MEETING MINUTES
Senior Advisory Board
October 21, 2025
1. CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior
Advisory Board to order at 9:02 a.m. Board Members Present: Chair Bunny Epperson, Vice
Chair Priscilla Martinez (late), Linda Boscono, Carolyn Chin, Pam Madden, and Joyce
Satow. Excused Absence: Liz Hom. Staff Present: Karlen (late) and Rosin
2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance.
3. APPROVAL OF THE AGENDA: The Board accepted the agenda.
4. APPROVAL OF MINUTES: The Board accepted the minutes of the September 16, 2025
meeting with a correction to 6C - Formation of Ad-Hoc Subcommittee for Volunteer
Appreciation Event. Board Members were interested in forming a subcommittee rather than
volunteering to be on the subcommittee.
5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA:
John Barrelier spoke about his constitutional rights, oath of office for staff, freedom of
speech and right to petition denial in the code of conduct, expiration of the permit to operate,
and the liability waiver on the sign-in sheets. He stated that he had no respect for the
authority at the Senior Center and he would approach the leaders with a request-demand in
writing.
Senior Services Manager Rosin stated that the permit was current and she had reached
out to the County for a current copy. She stated that she and Director Karlen had reached
out to Mr. Barrelier to sit down to figure out what his ultimate goal was with everything. John
Barrelier stated that his ultimate goal was to have everything corrected that was illegal.
6. NEW BUSINESS:
a. Receive and File Historical Front Desk Sign-In Data from August 2025 – Senior
Services Manager Rosin presented.
b. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center
Historical Front Desk Sign-In Data from September 2025 – Discussion that origami
number should be 14, and questions about numbers for Sunday dances, Wednesday’s
Officer talk, Friday’s movie, and new patron orientation. Board Member Madden asked
if sandwiches could be added to the menu. Senior Services Manager Rosin stated
staff could get feedback about what meals patrons would like to eat in a more formal
way.
c. Report from Nutrition Site Council – Board Member Madden stated they would be
meeting next month. Freddies Café was doing well and new volunteers would be starting
soon.
d. Formation of Ad-Hoc Subcommittee for Volunteer Appreciation Event – Senior Services
Manager Rosin presented the staff report. Board Member Boscono made the motion
to form an ad-hoc subcommittee for the volunteer appreciation event. MSC
Boscono/Satow. Unanimous. Board Members Boscono and Hom, and Vice Chair
Martinez were appointed. Board Member Satow would be a substitute.
7. UNFINISHED BUSINESS:
a. Update on Food Distribution – Senior Services Manager Rosin spoke about working
with a Belle Air staff member on donating food. She stated she was looking into other
alternatives. The largest hurdle was due to it being ready-to-eat food and the need for
the food to be kept at the correct temperature.
b. Senior Membership Theme Selection – Board Member Boscono stated they had
chosen red and blue fleece blankets with the words Community, Enrichment, and
Wellness on the logo. Senior Services Manager Rosin stated the logo could be
reviewed by the end of the week.
c. Update on Senior Center Improvements – Director Karlen gave an overview of the
remodel. He stated the designers have been engaged to provide the overall costs of
other improvements needed such as the hvac system, the exterior paint, the roof, and
updated landscaping. Timeline from the designers was two months. He stated the
project would still fall short by about $1.5 million. Next step would be to go to Council to
find out what direction they would like to go. Senior Services Manager Rosin stated
that the recent smell outside was from a leaky pipe. The issue was being addressed by
the Facilities Team. Director Karlen stated the roof needed to be addressed now and
work would occur in the next few weeks.
d. Confirmation of 2026 Party Schedule – Senior Services Manager Rosin presented the
staff report. Chair Epperson asked about a recognition for the anniversary of the Senior
Center. Senior Services Manager Rosin stated she would work with Coordinator
Tomasello.
e. Update on Recipe Book – Senior Services Manager Rosin stated it would be
highlighted in November and would be available for free. Discussion about how many
per person, how many were printed, and why they were free.
8. ITEMS FROM STAFF:
a. City staff are always available to discuss matters of concern with the public around
Senior Services and the San Bruno Senior Center, from informal quick chats to
scheduled meetings – the door is always open.
b. Confirmation of Senior Center Holiday hours – Senior Services Manager Rosin stated
the Senior Center would be operating 8am – 1pm from Monday, December 22nd through
Friday, January 2nd and be closed December 25th, 26th, and January 1st.
9. ITEMS FROM BOARD MEMBERS

