MINUTES OF THE REGULAR MEETING OF THE
SAN MARCOS HISTORIC PRESERVATION COMMISSION
September 3, 2015
Council Chambers, City Hall, 630 E. Hopkins.
COMMISSIONERS PRESENT: Rodney Van Oudekerke, Chair

Vice Chair Van Oudekerke called the meeting to order at 5:45 p.m.
Citizen Comment Period:
No one spoke.
Consent Agenda:
Consider the minutes of the Regular Meeting of June 4, 2015 and the Regular Meeting of August
6, 2015.
COMMISSIONER SPELL MOVED TO APPROVE. COMMISSIONER HALSEY
SECONDED. ROLL WAS CALLED AND THE MOTION PASSED 6-0 WITH
COMMISSIONERS VAN OUDEKERKE, BAKER, SERGI, PREWITT, SPELL, AND
HALSEY VOTING YES.
Public Hearings:
HPC-15-11. Hold a public hearing and consider a request for a Certificate of Appropriateness
by Matt Akins, on behalf of Eleanora Olson, to allow the demolition of an existing accessory
structure at the rear of the property located at 704 W. Hopkins Street.
Alison Brake gave a presentation outlining the request.
Chair Van Oudekerke opened the public hearing. Matt Akins made himself available for questions.
No one else spoke and Chair Van Oudekerke closed the public hearing.
COMMISSIONER VAN OUDEKERKE MOVED TO APPROVE. COMMISSIONER
PREWITT SECONDED. ROLL WAS CALLED AND THE MOTION FAILED 2-4 WITH
COMMISSIONERS VAN OUDEKERKE AND PREWITT VOTING YES.
COMMISSIONERS BAKER, SERGI, SPELL, AND HALSEY VOTED NO.

COMMISSIONER SERGI MOVED TO DISAPPROVE WITH THE CONDITION THAT
THE APPLICANT RETURN TO THE COMMISSION IN OCTOBER WITH A PLAN
FOR RESTORATION. COMMISSIONER HALSEY SECONDED. ROLL WAS CALLED
AND THE MOTION PASSED 4-2 WITH COMMISSIONERS BAKER, SERGI, SPELL,
AND HALSEY VOTING YES. COMMISSIONERS VAN OUDEKERKE AND PREWITT
VOTED NO.
HPC-15-13. Hold a public hearing and consider a request for a Certificate of
Appropriateness by Cheryl Cizler to allow various exterior renovations to the front façade of
the residence located at 1127 Belvin Street.
Alison Brake gave a presentation outlining the request.
Chair Van Oudekerke opened the public hearing. No one spoke and Chair Van Oudekerke closed
the public hearing.
COMMISSIONER HALSEY MOVED TO APPROVE. COMMISSIONER SERGI
SECONDED. ROLL WAS CALLED AND THE MOTION PASSED 6-0 WITH
COMMISSIONERS VAN OUDEKERKE, BAKER, SERGI, PREWITT, SPELL, AND
HALSEY VOTING YES.
HPC-15-14. Hold a public hearing and consider a request for a Certificate of
Appropriateness by Keith Ubben to allow the installation of a new canvas awning onto an
existing frame on the front façade of the building located at 130 E. San Antonio Street.
Alison Brake gave a presentation outlining the request.
Chair Van Oudekerke opened the public hearing. No one spoke and Chair Van Oudekerke closed
the public hearing.
COMMISSIONER SPELL MOVED TO APPROVE. COMMISSIONER PREWITT
SECONDED. ROLL WAS CALLED AND THE MOTION PASSED 6-0 WITH
COMMISSIONERS VAN OUDEKERKE, BAKER, SERGI, PREWITT, SPELL, AND
HALSEY VOTING YES.
Planning Staff Report.
Alison Brake gave an update regarding the Zoning for Character Workshops.

THERE BEING NO FURTHER BUSINESS, CHAIR VAN OUDEKERKE DECLARED THE
MEETING ADJOURNED AT 6:36 P.M.

Executive Session.
