day of the meeting. A call in number to join by phone or link to join by a mobile device, laptop or desktop computer will be provided for participation.
Comments shall have a time limit of three minutes each. Any threatening, defamatory or other similar comments prohibited by Chapter 2 of the San
Marcos City Code will not be read.
MINUTES
1. The August 18, 2021 meeting minutes were approved on Board Member Collins’ motion,
Board Member Lynn’s second, on an 6-0 vote.
ACTION ITEMS
2. The sponsorship request from the San Marcos Art League for their October activity, Art
Scared 2021, was approved on Board Member McCafferty’s motion, Board Member Lynn’s
second, on a 6-0 vote.
DISCUSSION ITEMS
3. Staff presented on differences between FY21 and FY22 budget. Additionally, staff
presented on budget shortfalls for downtown maintenance and explained Main Street’s new
ARP funding. After discussion, it was decided staff will hold a future presentation of
framework for how ARP funding can be used and the businesses it benefits. Board Member
Collins presented on Hays County’s Christmas Lighting Ceremony and asked if ARP
funding could be used to support this event. After discussion, it was decided staff would set
an agenda item for next month to establish an event subcommittee whose task will be to
brainstorm uses for ARP downtown event funds.
4. Staff presented list of their major projects, unachieved goals, and unplanned accomplishments.
After discussion, it was noted staff successfully executed their transformation strategy (Sense of
Place) over the previous year. Board Member Lynn suggested using the Bloom Bar for future
transformation strategy workshops. Overall, the Board is excited to see more downtown events,
though Board Member Gleason reminded the group to consider a comprehensive economic
recovery plan when considering uses for ARP funding. Lastly, Board Member McCafferty
requested for staff to send examples of Accountability Agreements to the Board to discuss during
the next meeting.
REPORTS
5. Main Street Program Report – Staff reported on their Pedestrian Safety and Comfort
Improvements meeting, upcoming downtown events, and Vision SMTX.
6. Financial Report - Main Street has spent 90% of its operating budget for Fiscal Year 2021
and is in the process of closing out the fiscal year.
7. Downtown Association Report - No report.
8. Parking Advisory Board Report - No report.
