The Regular Meeting of the San Marcos Main Street Advisory Board Feb 17, 2018 Main Street Program Office – 317 N. LBJ Dr. 5:30 P.M. Vision Statement "To foster a downtown that is a unique and culturally vibrant destination, where local businesses thrive and people of all ages can connect, create and celebrate". Minutes 1. Call to Order 5:33pm by Debbie Harvey 2. Roll Call - 3. Citizen Comment Period 4. Consider Approval of Minutes of January 2018 Meeting - Debbie motions to approve, Jean seconds, motion passes. 5. Standing Reports:  Engineering - report from Greg Schwartz regarding CM Allen reconstruction o Construction to begin mid-summer, plans being finalized o 4 lanes down to 2 lanes with turn lanes. o Added parallel parking along east side of CM Allen o Pedestrian crossing at Hutchison with refuge, ped crossings with brick pavers o Green infrastructure to be installed o Considering closing that portion of CM Allen for the duration of the reconstruction, redirect down University to Edward Gary (10 months), would save city 10%, if don’t close CM Allen completely will take 14 month. Click here for more info  Parking Manager/Patrol Report - Officer Dan Royston reports o Extremely understaffed, however business as usual downtown. Officer encourages downtown stakeholders to report graffiti with photo.  CVB 6. Chairman’s Discussions  Remembering Kelly Franks - Debbie motions to approve all plans, Jean seconds, motion passes o Picket at Children’s Park - Main St Kelly Franks o Main Street Bench Plaque o Kelly Franks Award to replace Volunteer of the year at Love Downtown Awards. Committee Reports Promotion Committee Chair – Jean Baggett Meeting Time – 2nd Wednesday at 10am Work Plan Items -  Strengthen new and existing events through collaboration and promotion o Trailriders event recap  Idea to expand, get businesses more involved and theme the day “Cowboy Day” downtown o Mardi Gras recap o Love Downtown Campaign recap: Kissing Alley Mailbox, Galentine’s Day, Red Party  Evaluate and expand online and offline promotional strategies appropriately o Media Report  Facebook: 6,542 (up from 6,303 in November 2017), best performing post was February’s Business of the Month post  Twitter: 2,129 followers (up from 2012 in Nov 2017).  Instagram: 1,589 followers (up from 1,530), best performing post was Galentine’s Day video with 323 views o Pole banners - Debbie motions to direct staff to take action, Jean seconds, motion passes  $75 each if we buy 10+, $60 brackets  Ask SMEU to put up banners of our choice as a “test”  Target outlet and river tourists through online ads and pedestrian wayfinding o Rack card being created featuring blurb about downtown Design Committee Chair – Caitlyn Strickland Meeting Time – 2nd Thur at 10am Work Plan Items -  Identify funding options to create a permanent pedestrian mall in Kissing Alley o Review and consider letter from Advisory Board recommending improvements to Kissing Alley o Debbie motions to accept letter, Jean seconds, motion passes  Create a sense of place through aesthetically pleasing and functional amenities and lighting o LCRA Steps Forward Day project submission for April 6th  Pressure wash the old planters on S. LBJ as well as cleaning and adding plants to them.  Weeding the gardens along Hutchison St., N. LBJ Dr. and Hopkins St.  Bury the garden irrigation lines around the square, N. LBJ Dr. and Hutchison St.  Add garden weed fabric to the gardens along Hutchison St. and the heavy weed problem areas along N. LBJ Dr. and Hopkins St.  Pressure wash selected fire hydrants around downtown o Submitting application for Bobcat Build project April 7th o KAB grant submitted for cigarette litter prevention o Consider budget and style for information board installation at LBJ Dr and Hopkins  Debbie motions to utilize Main Street events budget up to $1500 for information board and installations, Jean seconds, motion passes. Staff to confirm permitting process with Legal. o Review and approve of final 2018 flag/light schedule  Debbie motions to approve updated schedule, Jean seconds, motion passes o Update on Magazine racks agenda item at City Council - ordinance approved, city wide regulations, permit process to be established, effective date July 1st.  Encourage and support historic and cultural preservation efforts Organization Committee Chair – Linda Coker Meeting Time – 3rd Monday at 11am Work Plan Items -  Recognize Downtown businesses through monthly Business of the Month award and annual Downtown Awards. o Vote on Business of the Month for March - Debbie motions to select The Hub, Jean seconds, motion passes  Engage and recruit volunteers, local organizations and downtown businesses to support Downtown beautification efforts and programming o 2018 volunteer hour stats. As of Feb 15th, Main Street has logged nearly twice of many volunteer hours as 2017 at the same time. o 2018 goal is 5000 volunteer hours.  Advocate for Downtown and report on success to the public o Annual report to Council planned for April 3rd and to coincide with DowntownTX.org project going live and release of video showing the progress of Downtown San Marcos Economic Vitality Committee Chair – Kayli Head Meeting Time – 3rd Tuesday at 9am Work Plan Items -  Nurture the creative community as an economic driver for Downtown  Update on Cultural Arts District i. Letter of intent sent to Texas Historic Commission and accepted  Support, promote and educate on alternative transportation efforts Downtown  Update on 214 Hutchison lot - approved by Council to be added to CIP, will move forward, Main Street to consider name/programming  Create and promote resources available to Downtown stakeholders, entrepreneurs and potential investors  DowntownTX.org  Sales Tax Report 8. City Council Report 9. Expenditure Report and Program report from Main Street  Staff thanks and recognizes Debbie Harvey for 6 years of service to the Advisory Board and Jean Baggett for her completion of term with the Advisory Board. 10. Updates and announcements from Board members  Texas Outlaw and Lawman Museum being organized and funded by Hays County Historical Commission at old Jail site on Fredericksburg St. 11.
