I. Call To Order
With a quorum present the regular meeting of the San Marcos Historic Preservation
Commission was called to order at 5:46 p.m. on Thursday, November 5, 2020.
II. Roll Call
Present 5 – Commissioner Perkins, Commissioner Dake, Commissioner Holder,
Commissioner Arlinghaus, and Commissioner Kennedy
Absent 0
III. 30 Minute Citizen Comment Period:
No one spoke and Chair Perkins closed the Citizen Comment Period.
MINUTES
1. Consider approval, by motion, of the September 24, 2020 special meeting
minutes.
A motion was made by Commissioner Arlinghaus, seconded by Commissioner Dake to
approve the minutes as submitted. The motion carried by the following vote:
For: 5 – Commissioner Perkins, Commissioner Dake, Commissioner Holder,
Commissioner Arlinghaus, and Commissioner Kennedy
Against: 0
2. Consider approval, by motion, of the October 1, 2020 regular meeting minutes.
Commissioner Perkins made a minor amendment to the minutes, asking that the motion
under Item 2 reflect the correct Commissioner who made the motion for approval.
A motion was made by Commissioner Perkins, seconded by Commissioner Arlinghaus to
approve the minutes as amended. The motion carried by the following vote:
For: 5 – Commissioner Perkins, Commissioner Dake, Commissioner Holder,

Against: 0
PUBLIC HEARINGS
3. HPC-20-23 (508 Centre Street) Hold a public hearing and consider a request for
a Certificate of Appropriateness by Cranz Greenwood to allow the construction
of a new, single-story accessory dwelling unit in the rear yard of the property.
Alison Brake gave a presentation outlining the request. She concluded that the request to
construct a new, single-story, 852 square foot accessory dwelling unit in the rear yard of the
property is consistent with the Historic District Design Guidelines [Section C.1.2.4(2),
Section C.1.2.4(6), Section C.1.2.4(7), Section C.1.2.4(8), Section C.1.2.4(9), Section and
Section C.1.2.4(16)], the San Marcos Development Code [Section 4.5.2.1(I)(1)(g)] and the
Secretary of the Interior Standards for Rehabilitation [Standards 9 and 10]. Therefore, Staff
recommended approval of the request as submitted.
No one spoke in favor nor in opposition. The applicant was available for questions. There
were no further questions and Chair Perkins closed the public hearing.
Discussion between the applicant and the Commission ensued.
A motion was proposed by Commissioner Arlinghaus, seconded by Commissioner
Kennedy, to approve the request to construct a new, single-story, 852 square foot
accessory dwelling unit in the rear yard of the property as it is consistent with the
Historic District Design Guidelines [Section C.1.2.4(2), Section C.1.2.4(6), Section
C.1.2.4(7), Section C.1.2.4(8), Section C.1.2.4(9), Section and Section C.1.2.4(16)], the
San Marcos Development Code [Section 4.5.2.1(I)(1)(g)] and the Secretary of the
Interior Standards for Rehabilitation [Standards 9 and 10].
A motion was proposed by Commissioner Perkins, seconded by Commissioner Dake,
to approve the request to construct a new, single-story, 852 square foot accessory
dwelling unit in the rear yard of the property to amend the main motion by adding the
following condition:
1. The left elevation side of the proposed structure that faces Centre Street, as
shown in the plans submitted to the Commission, shall include a window or
windows to meet the construction and repair standard in Section
4.5.2.1(I)(1)(d) of the San Marcos Development Code: Rhythm of solids to voids
in front Facades. The relationship of solids to voids in the front facade of a
building shall be visually compatible with the other buildings to which it is
visually related.
The motion carried by the following vote:
For: 4 – Commissioner Perkins, Commissioner Dake, Commissioner Holder,
and Commissioner Kennedy
Against: 1 – Commissioner Arlinghaus
Chair Perkins called for a vote on the main motion with the following condition: The
left elevation side of the proposed structure that faces Centre Street, as shown in the

request for a Certificate of Appropriateness by Shawn Dupont to allow the
remodeling of the existing detached historic-age garage to construct a single-
story, 537 square foot accessory dwelling unit in the rear yard of the property.
Alison Brake gave a presentation outlining the request. She concluded request to remodel
the existing detached historic-age garage to construct a single-story, 537 square foot
accessory dwelling unit in the rear of the property consistent with the Historic District Design
Guidelines [Section C.1.2.4(2), Section C.1.2.4(3), Section C.1.2.4(5), Section C.1.2.4(6),
Section C.1.2.4(7), Section C.1.2.4(8), Section C.1.2.4(9), C.1.2.4(16), Section C.3.4.5(A)
and Section C.3.4.5(B)], the San Marcos Development Code [Section 4.5.2.1(I)(1)(g)] and
the Secretary of the Interior Standards for Rehabilitation [Standards 9 and 2] and
recommended approval of the request as submitted.

the San Marcos Development Code [Section 4.5.2.1(I)(1)(g)] and the Secretary of the
Interior Standards for Rehabilitation [Standards 9 and 2]. Commissioner Holder
seconded. The motion carried by the following vote:
For: 3 – Commissioner Holder, Commissioner Arlinghaus, and Commissioner
Kennedy
Against: 2 - Commissioner Perkins and Commissioner Dake
DISCUSSION ITEMS
5. Updates from staff on the following items:
a. Progress of the research on how other municipalities regard historic resources
on university property
b. Proposed Legacy Business Program

c. 2020 Annual Report
Staff updated the Commission on each of the items. There will be a joint virtual meeting with
the Historic Preservation Commission & the Main Street Advisory Board on November 18th
at 5:30 PM to hear a presentation from Claudia Guerra, Cultural Historian, City of San
Antonio. The presentation will cover the COSA’s Legacy Business Program. A subcommittee,
made up of 2 members of the HPC and 2 members of the MSAB, will be created in December
to further continue work on development of the program.
FUTURE AGENDA ITEMS
Commissioner Perkins requested the following be placed on a future agenda:
1. A discussion regarding a Recommendation Resolution regarding updating the
Historic District Design Guidelines in Appendix C of the San Marcos Design Manual
to address Accessory Dwelling Units and other such outbuildings.

comment period must submit their written comments to planninginfo@sanmarcostx.gov no
later than 12:00 p.m. (noon) on the day of the meeting. Timely submitted comments will be
read aloud during the citizen comment portion of the meeting. Comments shall have a time
limit of three minutes each. Any threatening, defamatory or other similar comments prohibited
by Chapter 2 of the San Marcos City Code will not be read.

they are posted on a future agenda in accordance with the Texas Open Meetings Act.)
