CALIFORNIA ENVIRONMENTAL QUALITY ACT The California Environmental Quality Act (“CEQA”) is the state law that requires the City to evaluate and document the potential environmental consequences of discretionary decision. (See, California Public Resources Code Sections 21000-21189.3; and the “CEQA Guidelines” at California Code of Regulations Title 14, Division 6, Chapter 3, Sections 15000-15387). For each item that requires a CEQA determination by the City Council, there is a reference to that determination on this agenda, and more information regarding the CEQA analysis is included in the documents that accompany this agenda. To the extent that City staff determines that particular items are not subject to CEQA, there will be no indication of a CEQA action on this agenda. Members of the City Council who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a City Council Member since January 1, 2023, are required to disclose that fact for the official record of the subject proceedings. Disclosures must include the amount of the campaign contribution and identify the recipient City Council Member and may be made either in writing to the City Clerk before the agenda item or by verbal disclosure during consideration. CONTINUE THE PUBLIC HEARING ON CONSIDERATION OF A RESOLUTION IMPLEMENTING A DEPOSIT FEE FOR GOLF TEE TIME BOOKINGS A public hearing to consider the implementation of a booking deposit fee for the reservation of tee time at the San Clemente Municipal Golf Course. The proposed booking deposit fee of $10 per tee time aims to enhance reservation efficiency, reduce no-shows, and improve access for golfers seeking tee times. The deposit fee is proposed to be applied towards the total green fee at the time of golfer check-in with the Starter Office. Staff Recommendation Continue the public hearing to the Regular City Council Meeting of March 18, 2025 at 5:30 p.m. or as soon thereafter as the matter may be heard. CONSIDERATION OF A RESOLUTION AUTHORIZING ACCEPTANCE OF $1.8 MILLION GRANT AWARD FOR CLEAN MOBILITY OPTIONS VOUCHER PILOT PROGRAM’S 2023 MOBILITY PROJECT VOUCHER, AUTHORIZING EXECUTION OF THE MOBILITY PROJECT VOUCHER AGREEMENT AND FINDING THE PROJECT STATUTORILY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Staff Recommendation Adopt Resolution No. 25-18, which will: 1. Find the Clean Mobility Options (CMO) Voucher Pilot Program statutorily exempt from the California Environmental Quality Act (CEQA) pursuant to California Public Resources Code § 21080.25. 2. Authorize the City Manager to execute the Mobility Project Voucher Agreement (Agreement Number MP23W2A-16G). 3. Accept grant revenue from the Clean Mobility Options (CMO) Program Administrator in the amount of up to $1,800,000 for the San Clemente NEV Circulator Program for FY 2024/25 through 2029/30. 4. Direct staff to include the City total contribution of $534,000 to be included within the General Fund Budget for the final operational year of shuttle service within the FY2029 budget. 10. CONSIDERATION OF A RESOLUTION ADOPTING A LOCAL HAZARD MITIGATION PLAN, AND UPDATE ON WILDFIRE MITIGATION ACTIONS (Agendized by Mayor Pro Tem Enmeier, with the support of Councilmember Loeffler and Mayor Knoblock, at the February 4, 2025 City Council meeting.) Staff Recommendation 1. Adopt Resolution No. 25-23 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE AUTHORIZING THE ADOPTION OF THE 2024 SAN CLEMENTE LOCAL HAZARD MITIGATION PLAN. 2. Receive and file the Administrative Report dated March 4, 2025, and on file with the City Clerk, related to the Community Wildfire Protection Plan and Firewise USA Program. CONSIDERATION OF A RESOLUTION APPROVING A DESIGN FOR INSTALLATION OF A PEDESTRIAN REFUGE ISLAND, SIGNAGE, MARKINGS, AND RED CURBS ON CAMINO MIRA COSTA NEAR MIRA COSTA PARK AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Planning Commission and Staff Recommendation Adopt Resolution No. 25-24, which will: 1. Find the project categorically exempt from the California Environmental Quality Act (CEQA) under Class 1 (Existing Facilities, 14 CCR section 15301) of the State CEQA Guidelines. 2. Approve the design concepts as illustrated in Attachment 2, of the Administrative Report dated March 4, 2025, as follows: a. Install pedestrian refuge islands in the painted median on Camino Mira Costa. b. Signage to alert approaching drivers about the presence of pedestrian refuge islands and crossing pedestrians. c. PED XING markings on both the vehicular and bike lanes leading up to the pedestrian refuge islands. d. 30-foot red curb on both sides of Camino Mira Costa in front of Mira Costa Park. 3. Direct staff to complete project construction plans based on those design concepts, solicit construction bids, and return to City Council for consideration of award of a construction contract and the necessary code modification to create the new No Parking red curbs. CITY MANAGER COMPENSATION REVIEW AND CONSIDERATION OF A RESOLUTION AUTHORIZING A SECOND AMENDMENT TO THE EMPLOYMENT AGREEMENT WITH CITY MANAGER ANDY HALL IMPLEMENTING AN EXECUTIVE LEVEL SALARY ADJUSTMENT (Agendized by Mayor Knoblock, with the support of Councilmember Cabral at the February 18, 2025 City Council meeting.) Staff Recommendation Staff recommends that the City Council provide direction to staff, make an oral report summarizing the proposed action, and, if desired, consider Resolution No. 25-25 and the draft Second Amendment to the City Manager’s Employment Agreement and fill in the blanks with a salary for the City Manager in an amount specified by the City Council effective February 18, 2025. 11. MEETINGS RECORDED AND TELEVISED City Council meetings are broadcast live and are replayed periodically on Cox Communications Local Access Channel 854. Meetings are also available for live-stream or post meeting viewing from the City’s website. Meetings are also recorded via audio CD and/or DVD and retained as a City record in accordance with the City’s records retention schedule. USE OF ELECTRONIC VISUAL AIDS BY PUBLIC AT MEETINGS To allow staff adequate time to confirm software compatibility, individuals wishing to utilize electronic visual aids to supplement their oral presentations at the meeting, must submit the electronic files to the City Clerk by no later than 12:00 p.m. on the day of the meeting. Only compatible electronic formats will be permitted to be used on City audio/visual computer equipment.
