CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior Advisory Board to order at 9:00 a.m. Board Members Present: Chair Bunny Epperson, Linda Boscono, Carolyn Chin, Liz Hom, Pam Madden, and Joyce Satow. Excused Absence: Vice Chair Priscilla Martinez. Staff Present: Karlen and Rosin (late). 2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance. 3. APPROVAL OF THE AGENDA: The Board accepted the agenda. 4. APPROVAL OF MINUTES: The Board accepted the minutes of the October 21, 2025 meeting. 5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA: John Barrelier spoke about the violation of his freedom of speech. He spoke about establishing a table for a petition about the difference between 51% majority and 66 2/3%. Vice Mayor Marty Medina announced Second Harvest would be happening on Wednesday, November 26th. 6. NEW BUSINESS: a. Receive and File Historical Front Desk Sign-In Data from September 2025 – Chair Epperson asked for a review of the Zumba Gold number. Director Karlen stated that the number was low because some of the classes were cancelled in September. Discussion about Dying to Talk class and billiards. b. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center Historical Front Desk Sign-In Data from October 2025. NOTE: Nutrition Site Report will be available at the next scheduled meeting. – Questions about Cornhole Tournament and Come Back Bingo numbers. c. Report from Nutrition Site Council – Board Member Madden stated there was a concern about the handling and storage of the bingo equipment. She stated that Freddie’s Café was doing well. She spoke about concerns over leftovers. Director Karlen stated the program was very specific on what could and couldn’t be done. The program would be at risk if the rules were violated. Board Member Hom asked about consequences. d. Receive information on Senior Advisory Board Elections – Senior Services Manager Rosin presented the staff report. 7. UNFINISHED BUSINESS: a. Update on Senior Membership Theme Selection – Board Member Hom stated the artwork was reviewed. Senior Services Manager Rosin stated that the comments she received were similar. She would be sending out the updated artwork today. b. Update on Senior Center Improvements – Director Karlen spoke about the difficulties finding a clay roofing company. The company tracked down would be a sub-contractor. The current General Service Agreement didn’t allow for sub-contracting so the item would need to go to the City Council. He spoke about working with the design company on the bid alternates. A decision package would be brought forward to the City Council for their direction. Funding sources were still being looked for. 8. ITEMS FROM STAFF: a. City staff are always available to discuss matters of concern with the public around Senior Services and the San Bruno Senior Center, from informal quick chats to scheduled meetings – the door is always open. b. Annual Report – FY 2024-25 – Senior Service Manager Rosin stated that Vice Chair Martinez presented the Annual Report to City Council on November 12th. c. Reminder of Congregate Lunch program’s To-Go food – Senior Services Manager Rosin reviewed the ways the reminders were being distributed. The Congregate Lunch Program needed to be in compliance with the contract so there weren’t issues with funding. Discussion about printing information and the contract specifics on the placemats. Board Member Satow suggested including the updated revision dates at the bottom of the monthly newsletter. Board Member Boscono spoke about stern reminders. Director Karlen stated the information needed to come from a point of education first. Chair Epperson asked to be informed about County visits. d. Update of Senior Advisory Board By-Laws – Senior Services Manager Rosin stated staff was reviewing the by-laws to make sure they are up to date. The first revision would be brought back to the Board in January. Director Karlen stated this process had already happened with the Culture & Art Commission and the Parks & Recreation Commission. Director Karlen stated a contract had been signed for the Silver Sneakers Program at the RAC. He stated that it would be implied over the month of December with a definite launch date after the new year. Director Karlen spoke about the Veteran’s Day Program and thanked the Mayor, City Council Members, Senior Advisory Board Members, Senior Services Manager Rosin, and Artichoke Joe’s for their efforts to make it successful. Senior Services Manager Rosin stated that Coordinator Tomasello had submitted her resignation. She also explained that Mayra Gonzalez’ role was provisional and would conclude at the end of December. ACSR Maritza Marquez-Quinonez would be taking over. 9. ITEMS FROM BOARD MEMBERS This is a report out from board members. No discussion will occur on items reported out by board members