III. Citizen Comment Period:
Persons wishing to participate (speak) during the Citizen Comment portion of the meeting must email jfalletta@sanmarcostx.gov prior to 12:00PM the
day of the meeting. A call in number to join by phone or link to join by a mobile device, laptop or desktop computer will be provided for participation.
Comments shall have a time limit of three minutes each. Any threatening, defamatory or other similar comments prohibited by Chapter 2 of the San
Marcos City Code will not be read.
MINUTES
1. The September 16, 2020 meeting minutes were approved on Board Member Brooks’
motion, Board Member Simpson’s second, on a 9-0 vote.
ACTION ITEMS
2. The Board reviewed existing Main Street grant program and determined the following
format for FY 2021:
50/50 matching reimbursement up to $2,000 for: storefront improvements,
external signage, awnings and broken windows
50/50 matching reimbursement up to $500 for non- permanent improvements
such as a frame signage and planters
These grant updates were approved on Board Member McCafferty’s motion,
Board Member Brooks’ second, on a 9-0 vote.
3. The sign grant request from Pho Tran 88, was approved in the amount of $1950 on Board Member
Derrick’s motion, Board Member Akins’ second, on a 9-0 vote.
4. The sponsorship request from the Downtown Association of San Marcos, for pedicabs at
the November Second Saturday event, was approved in the amount of $300 on Board
Member Akins’ motion, Board Member Brooks’ second, on a 9-0 vote.
DISCUSSION ITEMS
5. Legacy Business Program – The Board was in favor of learning about San Antonio’s
Legacy Business program. Main Street and the Historic Preservation Commission will
attend a joint workshop on Nov. 18 to hear a presentation from City of San Antonio staff.
6. Holiday Activation & Programming – After hearing plans for holiday activation of downtown,
the Board supported all expenditures for Mobility Hub holiday activation, holiday banners for
downtown, red tote holiday giveaway and a holiday mailbox in Kissing Alley. The Board
additionally reviewed design concepts from the Bloom Bar on the upcoming Mobility Hub
holiday installation, with Board Member Lynn recusing from the conversation.
REPORTS
7. Main Street Program Report – Staff provided updates on the following topics:
Business closures and openings for quarters 1-3, plus expectations for Q4.
Downtown property purchase by City of San Marcos on S Guadalupe St.
Curbside Parking Pilot Program update.
Live Well Love Local raffle update.
8. Financial Report – Fiscal Year closeout in process
9. Downtown Association Report – no representative present
10. Economic Development Report – Scott Hardwick provided updates on the following topics:
Revive SMTX Grant – Applications open Nov. 1.
Emergency Cash Assistance Program (ECAP) – Only $90K out of $500K has been
distributed.
Business Resource Guide – in progress
Property Assessed Clean Energy (PACE) luncheon to be attended by Scott and Josie to
learn more about this additional resource
FUTURE AGENDA ITEMS
Board Member Simpson requested an update on the following Action Plan Items: Guadalupe St
activation, Information Board activation and Kissing Alley activation.
