III. Citizen Comment Period:
Tom Wassenich – Mr. Wassenich expressed his concerns regarding a social media advertisement run through
the Downtown San Marcos platform and was not in favor of the photo used in the advertisement.
MINUTES
1. The September 22, 2021 meeting minutes were approved on Board Member Lynn’s motion,
Board Member Collins’s second, on a 7-0 vote.
PRESENTATION
2. Ms. Falletta presented key takeaways from the August 31, 2021, Downtown Evening Stroll,
including short and long-term goals. Board Members Akins and Sparks expressed interest
in lead pedestrian intervals, and Board Members Sparks and Gleason discussed the
possible use of TIRZ funding for streetscape improvement bonds. Board Member
McCafferty requested an additional focus on the MLK Drive intersections.
DISCUSSION ITEMS
3. Pedestrian Safety - The key takeaway after the board discussion was to form a
subcommittee which will continue to work with city staff to implement pedestrian
improvements. Board Members Sparks, Simpson and Akins will serve on the subcommittee.
4. After discussion of possible items for inclusion in a Board member accountability
agreement, the board asked staff to create a shared document for board members to make
comments on. All comments will be shared and discussed at the next board meeting.
5. Main Street events – Board Members Collins, Coker, Lynn and McCafferty will serve on a
subcommittee to review an annual calendar of events. Board Member Lynn will serve as
Chair to the subcommittee, with a date for the first meeting TBD.
REPORTS
6. Main Street Program Report – Staff provided an update on the following projects:
Downtown Outdoor Gallery, Music on the Square, downtown landscaping, Art Scared,
Downtown Lighting Ceremony, volunteer cleanup event, 5-Star Reviews video series and
Coffee and Commerce.
7. Financial Report – Main Street has utilized 91% of its operating funds for Fiscal Year 2021.
The new Fiscal Year 2022 started on October 1, 2021.
8. Downtown Association Report – No report.
9. Economic Development Report – Ms. Jordan provided an update that staff have received a
green light from City Council to move forward with creation of a Legacy Business Program.
She also provided the update that the Business Improvement and Growth(BIG) Grant for
COVID-19 mitigation will open soon for applications.
10. Parking Advisory Board Report – John David Carson submitted a written report prior to the
meeting, which was read by Ms. Falletta. Parking enforcement and ticketing numbers are
back to pre-Covid levels. Tickets are now able to be mailed. For the microtransit solution, all
bids were rejected by Council, and the Parking Advisory Board is working on an updated
scope of services.

agreement. The agreement is a new requirement of the Texas Main Street Program.
