CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior Advisory Board to order at 9:02 a.m. Board Members Present: Chair Bunny Epperson, Vice Chair Priscilla Martinez, Linda Boscono, Carolyn Chin, Liz Hom, and Pam Madden (arrived late). Excused Absence: Joyce Satow. Staff Present: Rosin (arrived late) and Sandholm (started meeting). 2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance. 3. APPROVAL OF THE AGENDA: The Board accepted the agenda. 4. APPROVAL OF MINUTES: The Board accepted the minutes of the August 19, 2025 meeting. 5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA: Arnold Pablo spoke about having Senior Center orientations for new people and how they should emphasize the Code of Conduct. He voiced a complaint about some members making reservations for lunch time and writing the names of their friends on napkins. He asked for an updated flier about food/dietary guidelines. Vice Mayor Marty Medina spoke about Second Harvest at Belle Air School on the fourth Wednesday of the month. 6. NEW BUSINESS: a. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center Historical Front Desk Sign-In Data from August 2025 – Discussion on 2024 class attendance numbers and the addition of the frequency column on the Class Attendance Report. Senior Services Manager Rosin stated that the Historical Front Desk Report wasn’t received from the Nutrition Site Council and would be included next month. b. Report from Nutrition Site Council – Board Member Madden stated they were shorthanded so coverage was hard. She stated that they were very busy and would be open when they could be. Chair Epperson asked if it could be announced that volunteers were needed for Freddie’s Café. Chair Epperson asked about the leftover food distribution status. Senior Services Manager Rosin stated that she found a partnership with one of the USPS offices. Vice Mayor Medina spoke about an informal pantry at Belle Air School. c. Formation of Ad-Hoc Subcommittee for Volunteer Appreciation Event – Senior Services Manager Rosin asked if board members would like to help plan the event. Board Members Boscono, Hom, and Martinez expressed interest. d. Consideration and Discussion of 2026 Party Schedule – Senior Services Manager Rosin presented the staff report. Discussion about 2026 party themes, individuals present in the Assembly Room on party days, closure of pastry table at 9:30am on party days, and saving spots. e. Consider and accept Staff Recommendation to Cancel December 16 SAB Meeting – Senior Services Manager Rosin presented the staff report. MSC Madden/Chin. Unanimous. 7. UNFINISHED BUSINESS: a. Update on Senior Membership Theme Selection – Board Member Hom stated there would be an update next month. Chair Epperson asked to include information about the membership drive in the next newsletter. Senior Services Manager Rosin stated information would be in the October newsletter. b. Update on Senior Center Improvements – Senior Services Manager Rosin stated staff was working with the architectural design company to segment the design into the base portion such as the bathrooms, the interior painting, and the front desk area and add-ons such as the hvac system, the roof update, and exterior painting. More funding would be needed to do everything. 8. ITEMS FROM STAFF: a. City staff are always available to discuss matters of concern with the public around Senior Services and the San Bruno Senior Center, from informal quick chats to scheduled meetings – the door is always open. b. Update on Senior Center operational hours, rental hours, and staffed hours – Senior Services Manager Rosin stated that operational hours were not changing (Monday – Friday, 8am – 4pm). She explained that Sunday programming occurred outside these hours, making them fiscally irresponsible. She was working with the instructors to find alternative times and ways to run their programs. The Senior Center would now be available for Sunday rentals. She mentioned plans to adjust opening times during the week to prevent staff from arriving at 5:30am. The goal was to have the building open around 7:00am. It was stated that Mayra Gonzalez handled Senior Center rentals. 9. ITEMS FROM BOARD MEMBERS This is a report out from board members. No discussion will occur on items reported out by board members unless they are specifically listed for discussion. Board Member Boscono read an email from Board Member Satow about two items: people are using water cups by the coffee table for leftovers and the possibility of additional signs to alert drivers of pedestrians. Senior Services Manager Rosin stated she would talk to Public Works. Chair Epperson suggested a ‘no turn on red’ sign and asked about the cycling of the lights. Board Member Chin asked for more mahjong sets. Senior Services Manager Rosin stated that it was a programming question that could be talked about outside of the meeting. Chair Epperson asked about the recipe book. Senior Services Manager Rosin stated that the printer was down again. Chair Epperson asked for an update on pickups from Trader Joe’s. Senior Services Manager Rosin stated that she didn’t have one. 10. ADJOURNMENT: Meeting was adjourned at 10:10 a.m.

CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior Advisory Board to order at 9:01 a.m. Board Members Present: Chair Bunny Epperson, Vice Chair Priscilla Martinez, Linda Boscono, Carolyn Chin, Liz Hom, Pam Madden, and Joyce Satow. Staff Present: Rosin. 2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance. 3. APPROVAL OF THE AGENDA: The Board accepted the agenda. 4. APPROVAL OF MINUTES: The Board accepted the minutes of the July 15, 2025 meeting. 5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA: Arnold Pablo shared some ideas about connections around belonging and socialization. He thanked Sherry Chin for her welcoming and belonging demeanor. Barry Hertzler spoke about the financial history of the stained glass class and the purchase of supplies. John Barrelier spoke about the constitutional error of the Code of Conduct. He spoke about free speech. He recommended that any personnel who dealt with seniors should take a college course about elders and submit to random drug screening. Frank Briske spoke about rumors of rescheduling the 3rd week and last week of the month Sunday dances. Mayor Rico E. Medina spoke about schools being back in session and the need to be a cautious driver. He spoke about the BART ribbon cutting for the fare gates on Thursday, August 21st. 6. NEW BUSINESS: a. Receive and File Revised Monthly Class Attendance from May 2025 – Senior Services Manager Rosin stated the origami number had been updated. Board Member Satow asked for the report to indicate how many times a month a class was held. Chair Epperson suggested adding monthly or weekly after each class. b. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center Historical Front Desk Sign-In Data from July 2025 – Senior Services Manager Rosin reviewed the reports. She suggested that bingo numbers could be a part of the Nutrition Site Council Report since it was their program. Chair Epperson and Vice Chair Martinez stated that they would like the bingo numbers to stay on the class attendance report since they were part of the Senior Center. c. Report from Nutrition Site Council – Board Member Madden stated that the NSC was still assessing next year’s expenditures. She spoke about the big fundraiser for the extra weekend for Big Bingo in September and October. Freddie’s Café was being challenged with the lack of volunteers. Prices might need to be raised. Discussion about the volunteer process. Board Member Madden asked for specific details about the remodel so that Freddie’s Café could update. 7. UNFINISHED BUSINESS: a. Update on Senior Membership Theme Selection – Board Member Hom stated Senior Services Manager Rosin would assist with the artwork. The 2026 theme would be Community, Enrichment, and Wellness. She reviewed the timeline. Open enrollment for the 2026 membership would begin on Monday, November 17th in person or online. She listed some suggestions for additional perks. Discussion about coffee coupons and where coffee money went. b. Update on Senior Center Improvements – Senior Services Manager Rosin stated staff had been working on additional needed funding. Additional work might include the roof and hvac system. She stated that there would need to be an investment for Freddie’s Café area improvements by the Nutrition Site Council to work with the same designers. Chair Epperson stated that the project was expanding and she was feeling uncomfortable. Senior Services Manager Rosin explained the additional work that was needed for the aging building. Discussion about flooring and carpeting. c. Update on Service Desk Soft Launch – Senior Services Manager Rosin stated soft launch was going well. A new computer should arrive by the end of the week. She stated the lunch program was intended for anonymous contributions and was separate from the service desk, but credit cards could be taken if insisted upon. 8. ITEMS FROM STAFF: a. September Programming Update – Senior Services Manager Rosin spoke about reviewing all programs and maximizing operational times to be fiscally responsible. She spoke about Sunday dances and stated they were serving mostly people outside the San Bruno community. The dance instructors were looking at options other than Sundays. b. City staff are always available to discuss matters of concern with the public around Senior Services and the San Bruno Senior Center, from informal quick chats to scheduled meetings – the door is always open. – Senior Services Manager Rosin stated that programming ideas and questions were always welcomed. Staff were continuing to make themselves available to meet with John Barrelier. 