unless they are specifically listed for discussion. Chair Epperson asked on Vice Chair Martinez’ behalf about the restoration of the kitchen’s intercom system. Senior Services Manager Rosin stated that when the Senior Center was closed, IT would be able to work on the wiring issue. Chair Epperson suggested having announcements start at 11:45am so kitchen volunteers could hear them. Chair Epperson asked about the cookbooks. Senior Services Manager Rosin stated they would be coming out this week. Board Member Boscono asked about the fees for the cookbooks. Senior Services Manager Rosin stated that they would be by contribution. Board Member Satow asked about the number of cookbooks per person. Chair Epperson asked to agendize the subject of signage on Crystal Springs. Director Karlen stated that this should be taken to the Traffic Commission. Board Member Boscono spoke about the tendency of people to gravitate and take videos when emergency personnel arrive to help. Senior Services Manager Rosin stated she would work with staff on better crowd control. Board Member Madden asked whether Freddie’s Café was included in the improvements. Director Karlen stated that the Nutrition Site Council was approached and they weren’t interested in contributing to the project. Board Member Satow asked about the out-of-date permit to operate. Senior Services Manager Rosin stated that she had reached out to Environmental Health multiple times for the updated permit. She stated that the Senior Center was in compliance. Board Member Satow asked about the new lunch money box and the suggestion box. Senior Services Manager Rosin stated that both were broken. Board Member Satow asked about who looked at the suggestions. Senior Services Manager Rosin stated that she did. Director Karlen explained that the questions coming in during the Report Out From Board Members were operational and should be addressed with staff when they arose. The questions aren’t board meeting material. If a subject needed to be addressed, then it needed to be agendized. Chair Epperson asked what the cutoff would be if something wanted to be agendized. Director Karlen stated it would be the Thursday before the meeting by noon. Senior Services Manager Rosin asked for topics to be given to her by the Wednesday before the meeting. 10. ADJOURNMENT: Meeting was adjourned at 10:00 a.m.

CALL TO ORDER/ROLL CALL: Chair Epperson called the meeting of the Senior Advisory Board to order at 9:02 a.m. Board Members Present: Chair Bunny Epperson, Vice Chair Priscilla Martinez (late), Linda Boscono, Carolyn Chin, Pam Madden, and Joyce Satow. Excused Absence: Liz Hom. Staff Present: Karlen (late) and Rosin 2. PLEDGE OF ALLEGIANCE: Chair Epperson led the Pledge of Allegiance. 3. APPROVAL OF THE AGENDA: The Board accepted the agenda. 4. APPROVAL OF MINUTES: The Board accepted the minutes of the September 16, 2025 meeting with a correction to 6C - Formation of Ad-Hoc Subcommittee for Volunteer Appreciation Event. Board Members were interested in forming a subcommittee rather than volunteering to be on the subcommittee. 5. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA: John Barrelier spoke about his constitutional rights, oath of office for staff, freedom of speech and right to petition denial in the code of conduct, expiration of the permit to operate, and the liability waiver on the sign-in sheets. He stated that he had no respect for the authority at the Senior Center and he would approach the leaders with a request-demand in writing. Senior Services Manager Rosin stated that the permit was current and she had reached out to the County for a current copy. She stated that she and Director Karlen had reached out to Mr. Barrelier to sit down to figure out what his ultimate goal was with everything. John Barrelier stated that his ultimate goal was to have everything corrected that was illegal. 6. NEW BUSINESS: a. Receive and File Historical Front Desk Sign-In Data from August 2025 – Senior Services Manager Rosin presented. b. Receive and File Monthly Class Attendance, Nutrition Site Report, and Senior Center Historical Front Desk Sign-In Data from September 2025 – Discussion that origami number should be 14, and questions about numbers for Sunday dances, Wednesday’s Officer talk, Friday’s movie, and new patron orientation. Board Member Madden asked if sandwiches could be added to the menu. Senior Services Manager Rosin stated staff could get feedback about what meals patrons would like to eat in a more formal way. c. Report from Nutrition Site Council – Board Member Madden stated they would be meeting next month. Freddies Café was doing well and new volunteers would be starting soon. d. Formation of Ad-Hoc Subcommittee for Volunteer Appreciation Event – Senior Services Manager Rosin presented the staff report. Board Member Boscono made the motion to form an ad-hoc subcommittee for the volunteer appreciation event. MSC Boscono/Satow. Unanimous. Board Members Boscono and Hom, and Vice Chair Martinez were appointed. Board Member Satow would be a substitute. 