unless they are specifically listed for discussion.
Board Member Madden asked about the Recreation and Aquatic Center flier and wanted to
know why the Senior Center wasn’t mentioned. Director Karlen asked if it was the Activity
Guide.
Board Member Boscono asked for a Trader Joe’s update. Senior Services Manager
Rosin stated there was no update.
Vice Chair Martinez asked how to prevent volunteers from quitting. She would like to see
more respect for the volunteers. Senior Services Manager Rosin stated there would be a
combined volunteer and staff training this week as well as continued coaching.
Board Member Satow expressed appreciation about the dance floor, the mahjong table,
the puzzle table, and the clean ravine.
Chair Epperson asked about the crosswalk and traffic. Senior Services Manager Rosin
stated she would start the process.

MEETING MINUTES
Senior Advisory Board
September 16, 2025
1. CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior
Advisory Board to order at 9:02 a.m. Board Members Present: Chair Bunny Epperson, Vice
Chair Priscilla Martinez, Linda Boscono, Carolyn Chin, Liz Hom, and Pam Madden (arrived
late). Excused Absence: Joyce Satow. Staff Present: Rosin (arrived late) and Sandholm
(started meeting).
2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance.
3. APPROVAL OF THE AGENDA: The Board accepted the agenda.
4. APPROVAL OF MINUTES: The Board accepted the minutes of the August 19, 2025
meeting.
5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA:
Arnold Pablo spoke about having Senior Center orientations for new people and how they
should emphasize the Code of Conduct. He voiced a complaint about some members
making reservations for lunch time and writing the names of their friends on napkins. He
asked for an updated flier about food/dietary guidelines.
Vice Mayor Marty Medina spoke about Second Harvest at Belle Air School on the fourth
Wednesday of the month.
6. NEW BUSINESS:
a. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center
Historical Front Desk Sign-In Data from August 2025 – Discussion on 2024 class
attendance numbers and the addition of the frequency column on the Class Attendance
Report. Senior Services Manager Rosin stated that the Historical Front Desk Report
wasn’t received from the Nutrition Site Council and would be included next month.
b. Report from Nutrition Site Council – Board Member Madden stated they were
shorthanded so coverage was hard. She stated that they were very busy and would be
open when they could be. Chair Epperson asked if it could be announced that
volunteers were needed for Freddie’s Café. Chair Epperson asked about the leftover
food distribution status. Senior Services Manager Rosin stated that she found a
partnership with one of the USPS offices. Vice Mayor Medina spoke about an informal
pantry at Belle Air School.
c. Formation of Ad-Hoc Subcommittee for Volunteer Appreciation Event – Senior Services
Manager Rosin asked if board members would like to help plan the event. Board
Members Boscono, Hom, and Martinez volunteered.
d. Consideration and Discussion of 2026 Party Schedule – Senior Services Manager
Rosin presented the staff report. Discussion about 2026 party themes, individuals
present in the Assembly Room on party days, closure of pastry table at 9:30am on party
days, and saving spots.
e. Consider and accept Staff Recommendation to Cancel December 16 SAB Meeting –
Senior Services Manager Rosin presented the staff report. MSC Madden/Chin.
Unanimous.
7. UNFINISHED BUSINESS:
a. Update on Senior Membership Theme Selection – Board Member Hom stated there
would be an update next month. Chair Epperson asked to include information about the
membership drive in the next newsletter. Senior Services Manager Rosin stated
information would be in the October newsletter.
b. Update on Senior Center Improvements – Senior Services Manager Rosin stated staff
was working with the architectural design company to segment the design into the base
portion such as the bathrooms, the interior painting, and the front desk area and add-ons
such as the hvac system, the roof update, and exterior painting. More funding would be
needed to do everything.
8. ITEMS FROM STAFF:
a. City staff are always available to discuss matters of concern with the public around
Senior Services and the San Bruno Senior Center, from informal quick chats to
scheduled meetings – the door is always open.
b. Update on Senior Center operational hours, rental hours, and staffed hours – Senior
Services Manager Rosin stated that operational hours were not changing (Monday –
Friday, 8am – 4pm). She explained that Sunday programming occurred outside these
hours, making them fiscally irresponsible. She was working with the instructors to find
alternative times and ways to run their programs. The Senior Center would now be
available for Sunday rentals. She mentioned plans to adjust opening times during the
week to prevent staff from arriving at 5:30am. The goal was to have the building open
around 7:00am. It was stated that Mayra Gonzalez handled Senior Center rentals.

