Persons wishing to participate (speak) during the Citizen Comment portion of the meeting must email jfalletta@sanmarcostx.gov prior to 12:00PM the
day of the meeting. A call in number to join by phone or link to join by a mobile device, laptop or desktop computer will be provided for participation.
Comments shall have a time limit of three minutes each. Any threatening, defamatory or other similar comments prohibited by Chapter 2 of the San
Marcos City Code will not be read.
MINUTES
1. The August 19, 2020 meeting minutes were approved on Board Member McCafferty’s
motion, Board Member Simpson’s second, on a 9-0 vote.
ACTION ITEMS
2. The sponsorship request from the San Marcos Art League for their October activity, Art
Scared, was approved on Board Member Simpson’s motion, Board Member Collins’
second, on a 9-0 vote.
DISCUSSION ITEMS
3. Curbside Parking – After receiving an update and reviewing sign designs and installation
plan, the board asked staff to consider ADA parking when considering curbside parking
locations. Council Member Derrick additionally requested information regarding ADA
parking spaces in the downtown area.
4. Guadalupe St Barriers – The board discussed signage ideas for an activation of the barrels.
Ideas included jack-o-lanterns, language promoting shopping small, welcoming language
and open for business. Board Member McCafferty expressed concern over Main Street
being associated with a delayed project, and Board Member Lynn asked if the signs could
be used for intentional marketing of downtown. Staff agreed to discuss further with
Transportation department and if feasible, return with cost estimates.
5. Texas Treasures Business Award – Potential nominees were discussed, and staff and
volunteers were determined for further research of eligibility.
REPORTS
6. Main Street Program Report
7. Financial Report – The Board discussed the Main Street Sign and Façade Improvement Grant
Program, with potential changes to award amounts. Staff will prepare information for discussion at
the next board meeting.
8. Downtown Association Report – Stephanie Symmes reported that the Second Saturday events will
resume, and the Downtown Association is exploring pedicab options to connect downtown and
Wonder World Park. DASM is continuing to work on a diversity mural and is seeing underwriters.
Board elections are coming soon, and a questionnaire will be sent out instead of an in-person
meeting. Art Scared is planned for Oct. 24. DASM expressed their concern regarding the departure
of VeoRide.
9. Economic Development Report – Scott Hardwick reported that three economic development
projects are underway, at Whisper, Clovis Barker and Trace. He provided an update on the Revive
SMTX grant program, along with business retention efforts and the Business Resource Guide
being developed in collaboration with Main Street.
FUTURE AGENDA ITEMS
Board Member Collins announced that SM Fest will be held on the Courthouse lawn Oct. 30 – 31, with
an expected attendance of 100 – 150 people.
