper dispenser next to the
kitchen door and the off track window shade control string next to the exit door in the dining
room. She announced that next Wednesday at Centennial Plaza was the Narita Sister City
Community Welcome Reception.
Vice Chair Martinez asked if there was a waiver for patrons in case that got hurt at the
Senior Center. She asked about bringing back a karaoke class.
Chair Epperson asked for a follow-up on additional part time staff and volunteers.
Community Services Director Karlen stated they had a meeting with HR a few weeks ago
and put together a plan for onboarding new staff. All positions were posted on the City’s
website. Volunteer onboarding was still being done through the old process, but staff was
working on making it easier.
Board Member Boscono thanked Board Member Cox for all her years of service and
contributions.
10. ADJOURNMENT: Meeting was adjourned at 9:37 a.m.

MEETING MINUTES
Senior Advisory Board
February 18, 2025
1. CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior
Advisory Board to order at 9:01 a.m. Board Members Present: Chair Bunny Epperson, Vice
Chair Priscilla Martinez, Carolyn Chin, Barbara Cox, Liz Hom, and Joyce Satow. Excused
Absences: Linda Boscono. Staff Present: Rosin and Smith.
2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance.
3. APPROVAL OF THE AGENDA: The Board accepted the agenda.
4. APPROVAL OF MINUTES: The Board accepted the minutes of the January 21, 2025
meeting.
5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA:
John Barrelier spoke about his concerns with the Senior Center’s Code of Conduct.
Vice Mayor Marty Medina welcomed the new board members. He spoke about the
community breakfast at the American Legion on Saturday, February 22nd. Also, he spoke
about the grocery distribution at Belle Air Elementary School on Wednesday. He suggested
contacting the city attorney with legal matters.
6. NEW BUSINESS:
a. Welcome new and returning board members – Senior Services Manager Rosin
welcomed re-elected members, Linda Boscono and Joyce Satow, and new members,
Carolyn Chin and Liz Hom.
b. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center
Historical Front Desk Sign-In Data from January 2025 – Board Member Cox stated that
there was still an issue with the billiards people signing in. Senior Services Manager
Rosin explained that staff would be collecting sign in sheets daily for more accurate
numbers. She stated that bocce numbers were increasing. Senior Services Manager
Rosin stated there were no changes to the monthly contributions.
c. Hear and Appoint Ad-Hoc Subcommittee on Senior Membership Theme Selection for
2026 – Senior Services Manager Rosin presented the staff report. MSC Cox/Hom to
form an ad-hoc committee. Unanimous. Board Members Boscono and Satow
volunteered.
d. Receive and Approve of Garden Area Update – Senior Services Manager Rosin
presented the staff report. Chair Epperson asked who would be responsible for
maintaining the area. Senior Services Manager Rosin stated the City would maintain it,
but if there was a group interested in doing the gardening, they could take parts of it
over. Board Member Cox asked who would decide where the planter boxes would be
placed. Senior Services Manager Rosin stated that she was open to input and could
reach out to Master Gardeners.
7. UNFINISHED BUSINESS:
a. Update on Improvements and Bathrooms – Senior Services Manager Rosin presented
the staff report. Board Member Cox asked about the color of the fireplace wall. Senior
Services Manager Rosin stated that she would check with the Facilities Manager.
Discussion about when the last renovation happened and how long this renovation
would last. Senior Services Manager Rosin answered questions. Renderings, funding,
and bidding process were discussed. Acting Director Smith stated that she would
check into Measure K Funding.
8. ITEMS FROM STAFF:
a. Feedback on SAB Election – Senior Services Manager Rosin stated 55 people
participated. Chair Epperson asked if the election for chair would take place at the next
meeting. Senior Services Manager Rosin answered yes.
b. Update on Nutrition Program donations
c. Update on Staffing -– Senior Services Manager Rosin stated Mayra Gonzalez was
hired as the provisional Accounting and Customer Service Representative. Senior
Services Manager Rosin and Acting Director Smith announced that Travis Karlen
would be returning on Monday as the Community Services Director. They stated that
they were working on bringing in new part-time staff and volunteers.
d. City staff are always available to discuss matters of concern with the public around
Senior Services and the San Bruno Senior Center, from informal quick chats to
scheduled meetings – the door is always open.

Board Member Chin asked about purchasing six mahjong tables with rims. She spoke
about how they had a table set up for teaching new players.
Board Member Cox stated that Freddie’s Café was having volunteer issues. There would
be some days that the café would not be open due to staffing issues.
Chair Epperson asked if volunteers could help decorate for parties like they did in the past.
Board Member Cox stated that previously volunteers would sometimes set up the night
prior. Chair Epperson stated that she didn’t receive the email with party dates.
Board Member Satow spoke about a patron’s concerns about a laundry basket in the
ravine, a loose toilet seat in the men’s lavatory, and cars speeding through the parking lot.
Chair Epperson spoke about the problem of people parking in the red zone. Senior
Services Manager Rosin and Acting Director Smith stated that they would check on
visual signage.
Board Member Martinez asked about the status of the cookbook. Senior Services
Manager Rosin stated that staff was working on the final draft.
10. ADJOURNMENT: Meeting was adjourned at 10:15 a.m.
