Public Comment: If you wish to address the City Council, please complete a “Request to Speak” form. Forms are
located at the rear of the Council Chambers. Be sure to indicate which item number you wish to address .
Comments are limited to THREE minutes, unless you meet the requirements of a formal or informal organization
and have registered your organization with the City Clerk in advance. Speakers are asked to fill out a “Request to
Speak” form and hand it to staff, although provision of a name, address, or other identifying information is optional.
The Oral Communication segment of the agenda is for the purpose of allowing the public to address the City
Council on any matter NOT listed on the agenda. Speakers are limited to one opportunity to address the Council
under Oral Communications. The Oral Communication segment is split on the agenda and begins with a 15 minute
timed segment during which the Council will hear as many speakers as possible. Upon the conclusion of the 15
minute timed segment, any remaining speakers will automatically be called during the continuation of the Oral
Communication segment at the end of the agenda. Subject to very limited exceptions, the City Council is prohibited
by state law from discussing or taking action on items NOT listed on the Agenda. However, they may refer the
matter to staff for a future report and recommendation. If you wish to speak under “Oral Communications,” please
complete a “Request to Speak” form as noted above in advance of the start of that portion of the meeting.
Meeting Schedule and Broadcast Information: Regular City Council meetings are held on the second and fourth
Tuesday of each month at 6:00 pm in the Council Chambers. City meetings are broadcast LIVE on San Marcos
Community Television (SMTV) on Cox Channel 19, Time Warner Channel 24 and AT&T Channel 99. Meetings are
also streamed live and archived online at www.san marcos.net.
Agenda related writings or documents provided to a majority of the City Council after distribution of the agenda
packet will be available for public inspection at the time of distribution in the City Clerk Department located on the
second floor of City Hall, 1 Civic Center Drive, San Marcos, CA during normal business hours. The same materials

Recommendation: NOTE AND FILE the City's Annual Comprehensive Financial Report (ACFR) for the
fiscal year ended June 30, 2024 along with the independent auditors' letter to the City
Council regarding audit results.

5. TMP-2209 RESOLUTION NO. SA 2025-034 - APPROVING THE 25-26
RECOGNIZED OBLIGATION PAYMENTS SCHEDULE (ROPS) AND
ADMINISTRATION BUDGET AS REQUIRED BY HEALTH & SAFETY
CODE SECTION 34177
Recommendation: ADOPT a resolution approving the Recognized Obligation Payment Schedule (ROPS)
and Administration Budget for the required filing period of July 1, 2025 through June 30,
2026.

6. TMP-2214 RESOLUTION NO. 2025-9399 - ACKNOWLEDGING RECEIPT OF THE
ANNUAL SB 1205 STATE MANDATED FIRE INSPECTION
COMPLIANCE REPORT
Recommendation: ADOPT a resolution acknowledging receipt of the Annual State Mandated Inspection
Compliance Report. The Report reflects that the San Marcos Fire Department has
conducted 100% of inspections of certain structures as required by the California Health
and Safety Code section 13146.4.

7. TMP-2213 RESOLUTION NO. 2025-9400 - EXECUTE AMENDMENT 4 TO THE
JANITORIAL SERVICES AGREEMENT (6223) WITH CCS FACILITY
SERVICES - SAN DIEGO, INC.
Recommendation: ADOPT a resolution authorizing the City Manager to execute Amendment 4 to the
Janitorial Services Agreement with CCS Facility Services - San Diego, Inc, to increase
said agreement to an amount not to exceed $1,616,600.00, and to extend the
agreement to August 03, 2025.

OUTSIDE AGENCIES
Recommendation: APPOINT individual City Councilmembers to serve a two year term (or other term
specified), from January 2025 to December 2026, on the North County Dispatch Joint
Powers Authority (NCDJPA), League of California Cities-San Diego Division (LOCC-SD),
North County Transit District (NCTD), Southern California Joint Powers Insurance
Authority (SCJPIA), San Diego Association of Governments (SANDAG) and Clean
Energy Alliance (CEA).
APPOINT a City Councilmember to the position of Deputy Mayor for a two-year term
from January 2025 to December 2026 to fulfill the duties as assigned pursuant to San
Marcos Municipal Code 2.08.040.
APPOINT the Mayor and Deputy Mayor to serve as Chair and Vice Chair, respectively,
of the San Marcos Fire Protection District and all other agencies where the City Council
sits as the board.

OCCUPIED PRIMARILY OR EXCLUSIVELY BY RESIDENTS AGED 55
YEARS OR OLDER TO A MOBILEHOME PARK ALLOWING
RESIDENTS OF ALL AGES, AND RESOLUTION HOLDING
PROPOSED MOBILEHOME PARK CHANGES FROM HOUSING FOR
OLDER PERSONS TO HOUSING FOR ALL-AGES IN ABEYANCE
PENDING COMPLETION OF CITY REVIEW AND EVALUATION OF
THE IMPACTS OF SUCH PROPOSED CHANGES
Recommendation: 1. ADOPT Ordinance No. 2025-1556, extending the Interim Urgency Ordinance
imposing a temporary city-wide moratorium on the conversion/change of any
mobilehome park occupied primarily or exclusively by residents aged 55 years or older
to a mobilehome park allowing residents of all-ages, for a period of 10 months and 15
days pursuant to California Government Code section 65858(a), and
2. APPROVE Resolution No. 2025-9401, holding proposed mobilehome park changes
from housing for older persons to housing for all-ages in abeyance pending completion
of City review and evaluation of the impacts of such proposed changes.
