MEETING MINUTES
Senior Advisory Board
May 20, 2025
1. CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior
Advisory Board to order at 9:00 a.m. Board Members Present: Chair Bunny Epperson, Vice
Chair Priscilla Martinez, Linda Boscono, Carolyn Chin, Liz Hom, Pam Madden, and Joyce
Satow. Staff Present: Rosin.
2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance.
3. APPROVAL OF THE AGENDA: The Board accepted the agenda.
4. APPROVAL OF MINUTES: The Board accepted the minutes of the April 15, 2025 meeting.
5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA:
John Barrelier spoke about his concerns with gross errors in the Code of Conduct such as
the omission of weapons. He suggested hiring personnel who understood the First
Amendment to the Constitution.
Billy Kaktis asked about plans for the bookshelves. Senior Services Manager Rosin
stated that they could talk about this offline. She stated the organization of this was part of
the improvements that would be happening.
6. NEW BUSINESS:
a. Receive and File Revised Monthly Class Attendance from March 2025 – Senior
Services Manager Rosin presented.
b. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center
Historical Front Desk Sign-In Data from April 2025 – Senior Services Manager Rosin
spoke about the increase in guests.
7. UNFINISHED BUSINESS:
a. Update on Catering RFP Award of Contract – Senior Services Manager Rosin
announced that Creekside Grill was awarded the contract. She stated it was a one-year
contract with the option to extend up to three years. Discussion about the menu process,
accuracy of descriptions, and spice/seasoning levels.
b. Update from Ad-Hoc Subcommittee on 2026 Senior Membership Theme Selection –
Board Member Hom stated the subcommittee met and finalized the logo (a circular
group of people holding hands) and the commemorative item (a fleece blanket). The
subcommittee suggested having a different commemorative item depending on when
the membership was bought. Chair Epperson asked about membership numbers.
Senior Services Manager Rosin stated that she would provide them at the next
meeting. Discussion about words around the logo and consistency of the same logo
each year.
c. Update on Garden Project – Senior Services Manager Rosin stated the project didn’t
begin on time due to tree safety issues that the Parks Department needed to address.
The project had now started and should be completed within the next week or so. She
stated the Senior Center would be responsible for maintaining the two planter boxes.
Discussion about using something other than wood chips.
d. Update on Parking Lot Signage/Citations – Senior Services Manager Rosin stated the
issuing of citations started last Friday. Officer Scott would be scheduled to come talk and
answer questions about parking in the near future. The u-turn sign was being moved
around to figure out the best spot. Suggestion to add an exit sign.
e. Update on Mahjong Tables – Senior Services Manager Rosin stated the original tables
ordered were labor intensive due to attaching and detaching the legs for every use so
they were returned. New tables were ordered and should arrive on June 2nd.
8. ITEMS FROM STAFF:
a. City staff are always available to discuss matters of concern with the public around
Senior Services and the San Bruno Senior Center, from informal quick chats to
scheduled meetings – the door is always open.
Senior Services Manager Rosin stated that John Barrelier had been extended multiple
offers to sit down and talk with staff.
9. ITEMS FROM BOARD MEMBERS
This is a report out from board members. No discussion will occur on items reported out by board members
unless they are specifically listed for discussion.
Board Member Satow read some letters from patrons: a request for a new jigsaw puzzle
table, thanks for the new safety upgrades in the parking lot, and thanks about the exciting
programs at the Senior Center.
Board Member Madden asked about the status of the remodel. Senior Services Manager
Rosin stated that in order to discuss it, it had to be agendized, but she said that there were
no additional updates since the last meeting.
Chair Epperson asked to agendize the status of an electronic sign-in method.
Board Member Satow stated that they hadn’t seen Community Services Director Karlen
lately. Senior Services Manager Rosin stated that the last time he went for lunch, the
meals were sold out. Lately he had been in budget meetings and currently he was out of the
office until the end of the month.
10. ADJOURNMENT: Meeting was adjourned at 9:43 a.m.

MEETING MINUTES
Senior Advisory Board
April 15, 2025
1. CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior
Advisory Board to order at 9:01 a.m. Board Members Present: Chair Bunny Epperson, Vice
Chair Priscilla Martinez, Linda Boscono, Barbara Cox, Liz Hom, and Joyce Satow. Excused
Absence: Carolyn Chin. Staff Present: Karlen and Rosin.
2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance.
