City of San Marcos Regular Meeting Historic Preservation Commission November 3, 2022, 5:45 PM City Hall, Council Chambers 630 East Hopkins Street The Commission member presiding over the meeting will be present at this location. An announcement will be made on the basis for the Executive Session discussion. The Historic Preservation Commission may also publicly discuss any item listed on this agenda for Executive Session. I. Call To Order II. Roll Call III. 30 Minute Citizen Comment Period: Persons wishing to participate (speak) during the citizen comment period must submit their written comments to hpcommission@sanmarcostx.gov no later than 12:00 p.m. (noon) on the day of the meeting. A call-in number to join by phone or link will be provided for participation on a mobile device, laptop or desktop computer. Timely submitted comments will be read aloud during the citizen comment portion of the meeting. Comments shall have a time limit of three minutes each. Any threatening, defamatory or other similar comments prohibited by Chapter 2 of the San Marcos City Code will not be read. Please indicate if you would like to speak in person. If attending in person, no sign up is required. MINUTES 1. Consider approval, by motion, of the October 6, 2022 regular meeting minutes. ACTION ITEM 2. Consideration of Recommendation Resolution 2022-02RR, recommending the City Council support a proposal to amend the name and update the narrative of the Charles S. Cock House, a local historic landmark, to recognize all historically significant owners of the building. PUBLIC HEARINGS Written comments or requests to join in a public hearing must be sent to hpcommission@sanmarcostx.gov no later than 12:00 p.m. (noon) on the day of the hearing. HPC-22-27 (1017 West Hopkins Street) Hold a public hearing and consider a request for a Certificate of Appropriateness by Heidi Haddock, on behalf of Jon Curlee, to allow various exterior alterations, which include but are not limited to, removal of the wooden picket fence along the front property line, removal of existing wooden windows along the southwest side façade and rear façade to convert the existing sunroom to a living space, relocation of existing wood windows at the rear of the property to the new living space, removal of existing wooden windows along the rear façade to convert the rear sunroom to a useable space, and installation of new metal skirting around the home. UPDATES 4. Updates on the following: a. HPC Committee Reports Concerning Recent Activities b. Grant Opportunities and Updates c. Dunbar School Home Economics Building Restoration Progress d. Upcoming Events and Training Opportunities DISCUSSION ITEMS 5. Discussion regarding local landmark plaques and provide feedback to staff. 6. Discussion and consideration of the 2023 Historic Preservation Commission Meeting Date Calendar, and provide feedback to staff. IV. FUTURE AGENDA ITEMS Board Members may provide requests for discussion items for a future agenda in accordance with the board’s approved bylaws. (No further discussion will be held related to topics proposed until they are posted on a future agenda in accordance with the Texas Open Meetings Act.) V.
