City of San Marcos Regular Meeting Historic Preservation Commission September 2, 2021, 5:45 PM The Historic Preservation Commission may adjourn into executive session to consider any item on the agenda if a matter is raised that is appropriate for Executive Session discussion. An announcement will be made on the basis for the Executive Session discussion. The Historic Preservation Commission may also publicly discuss any item listed on this agenda for Executive Session. Roll Call III. 30 Minute Citizen Comment Period: Persons wishing to participate (speak) during the citizen comment period must submit their written comments to hpcommission@sanmarcostx.gov no later than 12:00 p.m. (noon) on the day of the meeting. A call-in number to join by phone or link will be provided for participation on a mobile device, laptop or desktop computer. Timely submitted comments will be read aloud during the citizen comment portion of the meeting. Comments shall have a time limit of three minutes each. Any threatening, defamatory or other similar comments prohibited by Chapter 2 of the San Marcos City Code will not be read. Please indicate if you would like to speak in person. MINUTES 1. Consider approval, by motion, of the August 5, 2021 regular meeting minutes. PRESENTATION 2. Receive a presentation from Laurie Moyer, Director of Engineering, and Alan LaFon, Senior Project Manager at Halff Associates, Inc., regarding a structural condition assessment of the building at 140 South Guadalupe Street. ACTION ITEM: 3. Consider adoption of the National Alliance of Preservation Commissions Code of Ethics. 4. Consider a recommendation to the Planning and Zoning Commission and City Council regarding text amendments to Table 2.1, Section 2.5.5.3(A)(2), and Section 4.5.2.1(N) of the San Marcos Development Code. 5. Consider potential projects for the Texas Historical Commission’s Certified Local Government Program FY22 grant cycle Letter of Intent. HPC-18-07 (218 West MLK Drive) Hold a public hearing and consider a request for a Certificate of Appropriateness by Margaret Parrish to allow the demolition of the single- family detached dwelling unit on the property. 7. HPC-21-12 (737 West San Antonio Street) Hold a public hearing and consider a request for a Certificate of Appropriateness by Mike Wills, on behalf of Adam King, for exterior alterations to the front porch, including, but not limited to, removal of the ceiling, soffit, and fascia, exposing the original rafters, and replacement of the roof. 8. HPC-21-13 (513 Moore Street) Hold a public hearing and consider a request for a Certificate of Appropriateness by Alex Tapp to allow the installation of a four-foot-tall wood picket fence along the front and side property line. DISCUSSION ITEMS 9. Update and discussion regarding the National Parks Services Underrepresented Communities Grant and provide direction to staff. 10. Update and discussion regarding the Dunbar Home Economics Building and provide direction to staff. 11. Discussion regarding Section 4.5.2.1(N) Demolition by Neglect of the San Marcos Development Code and provide direction to staff. 12. Discussion and consideration of the formation of a committee as described in the Commission bylaws to review the demolition review for historic properties process. 13. Discussion and consideration of recommendations from the Local Landmarks committee and provide direction to staff. 14. Discussion and consideration of recommendation from the My Historic SMTX committee and provide direction to staff. 15. Update and discussion regarding local landmark plaques and provide direction to staff. 16. Discussion regarding moving October regular meeting date and provide direction to staff. 17. Updates on the following: a. Accessory Dwelling Unit and Other Accessory Buildings Guidelines Workshop IV. FUTURE AGENDA ITEMS Board Members may provide requests for discussion items for a future agenda in accordance with the board’s approved bylaws. (No further discussion will be held related to topics proposed until they are posted on a future agenda in accordance with the Texas Open Meetings Act.) V.