7. UNFINISHED BUSINESS: a. Update on Food Distribution – Senior Services Manager Rosin spoke about working with a Belle Air staff member on donating food. She stated she was looking into other alternatives. The largest hurdle was due to it being ready-to-eat food and the need for the food to be kept at the correct temperature. b. Senior Membership Theme Selection – Board Member Boscono stated they had chosen red and blue fleece blankets with the words Community, Enrichment, and Wellness on the logo. Senior Services Manager Rosin stated the logo could be reviewed by the end of the week. c. Update on Senior Center Improvements – Director Karlen gave an overview of the remodel. He stated the designers had been engaged to provide the overall costs of other improvements needed such as the hvac system, the exterior paint, the roof, and updated landscaping. Timeline from the designers was two months. He stated the project would still fall short by about $1.5 million. Next step would be to go to Council to find out what direction they would like to go. Senior Services Manager Rosin stated that the recent smell outside was from a leaky pipe. The issue was being addressed by the Facilities Team. Director Karlen stated the roof needed to be addressed now and work would occur in the next few weeks. d. Confirmation of 2026 Party Schedule – Senior Services Manager Rosin presented the staff report. Chair Epperson asked about a recognition for the anniversary of the Senior Center. Senior Services Manager Rosin stated she would work with Coordinator Tomasello. e. Update on Recipe Book – Senior Services Manager Rosin stated it would be highlighted in November and would be available for free. Discussion about how many per person, how many were printed, and why they were free. 8. ITEMS FROM STAFF: a. Confirmation of Senior Center Holiday hours – Senior Services Manager Rosin stated the Senior Center would be operating 8am – 1pm from Monday, December 22nd through Friday, January 2nd and be closed December 25th, 26th, and January 1st. 9. Board Member Madden asked about the Recreation and Aquatic Center flier and wanted to know why the Senior Center wasn’t mentioned. Director Karlen asked if it was the Activity Guide. Board Member Boscono asked for a Trader Joe’s update. Senior Services Manager Rosin stated there was no update. Vice Chair Martinez asked how to prevent volunteers from quitting. She would like to see more respect for the volunteers. Senior Services Manager Rosin stated there would be a combined volunteer and staff training this week as well as continued coaching. Board Member Satow expressed appreciation about the dance floor, the mahjong table, the puzzle table, and the clean ravine. Chair Epperson asked about the crosswalk and traffic. Senior Services Manager Rosin stated she would start the process. 10. Member terms end in January and elected members are sworn in at the February meeting. Bunny Epperson and Priscilla Martinez were elected in 2024 for a two-year term and will be required to submit an application and candidate statement if they intend to run for re-election. DISCUSSION: The process to run for the Senior Advisory Board begins with a call for candidates published in the December and January newsletters, announced during lunch time, and posted throughout the Senior Center. Adults 50 and over who reside in San Bruno and desire to run for a board position will fill out and return an application and a candidate statement describing why they are interested in serving on the board. If more applications are received than vacant seats, a candidate forum is arranged during lunch for the resident seniors to meet the candidates. An election is held on the first Wednesday of February and is presided over by the City Clerk or Deputy City Clerk. Voting is open to San Bruno residents aged 50 or older. Applications for two Board positions will be accepted from December 17, 2025 through January 24, 2026. The position vacancies will be advertised in the December and January newsletters. Nominations from the floor at the January 20, 2026, Senior Advisory Board meeting will also be permitted. If there are more than two applicants, an election will be held on Wednesday, February 4, 2026, from 9:00 am – 3:30 pm. Each senior that wishes to vote will receive a ballot after proof of age and San Bruno residency has been established. If there are two applications or less, the qualified applicants will be automatically appointed to the Board. At the February 24, 2026 Senior Advisory Board meeting, the new board members will be sworn in, and a new Chair and Vice Chair will be elected.
