Persons wishing to participate (speak) during the Citizen Comment portion of the meeting must email jfalletta@sanmarcostx.gov prior to 12:00PM the
day of the meeting. A call in number to join by phone or link to join by a mobile device, laptop or desktop computer will be provided for participation.
Comments shall have a time limit of three minutes each. Any threatening, defamatory or other similar comments prohibited by Chapter 2 of the San
Marcos City Code will not be read.
MINUTES
1. The January 20, 2021 meeting minutes were approved on Board Member McCafferty’s
motion, Board Member Simpson’s second, on an 8-0 vote.
PRESENTATION
2. July Moreno, Founder of the Mermaid Society, gave a presentation on the 2021 Mermaid
SPLASH and parade activities in downtown San Marcos. Promotional materials should be
ready to announce by the end of March 2021. A new event, the Downtown Bazaar, will take
place on the courthouse lawn following the parade. Some ideas generated by board
members include: Parking Day activation, Mobility Hub activation and the painting of
business windows by school children to augment the parade day.
DISCUSSION ITEMS
3. Chairperson’s discussion – Chair Coker welcomed new board members and thanked
outgoing members for their service.
4. After discussion, Linda Coker, Ashley McCafferty and Anita Collins agreed to serve on the Legacy
Business Program subcommittee in collaboration with the Historic Preservation Commission.
5. Project review – After receiving an update from staff on status of Main Street projects and
reviewing Action Plan items, the Board would additionally like to focus on the following
priorities in upcoming months:
Downtown vacancy abatement
TIRZ #5 project funding allocation
REPORTS
6. Main Street Program Report – The National Main Street Center’s virtual annual conference
will take place April 12-15. After agreement from the board, staff will determine an outdoor,
socially distanced option for interested board members to watch sessions with staff.
7. Financial Report – The program has utilized 45% of its operating budget to date. Next
month, the board would like to discuss FY22 allocation of budget to the Main Street Façade
Grant.
8. Downtown Association Report – July Moreno presented the DASM report. Stephanie
Symmes has stepped off the DASM board and will be replace by Cody Taylor from Industry.
DASM has renamed and restructured several of its committees and will begin its
membership drive in April. They are working with GSMP on a downtown survey and have
added Claudea Blythe as the Chair of the newly created Diversity Committee.
9. Economic Development Report – The City is in the process of hiring an Economic and
Business Development Manager.
10. Parking Advisory Board Report – John David Carson presented the PAB report, which
included information regarding: Parking Benefit District creation for downtown, RFP status
on an e-cab circulator shuttle, PAB direction to staff to reduce enforcement temporarily
during the pandemic, Parks Advisory Board recommendation for paid lots at some parking
lots, election of Carina Boston as Chair and John David Carson as Vice Chair, intent to
revisit employee parking program in off-street lots and Mr. Carson’s request for a standing
agenda item to address level of parking enforcement.

Board Member Collins motioned to adjourn, seconded by Board Member Gleason.
