III. Citizen Comment Period:
Persons wishing to participate (speak) during the Citizen Comment portion of the meeting must email jfalletta@sanmarcostx.gov prior to 12:00PM the
day of the meeting. A call in number to join by phone or link to join by a mobile device, laptop or desktop computer will be provided for participation.
Comments shall have a time limit of three minutes each. Any threatening, defamatory or other similar comments prohibited by Chapter 2 of the San
Marcos City Code will not be read.
MINUTES
1. The July 21, 2021, meeting minutes were amended to show that Board Member Brooks
was tardy, not absent. The minutes were approved on Board Member Simpson’s motion,
Board Member Lynn’s second, on an 8-0 vote.
DISCUSSION ITEMS
2. After discussion, it was decided that the Board Workshop on August 28, 2021, will be a
virtual meeting and be reduced to 10am – 12pm. Some board members preferred virtual
meetings, and some were amenable to socially distanced, in person meetings. For the next
several meetings, the board will remain virtual, with the Chair meeting in person, on video,
to ensure compliance with TOMA.
3. After discussion, it was decided that Main Street will work with a local artists to install a
mermaid activation project at the Mobility Hub during the upcoming Mermaid Promenade
and Street Faire on September 25.
REPORTS
4. Main Street Program Report – Staff reported on upcoming events, volunteerism, new
website launch, outdoor mural gallery and downtown design project updates.
5. Financial Report – Main Street has spent 84% of its operating budget for Fiscal Year 2021
and in the process of closing out the fiscal year.
6. Downtown Association Report – No report.
7. Parking Advisory Board Report – PAB Board Member John David Carson reported that the
city is now able to mail parking violation notices, an administrative committee has been
formed to review city ordinances pertaining to parking, SMPD will begin to increase
enforcement of overtime parking violations, and RideCo has been selected as the preferred
vendor for the e-cab pilot program.

2. Hold discussion on upcoming Board Workshop on August 28, 2021, and future board
meetings given the current rise in COVID cases. Determine what structure these meetings
might have.
3. Discuss Main Street activation projects during the upcoming Mermaid Promenade and
Street Faire on September 25.
