Public Comment: If you wish to address the City Council, please complete a “Request to Speak” form. Forms
are located at the rear of the Council Chambers. Be sure to indicate which item number you wish to address .
Comments are limited to FIVE minutes, unless you meet the requirements of a formal or informal organization
and have registered your organization with the City Clerk in advance. Speakers are asked to fill out a “Request to
Speak” form and hand it to staff, although provision of a name, address, or other identifying information is
optional.
The Oral Communication segment of the agenda is for the purpose of allowing the public to address the City
Council on any matter NOT listed on the agenda. Speakers are limited to only one opportunity to address the
Council under Oral Communications. The Oral Communication segment is split on the agenda and begins with a
15-minute timed segment during which the Council will hear as many speakers as possible. Upon the conclusion
of the 15-minute timed segment, any remaining speakers will automatically be called during the continuation of
the Oral Communication segment at the end of the agenda. The City Council is prohibited by state law from
taking action on items NOT listed on the Agenda. However, they may refer the matter to staff for a future report
and recommendation. If you wish to speak under “Oral Communications,” please complete a “Request to Speak”
form as noted above.
Meeting Schedule and Broadcast Information: Regular City Council meetings are held on the second and fourth
Tuesday of each month at 6:00 pm in the Council Chambers. City meetings are broadcast LIVE on San Marcos
Community Television (SMTV) on Cox Channel 19, Time Warner Channel 24 and AT&T Channel 99. Meetings
are also streamed live and archived online at www.san-marcos.net.
Agendas: Agenda packets are available for public inspection 72 hours prior to scheduled meetings at the City
Clerk Department located on the second floor of City Hall, 1 Civic Center Drive, San Marcos, during normal
business hours. Packet documents are also posted online at www.san-marcos.net.
Agenda-related writings or documents provided to a majority of the City Council after distribution of the agenda
packet will be available for public inspection at the time of distribution in the City Clerk Department located on the

Recommendation: Receive and file the Fair Political Practices Commission 2012 Local Agency Biennial
Notices regarding the conflict of interest code for the City of San Marcos indicating that
amendments are required and directing staff to return with proposed amendments to
the City Council within 90 days.

5. TMP-0134 RESOLUTION NO. 2014-7879 - AUTHORIZING DESIGNATED STAFF
TO FILE WITH THE CALIFORNIA GOVERNOR’S OFFICE OF
EMERGENCY SERVICES FOR FEDERAL FINANCIAL ASSISTANCE
THROUGH THE HOMELAND SECURITY GRANT PROGRAM
Recommendation: Staff recommends that the City Council adopt the attached resolution authorizing
designated staff to file with the California Governor's Office of Emergency Services for
financial assistance through the to the Homeland Security Grant Program (HSGP).

AUTHORIZATION TO ISSUE REFUNDING BONDS FOR COMMUNITY
FACILITIES DISTRICT NO. 91-01 (TWIN OAKS VALLEY RANCH) AND
CERTAIN IMPROVEMENT AREAS WITHIN COMMUNITY FACILITIES
DISTRICT NO. 99-01 (SAN ELIJO HILLS)
Recommendation: Staff recommends the City Council adopt the attached resolutions authorizing the
issuance of bonds by the San Marcos Public Financing Authority (the "Authority") and
related Special Tax Refunding Bonds by the City of San Marcos Community Facilities
District No. 91-01 (Twin Oaks Valley Ranch) (the "CFD 91-01) and the City of San
Marcos Community Facilities District No. 99-01 (San Elijo Hills) (the "CFD 99-01).

INTEGRATED REGIONAL WATER MANAGEMENT GRANT FUNDS
AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE GRANT
AGREEMENT ON BEHALF OF THE CITY
Recommendation: Staff recommends the City Council adopt a resolution to accept Proposition 50
Integrated Regional Water Management (IRWM) Implementation grant funds and
authorize the City Manager to execute the grant agreement on behalf of the City.

Recommendation: Staff recommends approval of the Final Subdivision Map for TSM 14-002, Unit No. 1.
Staff recommends the acceptance of publicly dedicated land consisting of the property
and areas as described in Table A of this report and recommends the vacation of a
portion of North City Drive.

CUSTODIAL SERVICES CONTRACT
Recommendation: Staff recommends the City Council adopt the attached resolution awarding the contract
for the Park and Bus Shelter Custodial Services in the amount of $1,568,520.00 to

OVERSIGHT BOARD OF THE SUCCESSOR AGENCY TO THE
FORMER SAN MARCOS REDEVELOPMENT AGENCY
Recommendation: It is recommended that the City Council acting in its capacity as the San Marcos Fire
Protection Board of Directors adopt a resolution appointing a new member to the
Oversight Board to the Successor Agency to the former San Marcos Redevelopment
Agency.

PAYMENT SCHEDULE
Recommendation: As the Successor Agency to the former San Marcos Redevelopment Agency, staff
recommends the adoption of the attached resolution approving the Recognized
Obligation Payment Schedule (ROPS 14.15B) for the required filing period of January 1
through June 30, 2015 as required by AB X1 26 and AB 1484.

OF CONDITIONAL APPROVAL OF AN AMENDMENT TO THE
GENERAL PLAN TO CHANGE THE DESCRIPTIVE REFERENCE
FROM “SPA (MOVIE STUDIO)” TO “SPA (LOMA SAN MARCOS),”
AND CONDITIONAL APPROVAL OF A SPECIFIC PLAN AMENDMENT
TO CHANGE THE TITLE THROUGHOUT THE SPECIFIC PLAN FROM
“SPECIFIC PLAN (MOVIE STUDIO)” TO “SPECIFIC PLAN (LOMA SAN
MARCOS).
Recommendation: Staff recommends that the City Council consider conditional approval of the name
change of the General Plan designation and Specific Plan Title for the San Marcos
Studios property from San Marcos Studios Specific Plan to "Loma San Marcos Specific
Plan," with the effective date of such approval expressly subject to and contingent on
submission of an electronic version of the Specific Plan that includes the name change
and the required errata changes previously approved by the City Council.
