MEETING MINUTES
Senior Advisory Board
July 15, 2025
1. CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior
Advisory Board to order at 9:00 a.m. Board Members Present: Chair Bunny Epperson, Vice
Chair Priscilla Martinez, Linda Boscono, Liz Hom, Pam Madden, and Joyce Satow. Excused
Absence: Carolyn Chin. Staff Present: Rosin.
2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance.
3. APPROVAL OF THE AGENDA: The Board accepted the agenda.
4. APPROVAL OF MINUTES: The Board accepted the minutes of the June 17, 2025 meeting.
5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA:
John Barrelier spoke about the lack of freedom of speech at the Senior Center. Senior
Services Manager Rosin stated that John Barrelier had been asked to meet with staff
multiple times to discuss his concerns. Arnold Pablo stated that he didn’t know if it was the
right forum for John Barrelier to broadcast and air his grievances.
Arnold Pablo stated he was impressed with the Senior Center newsletter. He made some
suggestions to improve it. He spoke about the benefits of the garden and the deck. He
spoke about signs he had seen at other Senior Centers with the words Respect the
Difference of Others and Observe the Golden Rule.
6. NEW BUSINESS:
a. Receive and File Revised Monthly Class Attendance from May 2025 – Senior Services
Manager Rosin stated that the origami numbers were revised incorrectly.
b. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center
Historical Front Desk Sign-In Data from June 2025 – Senior Services Manager Rosin
reviewed the reports.
c. Consideration of Congregate Nutrition Program Suggested Donation and Age 59 and
Under Guest Fee Adjustment – Senior Services Manager Rosin presented the staff
report. Discussion about fee adjustments and start date.
MSC Madden/Hom to raise the suggested donation from $3 to $4. Passed 4-2.
MSC Satow/Boscono to raise the under 60 guest fee from $6 to $8. Passed 5-1.
MSC Madden/Boscono to raise the party fee from $7 to $9. Passed 4-2.
MSC Madden/Boscono for the fee adjustments to begin September 1st. Unanimous.
d. Discussion on registration and pay procedures for patrons - Senior Services Manager
Rosin spoke about a soft launch with the service desk being fully opened on August 1st.
She gave an overview of the procedures.
7. UNFINISHED BUSINESS:
a. Senior Membership Theme Selection Update – Board Member Hom stated that more
information would be available at the next meeting.
b. Jigsaw Table Update – Senior Services Manager Rosin stated that it was set up
yesterday.
8. ITEMS FROM STAFF:
a. Facility Programming – Operational – Senior Services Manager Rosin spoke about the
fiscal year 25/26 goal for better usage of operational hours (Monday – Friday, 8am –
4pm).
b. City staff are always available to discuss matters of concern with the public around
Senior Services and the San Bruno Senior Center, from informal quick chats to
scheduled meetings – the door is always open.
c. Facility Updates - Senior Services Manager Rosin stated the building permits had
been received back and found out that it would cost more than anticipated. Additional
funding and grant opportunities were being explored. Board Member Madden asked
how Freddie’s Café would be incorporated. Senior Services Manager Rosin stated that
the lobby in that area was not scoped. The focus was the bathrooms, the front desk, and
the fireplace.
d. Nutrition Site Council MOU – Senior Services Manager Rosin stated the
recommendation was going before City Council on July 22nd.
Board Member Madden gave a report on behalf of the Nutrition Site Council. She
stated that Freddie’s Café made money, but that it was very labor intensive and staffed
by volunteers. Prices might be increasing. She stated that they didn’t have the
manpower to distribute leftover food from lunch. She asked to be put on the schedule for
cleaning.
Senior Services Manager Rosin stated that she spoke with Wendy Mines yesterday
and many of these things could be addressed operationally and offline. Any food
distribution suggestions needed to be directed to the Nutrition Site Council.

Board Member Boscono asked for an update on the recipe book. Senior Services
Manager Rosin stated the book was in final review and the goal was to have it done within
the next month.
Board Member Boscono asked about getting donations from Trader Joe’s again. Senior
Services Manager Rosin stated that she was working on getting more food runner support.
Board Member Boscono spoke about pesto on multiple days. Senior Services Manager
Rosin was thankful for the feedback. Board Member Boscono suggested some ideas to
get more people coming to the Senior Center on Thursdays.
Board Member Hom stated the hot water dispenser was wobbly. Senior Services
Manager Rosin stated this was a safety concern and she would work with the facilities
team.
Vice Chair Martinez asked why there were walkie talkies in the kitchen. Senior Services
Manager Rosin stated that they were for safety.
Board Member Satow stated there was still trash in the ravine. Senior Services Manager
Rosin asked for things like this to be brought to her immediately so they could be addressed
quicker.