3. APPROVAL OF THE AGENDA: The Board accepted the agenda.
4. APPROVAL OF MINUTES: The Board accepted the minutes of the March 18, 2025
meeting.
5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA:
John Barrelier spoke about being censored for protesting the Code of Conduct.
Vice Mayor Marty Medina reminded everyone about the opportunity for free groceries and
about volunteering at Second Harvest on April 23rd at Belle Air School.
Community Services Director Karlen stated that John Barrelier had been invited to
numerous meetings with staff and had declined every meeting. The Code of Conduct was
brought back to the Senior Advisory Board twice. One time was in response to some clean
up that John Barrelier had asked for. Community Services Director Karlen stated that
John Barrelier’s behavior by forcing individuals to read whatever he was bringing to them
was in violation of the Code of Conduct.
6. NEW BUSINESS:
a. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center
Historical Front Desk Sign-In Data from March 2025 – Board Member Cox asked for
staff to review Friday bingo numbers and Wednesday hula numbers. She stated that the
Sunday Come Back Bingo should be 185. Chair Epperson asked for a review of the
Friday movie number. Board Member Boscono asked about the pole walking number.
Senior Services Manager Rosin stated she would review all the numbers and would
have an updated report at the next meeting. Senior Services Manager Rosin stated
Thursday lunch numbers were trending around 80. Discussion about people not always
signing in and what the sign-in data was used for. Senior Services Manager Rosin
stated staff were exploring different sign-in methods. Public Comment (no name
given) stated the sign-in sheet was not easily seen and she suggested a head count
could be done by the program conductor.
7. UNFINISHED BUSINESS:
a. Update on Catering RFP – Senior Services Manager Rosin stated the RFP process
was set to close May 1st. She stated that the goal was to review the submissions, select
someone by mid-May, and have them start on July 1st. Community Services Director
Karlen explained the RFP process. He suggested adding an item to the next meeting’s
agenda about forming a taste testing ad-hoc committee. Chair Epperson asked about
hiring a chef. Senior Services Manager Rosin explained that the catering model was
working well and would continue with administration assistance.
b. Update on Improvements and Bathrooms – Senior Services Manager Rosin and
Community Services Director Karlen explained the next steps and possible timeline. If
everything fell in line, the probable start date would be in fall. Construction would take
about two months. Options were being looked into so programming wouldn’t need to be
moved. Community Services Director Karlen explained the differences between RFBs
and RFPs.
c. Update from Ad-Hoc Subcommittee on 2026 Senior Membership Theme Selection –
The subcommittee stated that they hadn’t met yet. Senior Services Manager Rosin
asked for an update at the next meeting with a timeline that included the final information
due date by September.
d. Update on Garden Project – Senior Services Manager Rosin stated Parks staff would
start next week. The project should be completed by May.
e. Update on Parking Lot Signage – Community Services Director Karlen spoke with the
City’s Traffic Engineer and the Interim Police Chief. A temporary no u-turn sign would be
placed in the driveway. He stated that the red curb could have wording added and
warnings could be issued. Board Member Satow asked if this applied to the disabled
parking too. Staff stated they would have to look into it. Public Comment (no name
given) suggested an exit sign. Public Comment (no name given) spoke about how
hard the loop to enter the parking lot was.
f. Update on Mahjong Tables – Senior Services Manager Rosin stated eight tables were
ordered.

Board Member Satow spoke about cars parking diagonally in the parking lot. Senior
Services Manager Rosin asked to have staff informed when it happened so it could be
addressed immediately. Chair Epperson asked for parking reminders to be included in the
newsletter.
Board Member Satow spoke about Mahjong complaints. Senior Services Manager Rosin
stated she would speak to the players about Mahjong being a Senior Center activity and it
was open for all to participate.
Vice Chair Martinez spoke about her friend, Skip, who had an interest in starting karaoke.
She asked if there was any karaoke equipment. Senior Services Manager Rosin asked for
Skip to contact Senior Services Coordinator Tomasello.
Vice Chair Martinez announced that the hula class performed at Belle Air School. She
stated the hula class would like to perform at the Senior Center.
Board Member Cox introduced Pam Madden, her replacement on the Board. She
expressed her thanks to everyone. Community Services Director Karlen thanked Board
Member Cox for her leadership in keeping the Nutrition Site Council afloat. Senior Services
Manager Rosin thanked her for the impact she had on the community.
10. ADJOURNMENT: Meeting was adjourned at 9:45 a.m.
