Animal Shelter Advisory Committee Meeting Minutes February 10, 2021 at 12:00 p.m. Virtual Zoom Meeting 501 E Hopkins, San Marcos, Texas 78666 I. CALL TO ORDER Please note that all committee meetings may be recorded and uploaded to the Meeting was called to order by Chair Dr. Jeff Jorgenson at 12:04 PM. II. ROLL CALL In attendance: Dr. Jeff Jorgensen, Gail Sharp, Briana Brecher, Steven Heath, Dale Nave, Jonathon Coco and John Trinidad. Quorum present. III. 30 MINUTE CITIZEN COMMENT PERIOD: Each speaker signed up prior to the meeting being called to order will be called in order of sign-up, and will be allowed three minutes to speak about items posted or not on the agenda None IV. MINUTES: Consider approval, by motion, of the December 9, 2020 meeting minutes. MOTION made by Steven Heath to approve minutes as written. Seconded by Gail Sharp. All in favor, none opposed, motion carried. V. PRESENTATIONS a) Powers and duties revision: Gail Sharp and Steven Heath presented the draft as directed at the last meeting and welcomed additional feedback and revisions; Gail Sharp will make the final edits and forward to Yvonne for inclusion in the next meeting for final approval. Once in final form and approved by the ASAC, the Chair will forward the recommendation to the San Marcos City Council. VI. ITEMS FOR ACTION/DISCUSSION a) Discuss what is currently In place for community cat TNR/SNR program: DerryAnn Krupinsky informed the Committee that while there is no organized TNR/SNR program, the shelter can and does return feral cats to their original location within San Marcos when appropriate. Returns only occur after the cats have had spay/neuter, microchipping, and vaccinations. During the creation of the implementation plan, cat solutions were identified as inadequate and needing attention. DerryAnn further stated that while staff have worked toward bringing all aspects of TNR up for discussion, we recently learned that Kyle and Buda have no intention of permitting TNR. Christie discussed the option of designating unsocial cats as barn cats, but stated it depends on the shelter’s capacity and space to be able to hold barn cats waiting for placement. VII. REPORTS a) Staff Report: Quarterly reporting Christie Banduch reviewed the quarterly shelter statistics for the first quarter of the fiscal year, October to December 2020. Committee member Dale Nave requested to see the data in more detail. b) Staff Report: General Shelter updates Christie Banduch and DerryAnn Krupinsky reported the shelter has been well under capacity during the winter months, but preparing for busier months ahead. In anticipation of puppy and kitten season, the shelter is looking to expand its foster pool. Even with our doors closed to the public, adoptions, rescues, and fosters are consistently conducted by appointment. DerryAnn Krupinsky stated that interviewing will begin shortly for the Administrative Assistant position, and hopefully the Manager position will be posted soon. VIII. FUTURE AGENDA ITEMS (motions to place an item on an agenda for a regular committee meeting) a) Discuss and consider items for future agendas. 1. Final Committee approval of Powers and Duties Revision IX. QUESTION AND ANSWER SESSION WITH PRESS AND PUBLIC Sharri Boyett – Spoke and asked about the ability to do TNR in Hays County. Jennifer Hays - Commented that more data should be provided in relation to the variance in number of cats euthanized compared to dogs. Jennifer Hays also commented that we should charge an extra fee to the partners who don’t allow TNR. X. ADJOURNMENT MOTION made by Gail Sharp to adjourn. Seconded by Dale Nave. All in favor, none opposed, motion carried to adjourn meeting at 12:49 PM.