Senior Advisory Board
June 17, 2025
1. CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior
Advisory Board to order at 9:01 a.m. Board Members Present: Chair Bunny Epperson, Vice
Chair Priscilla Martinez, Linda Boscono, Carolyn Chin, Liz Hom, and Joyce Satow. Excused
Absence: Pam Madden. Staff Present: Karlen and Rosin.
2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance.
3. APPROVAL OF THE AGENDA: The Board accepted the agenda.
4. APPROVAL OF MINUTES: The Board accepted the minutes of the May 20, 2025 meeting.
5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA:
Arnold Pablo asked about the possibility of the Senior Center issuing surveys regarding
nutritional value of food served, staff congregate relationship, and donations from
individuals. He was looking for a survey geared toward everything.
John Barrelier spoke about the letter of censure he received a year ago. He requested that
the Code of Conduct be rewritten to include no weapons and a review of political speech.
Community Services Director Karlen stated that Senior Services Manager Rosin had
reached out to John Barrelier on numerous occasions to sit down and have a conversation
about this and he had refused to do that. Until that happened, there could be no resolution.
6. NEW BUSINESS:
a. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center
Historical Front Desk Sign-In Data from May 2025 – Senior Services Manager Rosin
stated that Tuesday and Friday Zumba Gold numbers were lower due to missed days
and a party. Board Member Satow stated that the origami number was incorrect and
should be 13. Community Services Director Karlen spoke about the Silver Sneakers
Program. Board Member Boscono asked if the number of lunches would stay the
same. Senior Services Manager Rosin stated that she was monitoring the numbers.
Community Services Director Karlen stated the new catering contract had a maximum
which supported the number of meals that were currently being served. Additional
funding would need to be found if the meals were increased. Senior Services Manager
Rosin stated that she was working with the County about potentially preventing waste.
The City would donate the leftovers to the Nutrition Site Council who would then make
them available to the senior community for free. There would be a trial period.
b. FY 2025/26 Nutrition Site Council MOU - Senior Services Manager Rosin spoke about
the MOU and reviewed the changes. She stated that the Nutrition Site Council was on
board. The MOU was currently being reviewed by the legal department. The intention
was to bring this to City Council with the Board’s support. Motion that the Senior
Advisory Board reviewed the MOU and advised the City Council to approve it. MSC
Hom/Chin. Unanimous.
c. Discussion of electronic sign-in method – Senior Services Manager Rosin stated the
goal was to have everyone scan in for better reporting. She stated that front desk
volunteers would be working in tandem with a service desk person. There were three
new service desk staff members who would start training next week.
7. UNFINISHED BUSINESS:
a. Update on current Senior Center Membership numbers – Senior Services Manager
Rosin stated that there were 102 active members on the new membership program.
There were currently 30 who had the newsletter mailed to them every month. Plan was
to start sending information out in October for next year. Board Member Boscono
spoke about personal outreach and testimonials.
b. Update from Ad-Hoc Subcommittee on 2026 Senior Membership Theme Selection –
Board Member Hom stated the subcommittee met. They were waiting for the blanket
samples in dark blue and red. The 6½ inch logo would be white. The theme words
chosen were community, enrichment, and wellness. Blankets would not have a year so
any extra inventory could be sold as swag. People renewing would be able to select the
color of their blanket. Manny would be doing the mockup.
c. Update on Senior Center Improvements – Community Services Director Karlen stated
that all the plans had been approved by the Building Department. They were waiting for
an engineer’s estimate to bid the project. Additional funding might need to be secured.
There would be some sort of a closure. Plans were being made for how that would look.
d. Update on Jigsaw puzzle table – Senior Services Manager Rosin stated the table
would be ordered in July.

Senior Services and the San Bruno Senior Center, from informal quick chats to
scheduled meetings – the door is always open.
Community Services Director Karlen suggested agendizing fees that were adopted at the
last City Council meeting. Lunch service rates for unqualifying members were set as a base
rate up to market rate. Chair Epperson agreed that this needed to be agenized for the next
meeting.

Board Member Satow gave positive comments for the lunch second service of one table at
a time, spoke about trash in the ravine, and gave thanks for the removal of excess plant
growth from the sidewalk.
Board Member Satow stated there were new items in the newsletter that the Board
Members were not aware of. Senior Services Manager Rosin spoke about Summer Fun
Fridays. Community Services Director Karlen stated programming for the facility was an
operational thing done by staff based on the needs of the public. Major changes that came
to the policy level were brought back to the Advisory Board. Chair Epperson thanked staff
for bringing a lot of new programs into the Senior Center. Vice Chair Martinez spoke about
fun things versus funny things for Summer Fun Fridays.

and Under Guest Fee Adjustment
BACKGROUND:
The daily Congregate Nutrition Lunch Program is federally funded through the Older Americans
Act Grant and administered by the County of San Mateo. In accordance with the grant’s
guidelines, the City is permitted to accept voluntary donations from participants aged 60 and
older. However, individuals under the age of 60 are required to pay a set fee to participate in the
program.
For special events or themed luncheons associated with the program, an increased fee may be
charged to offset the additional costs. While seniors aged 60 and over may contribute a
donation amount of their choosing, guests under 60 must pay the full designated fee.
DISCUSSION:
According to the Older Adults Act Grant, the fee and the suggested donation may be set by the
City of San Bruno.

Guest Fee Adjustment
The programs listed in the chart above are the only ones that participate in the Older Americans
Act Grant. This does not include cities that operate their own independent lunch programs
outside of the grant.
In FY 2023–24, the City underwent several staff transitions and shifted from an in-house Food
Services Coordinator (Chef) model to a catering-based approach. In FY 2024–25, the City hired
a new in-house coordinator, but the placement was ultimately unsuccessful. Two subsequent
recruitment efforts also failed, leading to a return to the catered meal model.
While the catered model offers greater consistency in guest satisfaction, reduces food
preparation risks, and ensures compliance with grant and nutrition standards, it comes at a
higher cost to the City.
The funding transfer from the General Fund to the Nutrition Program to offset the difference in
expenditures and program revenues in the past five years has ranged from $130,000 to over
$300,000. The costs of food and labor have also increased over time. Staff will continue to find
ways to closed the deficiency in funding through grants, our relationship with the Nutrition Site
Council and other funding opportunities.
The Guest Fee for patrons under 60 typically applies to caregivers. In most cases, these
individuals would not attend the lunch program if not for their role supporting a senior patron.
The percentage of guests who are caregivers is approximately 80%. The remaining guests are
often family members of our seniors who visit every once in a while, along with the senior
patron.
In order to help narrow the program’s cost recovery gap, staff are recommending a modest
increase as follows:
Suggested Donation: $3 to $4
Under 60 Guest Fee: $6 to $10
Party Fee: $7 to $10
It is important to note that the suggested donation is exactly that, a voluntary contribution. In
accordance with grant guidelines, participation cannot be denied to eligible individuals based on
their ability or willingness to contribute.
FISCAL IMPACT:
Raising the suggested donation for adults aged 60 and over from $3.00 to $4.00 is projected to
generate an additional $1,500 to $2,500 in monthly contributions.
Increasing the fee for participants aged 59 and under from $6.00 to $10.00 would result in an
estimated $80 to $100 in additional monthly revenue, based on current average participation.
Adjusting the special event (party) fee from $7.00 to $10.00 would yield approximately $450 in
additional revenue per event.
While these adjustments will not fully cover the cost of each meal, they will help narrow the gap
between program expenses and revenue. Collectively, these changes have the potential to
increase annual revenue by approximately $35,000 in FY 2025–26.

RECOMMENDATION:
It is recommended that the Senior Advisory Board support staff’s recommendation to:
• Increase the suggested contribution for adults aged 60 and over from $3.00 to $4.00, and
• Increase the fee for adults aged 59 and under from $6.00 to $10.00, and
• Increase the party fee from $7.00 to $10.00, and
• Implement new rates to take effect August 1, 2025.
ALTERNATIVES:
1. Do not make any changes to fees.
2. Recommend alternative rate increases.
3. Recommend an alternative effective date.