9. ITEMS FROM BOARD MEMBERS This is a report out from board members. No discussion will occur on items reported out by board members unless they are specifically listed for discussion. Chair Epperson asked about the status of the recipe book. Senior Services Manager Rosin stated once the printer was repaired, they would be printed and bound. Board Member Boscono asked about the charge for the book. Senior Services Manager Rosin stated that there would be no charge, but contributions could be made. Chair Epperson asked about Food Runners and Trader Joe’s. Senior Services Manager Rosin stated that she didn’t have an update. Board Member Madden asked about leftover food. Senior Services Manager Rosin explained the proposal. Board Member Madden stated the Nutrition Site Council decided it would not be feasible. Senior Services Manager Rosin stated that she would explore other options. Board Member Boscono asked if a volunteer could pick up donations from Trader Joe’s. Chair Epperson stated that her understanding was Trader Joe’s only worked with Food Runners and Food Runners determined where the food should be donated. 10. These events are highly attended, featuring live music, decorations, and special meals. They provide an opportunity for community connection, celebration, and social engagement. In 2025, the parties were scheduled as follows: • Friday, February 14 – Bee Loved: A Valentine’s Celebration • Friday, March 14 – St. Patty’s Day • Friday, May 16 – Sports Fans • Thursday, July 3 – Western BBQ • Friday, October 31 – All Hallows Eve • Friday, November 21 – Friends-giving • Friday, December 12 – Snow Flake Social In addition to themes and dates, each party follows a consistent structure that includes live entertainment, themed decorations, and a modified Assembly Room setup. This format is outlined in the Current Party Overview section below and serves as the baseline for feedback regarding 2026 planning. DISCUSSION: As staff prepare for the 2026 calendar of parties, feedback from the Senior Advisory Board is requested regarding the following: Current Party Overview: • Sign-in for lunch works the same as any other day. Specifically, this means no advanced ticket sales. • Lunch desk and Assembly Room doors open at 9:00 a.m. • Music begins at 10:00 a.m. • At 12:00 p.m., music stops, lunch is served, and 4–6 door prizes are drawn. • Music resumes at 12:30 p.m. and continues until 1:30 p.m. • Any programs that would normally occur in the Assembly Room during party time are cancelled. • Assembly Room is set up to seat 150, with themed decorations, table centerpieces, and balloons. Party Themes o Are the current themes still relevant and enjoyable to patrons? o Are there new or alternative themes that should be considered? 2. Party Schedule o Is the current frequency (approximately one event every 6–8 weeks) appropriate? o Are the selected dates and times of year ideal, or should adjustments be considered? 3. Event Components o Are live music, decorations, and themed lunches meeting expectations? o Are there additional elements (e.g., games, raffles, contests, volunteer involvement) that should be incorporated? Staff is seeking feedback to guide planning for 2026 to ensure that the Senior Center’s parties remain engaging, festive, and aligned with the interests of patrons. FISCAL IMPACT: The parties are budgeted annually as part of the overall programming budget. No changes to budgetary needs are anticipated at this time. RECOMMENDATION: It is recommended that the Senior Advisory Board provide feedback on the 2025 party schedule and structure and advise staff regarding potential adjustments or additions for 2026. Item 6d Page 9 of 10 CITY OF SAN BRUNO COMMUNITY SERVICES DEPARTMENT DATE: September 16, 2025 TO: Senior Advisory Board FROM: Meghan Rosin, Senior Services Manager SUBJECT: Accept Staff Recommendation to Cancel December 16, 2025, Senior Advisory Board Meeting BACKGROUND: Due to the December Advisory Board Meeting falling close to the holidays, staff recommends the Board cancel the regularly scheduled meeting. If there are any time sensitive items, staff will recommend the Board hold the December meeting or schedule a special meeting to discuss pertinent business. DISCUSSION: At this time, it is not anticipated there will be time sensitive items brought to the Board in December. Any business that is brought forward will be discussed in January 2026. FISCAL IMPACT: No fiscal impact is associated with this report. RECOMMENDATION: Staff recommends that the Board cancel its December 16, 2025, meeting. ATTACHMENTS: None. Item 6e Page 10 of 10
