San Marcos Main Street Advisory Board
February 18, 2015 Main Street Program Office – 317 N. LBJ Dr 5:30 P.M.

1. Call to Order 5:33pm
2. Roll Call Ruth Welborn, Gaylord Bose, Cindy Meyer, Ralph Meyer, Molly Ann Garcia, Debbie Harvey,
Roxie McInnis, Bill Cunningham, Jude Prather
3. Citizen Comment Period
4. Consider Approval of Minutes of January 2015 Meeting : Motion by Gaylord Bose, Second by Debbie
Harvey. Motion Carries.
Staff present: Samantha Armbruster, Kayli Head, Kye Kennedy
Citizens present: Bryan Campbell, Alle Gouskos, Ruben Becerra
5. Standing Reports
Engineering: Did a presentation at Council: in early April they will be complete with
construction. Parking stripe will just be paint not permanent, while back-in parking is
discussed and two-way traffic is considered. Sidewalk added on University. A road diet
adding parking on CM Allen is being considered by Council. Looking at full
reconstruction or mill and overlay. Will discuss at March 17 Council meeting.
Parking Manager/Patrol Report: Officer Kennedy gave a report. Four auto pedestrian
accidents in last month. None were DUI. Three zero tolerance weekends in a row
proposed focusing on pedestrian violations, fake IDs, MIP, Public intoxication, fighting.
If trial works, once per month proposed. Internal city meeting planned to discuss
pedestrian safety.

6. Chairman’s Discussions: Board appointments last night. Molly Ann reappointed for one more year, Jude
Prather was reappointed, Debbie Harvey was reappointed, and Ruth Welborn was not reappointed. Jean Baggett
will replace Ruth Welborn. Will host 2015 Summer training in San Marcos.
7. Committee Reports
a. Design Committee
Approval of Mayloo’s: Mayloos now has approved sign permit. (Former Rocky Larues) $2,000 Motion
by Ralph, second by Gaylord. Motion carries.
Parklet ordinance moving to March 17 tentatively.
4-3 decision to go two-way made by Council in 2014. Concern is two-way with back-in parking;
looking for comprehensive approach.
a. Pedestrian Safety: Cost estimates for redoing Hopkins and turning over control to city from
TxDot. Received CAMPO funding.
b. CVB Sub-committee: Looking at aggressive towing downtown from a visitor standpoint. Ruben
Becerra spoke from CVB board. Visitors getting $150 parking ticket in private property lots.
Creating parameters to inform citizens and visitors
c. Christmas committee: Looking at quotes for Christmas lights downtown. Meeting with Tom
Taggart, Streets about lighting tops of buildings.
d. Building Upkeep/Fire Safety: Possible grants for sprinkling buildings.
e. Downtown Amenities: Going in at the end of construction in April.
b. Promotion
a. Update on Swing Fest: Same weekend as graduation. Gathering and gospel brunch moving to
Blacks BBQ. Still seeking sponsors.
b. Upcoming Events – Important Dates:
February – LOVE Downtown Shop Local Campaign – events, specials and promotions will be featured
Wednesday, February 25th – Coffee Talk: Shop Local Campaigns 8:30-9:30am
Wednesday, February 25th – Wordpress Meet up at Main Street Program office 5-7pm
Corn Dog Day March 21
Wine and Art Weekend April 10-12
Organization
c. Board Retreat: Grapevine: April 16, 4 p.m. through Noon Saturday, April 18. Motion to approve
by Gaylord, Second by Ralph, all in favor. Motion carries.
d. Bid for Summer Main Street Training: Expecting 100 Main Street managers from all over Texas.
Planning venues and speakers now.
e. Partnerships with PR Campaigns and Recreation Programming class
f. Small Business Training schedule: Noon, Monday March 2.
Monday, March 2nd – Small Business Training on Curb Appeal (*Contest)
c. Economic Restructuring
a. Networking events: Looking at what a credit union could do for downtown. Educating students,
dissuading high interest loans, revolving lines of credit for small businesses. Analyzing current
market. Identifying branded villages of downtown. Ruth said a credit union has opened on
campus in the UAC about a month ago.
Wednesday, February 25th – Wordpress Meetup
Thursday, March 5th – Main Street Meetup with Artists: Art Squared social at kissing alley. 6:30 to 9 p.m.
8. City Council Report: Board reappointments last night. 13 tree wells going in for the construction
completion. Looking to add parking to CM Allen. Will ask additional input about two way and back-in parking
from downtown business owners. TDS looking at one trash service for all of downtown.
9. Expenditure Report and Program report from Main Street – Samantha: 13 people applied for Main Street
board, over 4 last year. Sunset Advisory Board recommended adding downtown tourism to our board
requirements and add annual report.