Board Member Boscono read an email from Board Member Satow about two items:
people are using water cups by the coffee table for leftovers and the possibility of additional
signs to alert drivers of pedestrians. Senior Services Manager Rosin stated she would talk
to Public Works. Chair Epperson suggested a ‘no turn on red’ sign and asked about the
cycling of the lights.
Board Member Chin asked for more mahjong sets. Senior Services Manager Rosin
stated that it was a programming question that could be talked about outside of the meeting.
Chair Epperson asked about the recipe book. Senior Services Manager Rosin stated that
the printer was down again.
Chair Epperson asked for an update on pickups from Trader Joe’s. Senior Services
Manager Rosin stated that she didn’t have one.

SUBJECT: Formation of Ad-Hoc Subcommittee for Volunteer Appreciation Event 2026
BACKGROUND:
The San Bruno Senior Center relies on the dedicated service of over 40 regular volunteers who
contribute thousands of hours annually in support of programs and services, including the daily
congregate lunch program (desk and kitchen assistance), front desk reception, pastry and bread
table, Freddie’s Café, bingo, special events, and more. These volunteers play a vital role in
fostering the welcoming and caring environment that defines the Senior Center.
In recognition of these invaluable contributions, the Senior Services Division hosts an annual
Volunteer Appreciation Event. The event celebrates the efforts of volunteers and acknowledges
their impact on the community at large.
DISCUSSION:
To enhance planning, coordination, and creative input for this important recognition event, staff
recommends the creation of an Ad-Hoc Volunteer Appreciation Event Subcommittee for the 2026
event.
The subcommittee’s primary purpose will be to:
• Collaborate with staff on the event theme, activities, budget, and recognition methods.
• Provide recommendations on event logistics, including date, location, entertainment,
timeline, food, and awards.
• Support outreach efforts to ensure volunteers are meaningfully acknowledged.
Additionally, a clear planning timeline will need to be established to allow for sufficient time to
secure contracts, make purchases, and finalize event details.
Based on the needs outlined above, City staff is recommending the formation of an ad-hoc
subcommittee comprised of no more than three board members to work collaboratively with staff
to plan and implement the 2026 Volunteer Appreciation Event. The subcommittee will dissolve
upon event completion.
FISCAL IMPACT:
No fiscal impact is associated with this report. Event expenses will be funded through the Senior
Services Division’s existing program budget, or through sponsorships/fundraising.
RECOMMENDATION:
1. Approve the formation of an ad-hoc subcommittee comprised of no more than three board
members to work collaboratively with staff to create and implement a Volunteer
Appreciation Event for 2026, and
2. Appoint up to three board members to serve on the subcommittee.

BACKGROUND:
The San Bruno Senior Center hosts a series of themed parties throughout the year to foster
community engagement, celebrate holidays, and provide opportunities for social connection
among patrons. These events are a cornerstone of the Center’s programming and are
consistently well-attended, featuring live entertainment, decorations, and themed meals in
conjunction with the Congregate Lunch program.
Each year, staff prepare a party schedule with Advisory Board and patron input in advance to
ensure adequate time for planning, budgeting, and coordination with entertainers, volunteers, and
anyone else needed.
DISCUSSION:
Based on formal and informal feedback and discussion, City staff have finalized the following
schedule:
